HomeMy WebLinkAbout01/23/2020 Mason County Civil Service Commission Meeting Minutes January z3 , zozo The special meeting was called to order at 5 : 00 p . m . , in the Mason County Building 1, Commission Chambers, at 411 Na 5th Street, Shelton , WA by Vice - Chairperson Ickes , Attendance : Susan Ickes, Vice - Chair; William Kendrick, Commissioner; and Mark Nault, Commissioner Others : Chief Kevin Hanson , Chief Tami Beyer, Sheryl Hilt, Finance Manager, and Becky Rogers , Chief Examiner Business : 1 . Selection of 2020 Chair & Vice - Chair Commission Member Kendrick nominated Sue Ickes as Chair . Commission Members Kendrick/Nault moved and seconded to elect Sue Ickes as Chair. Motion carried unanimously. Commission Member Ickes nominated Bill Kendrick as Vice - Chair . Commission Members Ickes/Nault moved and seconded to elect Bill Kendrick as Vice- Chair. Motion carried unanimously. 2 . 2020 Meeting Schedule Chair Ickes asked if there were any conflicts with the meeting schedule that was circulated . It was noted that there will be one commission member absent during the regular meetings scheduled for March and April , however, two members would constitute a quorum . 3 . Approval of Minutes : December 19 , 2019 regular meeting minutes . Commission Members Kendrick/Nault moved and seconded to approve the meeting minutes dated December 19, 2019. Motion carried unanimously. 4 . Chief Examiner Update 4 . 1 . Position Tracking — There are 5 vacant and funded FTE positions : 2 - Corrections Deputy; 2 - Deputy Sheriff, and 1 — Record Specialist . Chair Ickes questioned if they had recently hired a record specialist . Chief Beyer noted they are in the process of interviewing for the position . One individual had gone to backgrounding and then withdrew from the process . 4 . 2 . Promotional Announcement Revisions — There was a change in the written test date to March 5, 2020 and a change in the parameters of the announcement to add a Work Performance Rating with the assessment center scores to determine the final eligibility lists . Due to this change, the deadline was extended for 15 days to February 6, 2020 . Mason County Civil Service Commission Meeting Minutes January 23 , 2020 Page 2 4 . 2 . 1 . Patrol Corporal Commission Members Nault/Kendrick moved and seconded to approve the promotional announcement revisions for Patrol Corporal position. Motion carried unanimously. 4 . 2 . 2 . Patrol Sergeant Commission Members Kendrick/Nault moved and seconded to approve the promotional announcement revisions for Patrol Sergeant position. Motion carried unanimously. 4 . 3 . Position Description — Civil Clerk - Revisions were submitted to Human Resources from the Sheriff' s Office with updates to reflect the current duties of the position . Human Resources staff has reviewed the revisions and is presenting to the Civil Service Commission for approval . The Board briefly discussed the revisions with Chief Beyer . Commission Members Kendrick/Nault moved and seconded to approve the position description for the Civil Clerk position . Motion carried unanimously. 5 . Sheriff' s Office Update 5 . 1 . Records Specialist — Still in the process of selecting a person to fill the position . 5 . 2 . Corrections Deputies — Chief Hanson discussed the two vacant positions and the short list of applicants on the eligibility list . One candidate is in background . He requested Civil Service to advertise locally to help recruit more individuals . In addition , the MCSO does send representatives to job fairs to recruit . Discussed the process of how an applicant' s name is placed on the eligibility list . The first step is for an applicant to create an account with Public Safety Testing and test . Upon passing Mason County' s test requirements, the applicant receives an auto- generated post-test communication inviting them to complete a Mason County Civil Service application and submit within two weeks . Mason County is waiting for applications from approximately ten individuals whose scores were forwarded for consideration . 5 . 3 Employment Standards — Chief Hanson asked the Commission to consider revisions to the Employment Standards for Automatic Removal Factors relating to illegal drugs in the last 5 years . Under the current standards usage of steroids would be an automatic removal factor . He gave an example of an individual who was automatically removed due to use of steroids . He recommended to separate out steroids and put it under the potential removal factors . There was discussion regarding the intent and that it is not to allow individuals that use illegal drugs to get high for self-gratification such as heroines, amphetamines, etc . Mason County Civil Service Commission Meeting Minutes January 23 , 2020 Page 3 Chief Beyer interjected that the Personal History Statement ( PHS ) is completed by the applicants . One of the questions the PHS asks is if any drugs have been used within the past six months and prior to the past six months . If, yes, the applicant is to give details including drugs used , recent date and circumstances . Chair Ickes asked if consideration was given as to what would be an acceptable time frame for someone to have used steroids . Reference was given to the PHS and it was discussed that because the applicant is required to list the drugs, dates used and the details surrounding the circumstances, the Chief could review the responses and use discretion under the potential removal factor . There was discussion that the applications would be on a case by case basis on use of steroids and also marijuana . Possibly this would encourage individuals to apply for corrections deputy positions . Commission Members Kendrick/Nault moved and seconded to approve revising the Employment Standards to move marijuana and steroids from Automatic Removal Factors to Potential Removal Factors and at the next meeting approve the language.
