Minutes
Call Meeting to Order—Commissioner Kelly called the meeting to order at 5:05 p.m.
Roll Call —Present: Chair Brian Kelly, Commissioner LouAnn Davis, Chief Examiner Dawn
Twiddy, Chief Jan Shepherd, Undersheriff Barrett, and Chief Admin Ehrich
LouAnn Davis was welcomed as the new Civil Service Commissioner.
Minutes: Commissioner Davis/Kelly moved and seconded approval of the January 16, 2014
regular meeting minutes. Motion carried with all in favor.
Business:
A. Sheriff's Update
Chief Shepherd announced that Toni Monier has been selected as the new
Financial Assistant to replace Donna Isaacson who is retiring on March 31 st. This
promotion creates a clerk position opening and she would like to see the advertising
and testing done as soon as possible.
Chief Shepherd said she would like to request a small change to the clerk job
description to include the duty of providing administrative support to the Sheriff,his
Command Staff and/or other leadership as needed.
Commissioner Davis/Kelly moved and seconded approval of the revised Clerk job
description to include providing administrative support to the Sheriff,his Command
Staff and/or other leadership as needed. Motion carried with all in favor.
Undersheriff Barrett discussed the open positions in the jail,to include three
correction officers,possibly four and four corporal positions open. He also
discussed the deputy open positions and said that there are three openings,two he
believes will be filled with lateral applicants and one will be filled by the eligibility
lists. An updated list was requested both the corrections and deputies.
Undersheriff Barrett said the IT position is still unfilled and discussed the need to do
a workflow analysis to determine what the true need is for the Sheriff's Office. He
discussed the possibility of contracting with the county for IT or retaining the
position under Civil Service. Once the workflow analysis is completed he will bring
it to the Civil Service for discussion.
Undersheriff Barret shared that Travis Adams was selected for the patrol lieutenant
position and Cindy Kasten was selected for the corrections lieutenant position. They
both start their new duties on April I st
B. Chief Examiner Update
Chief Examiner Twiddy reviewed the updated eligibility lists and testing that has
been done in the last two months. She stated there were 9 applicants for the CSO
position and that testing will be done the first couple weeks of April. Corporal and
Clerk positions will be posted in the next couple of weeks.
Chief Examiner Twiddy requested approval for the Police Operations&Corrections
Lieutenant job descriptions. There was a discussion regarding the minimum
experience and education qualifications. The Commissioners requested new
language is drafted to clearly state the experience and education qualifications and
send them out for all interested to comment on prior to the next Civil Service
meeting in April.
Commissioner Davis/Kelly moved and seconded to table the approval of the Police
Operations and Corrections Division Lieutenant classification specifications until
the April 17, 2014 meeting to re-write and clearly state the experience and education
minimum qualifications. Motion carried with all in favor.
