HomeMy WebLinkAbout01/21/2016 Mason County Civil Service Commission Building 1 — Commission Chambers 411 N. 5Ih Street, Shelton, WA 98584 January 21, 2016 5:00 p.m. Call Meeting to Order: 5:00 PM Roll Call: Commissioners Danielle Skeeters-Lindsey, Chair, Brian Kelly, Dean Byrd, Chief Examiner Dawn Twiddy, Chief Civil Jan Shepherd Business: A. Approval of Minutes: Commissioners Byrd/Skeeters-Lindsey moved and seconded approval of the December 17,2015 regular meeting minutes as presented. Motion carried unanimously. Cmmr Kelly abstained. B. Chief Examiner Update— a. Selection of 2016 Chair and Vice-Chair Cmmr. Kelly/Skeeters-Lindsey moved and seconded to approve Cmmr. Byrd as 2016 Chair. Motion carried unanimously. Cmmr. Kelly/Skeeters-Lindsey moved and seconded to approve a Vice Chair. Motion carried unanimously. Cmmr. Skeeters-Lindsey/Byrd moved and seconded to approve Cmmr. Kelly as 2016 Vice Chair. Motion carried unanimously. b. Hearing for Proposed change of Civil Service Rule 8.7 & 8.8 There was a discussion regarding the new language proposed for Civil Service Rule 8.7 and 8.8. There was no public comment. Commissioners Kelly/Skeeters-Lindsey moved and seconded approval to revise Civil Service Rule 8.7 to reflect: applicants for entry or lateral positions in the classified service are required to undergo medical examinations to determine physical and mental fitness to perform work in the position to which appointment is to be made. Ucivil service\agendas&minutes\2016\minutes\minutes january 21,2016.doc Mason County Civil Service Proceedings January 21, 2016—Page 2 Commissioners Kelly/Skeeters-Lindsey moved and seconded approval to revise Civil Service Rule 8.8 to reflect: All employees may be required by the commission or the appointing authority to undergo periodic medical and health examinations to determine fitness to perform the work of the position in which they are employed. Determination of fitness shall be by a health professional. When an employee is determined to be unfit for service, he or she may be removed from service. Any such determination may be appealed to the Civil Service Commission. Motion carried unanimously. c. Public Safety Testing (PST) adopted by vote of all agencies to allow candidates to re-test every three months. The discussion was requested to move forward from the December 17, 2015 meeting. The Commission all agreed to allow candidates to re-test every three months and to evaluate it later in the year to see how it is working and if the work load has increased and/or any changes to the candidate pool. d. A review of the current open positions as follows: 1 FTE—Financial Assistant, 1 FTE—Records Specialist, 1 FTE—Clerk, .5 FTE Community Service Officer, 5 FTE Corrections Deputy (3 female/2 either), 3 Deputies e. Chief Examiner Twiddy discussed the Records Specialist position and explained to the Commission that when the job was originally advertised there was not an opportunity for internal employees to apply for it as a promotional opportunity. After discussing it with the Support Services Director and Chief Deputy Prosecuting Attorney it was suggested that it be discussed with the Commission and reposted internally to see if any candidates are interested in the position. Cmmr. Skeeters-Lindsey/Kelly moved and seconded to approve posting the Records Specialist position internally for Corrections and Support Staff and concurrently internally for all Mason County employees and to notify those on the list of the error and remedy to correct it. Motion carried unanimously. C. Sheriff's Office Update a. There was a discussion about the status of the open positions. b. Chief Osterhout discussed the use of Public Safety Testing to provide sergeant and corporal testing. He believes there will be a couple openings this year and would like to start the process for the eligibility lists. There may be a significant cost to the testing if done by PST, but Ucivil service\agendas&minutes\2016\minutes�minutes january 21,2016.doc Mason County Civil Service Proceedings January 21, 2016—Page 3 the time it takes to run the testing ourselves is significant enough to consider it. There was a discussion of who would pay for the testing. Chief Examiner Twiddy said that it should be paid from the Civil Service budget. The Commissioners requested Chief Examiner Twiddy to contact PST and find out prices and come back with more information in the February meeting. There was a discussion of Chief Examiner duties being performed by Ms. Twiddy on the interim, and if another person could be appointed without doing an open competitive testing process. The Commission asked for more information on how the Chief Examiner is appointed when it is an existing employee and suggested the discussion be on the agenda. Cmmr. Kelly/Skeeters-Lindsey moved and seconded to table discussion of Chief Examiner until the February meeting. Motion carried unanimously.
