HomeMy WebLinkAbout06/20/2019 Mason County Civil Service Commission Meeting Minutes June 20, 2019 The regular meeting was called to order at 5 : oo p . m . , in the Mason County Building 1, Commission Chambers, at 411 N . 51h Street, Shelton , WA by Vice - Chairperson Davis . Attendance : Matt Davis, Vice - Chair and Susan Ickes, Commissioner, Bill Kendrick, Commissioner Others : Chief Tami Beyer, Sheryl Hilt, Finance Mgr . and Becky Rogers, Chief Examiner The Board welcomed new Commissioner William Kendrick . Mr . Kendrick gave a brief summary of his past experience . Business : 1 . Approval of Minutes : May 16, 2019 regular meeting minutes Cmmr. Ickes/Davis moved and seconded to approve the meeting minutes dated May 16, 2019 as circulated. Motion carried. D -yes; 1-yes; K- abstained. 2 . Chief Examiner Update 2 . 1 . Position Tracking — 4 vacant and funded FTE positions — The Chief Examiner noted the vacant and funded positions . 2 . 2 . Corrections Lieutenant Promotional Testing — June 11 -Work Performance Rating (WPR) and June 12 — Command Skills & Abilities Promotional Test (CSAPT) . The promotional testing including the WPR and CSAPT was completed and the eligibility list was forwarded to the Sheriff' s Office . 2 . 3 . Records Specialist Written Test - June 17 — The written test was conducted on the 17th and oral boards will be scheduled in July. 2 . 4 . Promotional Testing — Corrections Corporal and Corrections Sergeant — A promotional announcement will be prepared for the Corrections Corporal and Corrections Sergeant positions now that the Corrections Lieutenant eligibility list has been certified . 2 . 5 . Annual Civil Service Conference — September 9 & 10 in Yakima - An invitation was extended to the two newest Commissioners to attend the annual conference and the County would provide for expenses to attend . 3 . Sheriff' s Office Update 3 . 1 . Clerk Position — The MCSO is in the process of sending two candidates for background . 3 . 2 . Civil Service Rule 8 . 17 Probationary Period - - Chief Beyer noted that two years ago there was a clerk who went on maternity leave during the probationary period . The FMLA leave was for an extended period of time and then the clerk returned back to work. Upon her return to Mason County Civil Service Corrunission Meeting Minutes June 20 , 2019 Page 2 work, they extended the probationary period for the number of days she was on FMLA leave . She questioned if that would be the correct action for anyone on paid leave . Cmmr. Ickes noted that the precedent has been set. The Sheriff' s Office would need to approve the leave . The probationary period could then be extended . The employee would need to be notified that the probationary period would be extended for the specific period of time that they are on leave . The employee would need to serve the full probationary period ( one year) . 3 . 3 . MCSO Standards of Employment — Automatic Removal Factors - Discuss MCSO Policy 1012 Drug - and Alcohol - Free Workplace . Chief Beyer noted that one of the items on the Standards of Employment that are supplied to the applicants is in conflict with one of the agency' s policies on drug and alcohol - free workplace . She questioned how to address this . Cmmr. Ickes questioned if the standards were not amended after marijuana was legalized . Chief Beyer stated that the standards that the Mason County Sheriff' s Office uses is Lexipol . Lexipol is a provider of public safety policy. They have a staff of attorneys that look at all the policies and update them on a continuous basis as needed . It is important for the Sheriff' s Office to maintain accreditation standards . The Cmmrs . discussed the policy and the possible wording . Cmmr. Ickes/Kendrick moved and seconded to amend the Standards of Employment " Automatic Removal Factors relating to illegal drug use to " Use of any illegal drug in the last five years and any use of legal marijuana in the last five years . Motion carried unanimously. D yes; l yes; K- yes . 4 . The meeting adjourned at 5 : 21 p . m . due to no further business .
