Roll Call—Present: Brian Kelly, Chair, Commissioners Louann Davis and Danielle Skeeteo- l.indney, Chief Examiner Dawn Tvid6v, Sheriff Casey Salisbury,iJnderabnriff Jim Barrett, Chiefs Jan Shepherd and Tom BauQcn, Support Services Director Bill Kenny, L1. Cindy Kasten, Todd]IUlyurd and Robert Decker A. Executive Session 5:02-5:29pm. An executive session was called for the Commissioners to receive the civil service appeal that was submitted. R.C.W. 42.30.110 l /D The meeting resumed with the Commissioners discussing the appeal process and their wish to look for an independent investigator from another county that has civil service examiner experience. Commissioners Duvia/8koctora-Lindaey moved and seconded approval to instruct Chief Examiner Twiddy to contact other counties to do an independent investigation and bring names tothe Commission for review and selection. Motion carried with all in favor. Minutes: Commissioner Z)uvim/8keotcrm-Lindmey moved and seconded approval of the June ]9, 2Ol4 regular meeting minutes with the removal nfu sentence ue requested hy Chief Shepherd. Motion carried with all infavor. Business: B. Chief Examiner Update u. IT Position—Support Services Director Kenny discussed the continued dialogue with the Sheriff s Office regarding the IT needs that still need to be resolved with the Commissioners. Oodnsboriff Barrett discussed the 1I needs with the Commissioners. The Commissioners asked questions to both the Uudcryheriff and Support Services Director for clarification. All three Commissioners agreed that if the funding was not an issue then it was appropriate for the Sheriff s Office to seek approval from the Civil Service Commissioners iu June kz remove the TT position and return d1oudeputy position. The motion approved at the June 19,2014 meeting stands as originally approved. b. Chief Examiner Ivvid6v discussed Public Safety Testing and that there are two additional dates in our area coming up. One is in Silverdale and the other is in Port Angeles. Additional advertising is still being done to recruit local people for these test dates. C. Sherriff s Office Update a. Chief Shepherd discussed an employee issue and stated that he will not pass his probationary period as a deputy and has requested that he be transferred to a corrections officer position. She said there is not an integrity issue but that it is felt that he would be a better fit as a corrections officer. Patrick has voluntarily agreed to the transfer if approved. The Commissioners would like the employee to put his request in writing and submit it to the Chief Examiner, per Civil Service Rule 8.11 (C). b. Chief Tom Haugen asked if he could be aware of the appeal. The Commissioners replied that at this time the appeal will not be discussed until after it has been investigated. c. Undersheriff Barrett discussed the professional service contract for the weapons security booth. He said that the contract is approved for the remainder of 2014. The community service officers that normally work at the weapon screening location have been moved to the jail to assist with the staff shortage.
