HomeMy WebLinkAbout02/21/2019 Mason County Civil Service Commission Meeting Minutes February zs, 203. 9 The regular meeting was called to order at 5 : 03 p . m . , in Mason County Building i, Commission Chambers, at 411 N . 5th Street, Shelton , WA by Vice - Chairperson Brian Kelly , Attendance : Brian Kelly, Vice - Chair; Matthew Davis, Commissioner, and Sue Ickes, Commissioner Others : Sheryl Hilt, Finance Manager, Chief Tami Beyer, Chief Kevin Hanson , and Becky Rogers, Chief Examiner Business : 1 . Welcome of new Civil Service Commissioner Susan Ickes — Susan Ickes briefly shared her experience and background with the Board . 2 . Selection of 2019 Chair & Vice - Chair - Vice - Chair Kelly asked for nominations . No nominations were brought forward . Brian Kelly nominated himself to serve as Chairperson as the member with the most experience with this Board Commission Members voted to appoint Brian Kelly as Chair for 2019. Motion carried. K- nay; D —aye; /- aye. Chair Kelly nominated Matthew Davis as Vice - Chairperson . Commission Members Kelly/Ickes moved and seconded to appoint Matthew Davis as Vice - Chair for 2019. Motion carried unanimously. 3 . Approval of Minutes : November 15 , 2018 regular meeting minutes : Chair Kelly briefly explained the reason for the delay in approving the minutes . Commission Members Davis/Kelly moved and seconded to approve the regular meeting minutes from November 15, 2018. Motion carried unanimously. 4 . Chief Examiner Update 4 . 1 . Position Control — The position control list was circulated with 10 vacant and funded positions listed . 4 . 2 . Approval of position description formatting and other changes . The Chief Examiner circulated revised updated position descriptions with language to include physical requirements, job class and updated standardized formatting including a signature page . 4 . 2 . 1 . Community Service Officer The chairperson asked if everyone had an opportunity to review the position descriptions . Commission Members Davis/Ickes moved and seconded to approve the position description for Community Service Officer. Motion carried unanimously. Deputy Sheriff Commission Members Davis/Ickes moved and seconded to approve the position descriptions for Deputy Sheriff. Motion carried unanimously. 4 . 3 . Clerk Eligibility List — The Chief Examiner reported to the Board that a written test was conducted on February 20 and those passing with 70 % will be invited to the Oral Board in early March . 4 . 4 . 2019 Civil Service Budget Status — Copies of the 2019 budget to date were provided to the Board members . 4 . 5 . Corrections Deputy Eligibility List Name Skipped — The Chief Examiner stated that Ben Nouri ' s name was certified on the eligibility list and subsequently he accepted a position with the WSP . Due to the acceptance of a new position his name was removed from the eligibility list. Following receipt of the Chief Examiner' s notification of removal of his name, Mr. Nouri requested his name be skipped over for now. His name is currently on the list, but is " skipped . " Board Member Ickes asked when the applicant ' s name expires on the eligibility list. Chief Examiner Rogers replied that a name typically remains on the list for up to one year from the date of the PST test score . Chief Hanson expressed concern that this situation could tie up the eligibility list if the name were to remain as a certified name on the list but the individual wants to be skipped over. If the Civil Service agrees to keep his name on the list, Chief Hanson suggested the name go in a standby status until he is ready and willing to accept a job offer. Board Member Ickes questioned if there has been precedence to set a name aside and have the name suspended . There was discussion that the Civil Service Rules do not address skipping names . Board Member Ickes suggested giving the applicant the option of un - certifying his name on a temporary basis and if the applicant decides to come back before the test score expires on 9/8/2019 he would need to submit a request to have his name activated on the list . Mason County Civil Service Commission Meeting Minutes February 21 , 2019 Page 3 There was discussion concerning Civil Service Rule (CSR) 8 . 5 Status of Eligibles Not Selected for Appointment . " When the name of an entry level eligible has been certified three times and has not been appointed , the appointing authority may request the eligible person ' s name be removed from the list within five ( 5 ) working days of the last certification . " Chair Kelly stated the intent of the CSR was so the same name is not certified and presented to the Sheriff' s Office and passed over three different times . Chair Kelly commented that in reading the correspondence with Mr. Nouri it is unclear what his intention is . Mr. Nouri ' s name has been removed and now he is requesting his application be postponed . There is an appeal process if Mr. Nouri would like to change that and also come before the Board and clarify what he means by wanting to be skipped . Chair Kelly stated that his position is that Mr. Nouri ' s name has been removed from the list. There has been back and forth correspondence with the Chief Examiner trying to clarify his intent . Chief Hanson expressed concern that when names are certified on an eligibility list they would like names of three individuals that are interested and would be ready to accept a job offer. Board Member Ickes stated Mr. Nouri appears to be waiving his rights to interview. If he decides to get back on the list he needs to notify the Civil Service formally requesting his name be re - activated . If he wants to be skipped then he should be inactive on a list . Board Member Davis concurred that he should be suspended until he notifies the Civil Service once again . Chair Kelly agrees with the skipping ; however, there is an appeal process . If the Chief Examiner hears Mr. Nouri wants to remain on the list to get an opinion from the Prosecutor on where they stand as far as this action . Commission Members Davis/Ickes moved and seconded to leave Mr. Nourt in a skipped, suspended position, until he requests further consideration. Motion carried. K- Nay; Davis - Aye; Ickes — Aye. 4 . 6 . Request for Restoration of Name to Entry Level Corrections Deputy Eligibility List — Cain — will be brought forward to the next Civil Service Commission meeting , See Civil Service Rule 7 . 5 (C) ( 3 ) Mason County Civil Service Commission Meeting Minutes February 21 , 2019 Page 4 5 . Sheriff' s Office Update 5 . 1 . Terminated Employees — Chief Beyer announced that three employees were recognized in a retirement party: Ken Potts, Luther Pittman and Doug Smith . 5 . 2 . Records Specialist — Chief Beyer stated they are interviewing the last individual on the eligibility list that they have not interviewed to fill a recent vacancy. The last Records Specialist hired did not complete the probationary period . 5 . 3 . Sheriff' s Office/Jail Tour/ Ride - Along — Chief Beyer extended an invitation to the Board Members to schedule a tour of the Sheriff' s Office and jail and/or a ride - along with a Deputy Sheriff. 5 .4 . Background Process / Interview — Chief Hanson provided a summary of those in process for interview and backgrounding . One of the individuals that was in backgrounding was Brett Cain whose name was removed . This individual was mentioned earlier as requesting his name be restored to the eligibility list and this will be coming before the Civil Service for further review. 5 . 5 . Corrections Lieutenant Promotional Announcement — Chief Hanson requested circulation of a promotional announcement for the Corrections Lieutenant position . The Position Description was revised and approved by the Civil Service Commission recently. The revised salary has been addressed with the County Commissioners to increase the salary to 5 % less than the Chief' s salary. The Salary Range change from 35 to 41 , is set for approval by the County Commissioners on February 26 . The Civil Service Commission stated that the position description and salary are in place and a request to the Chief Examiner for preparing a promotional announcement would be the next step . 6 .
