Meeting Minutes

The regular meeting was called to order at 5:03-p.m., in Mason County Building s, Commission Chambers,
by Chairperson Byrd.
Attendance: Brian Kelly; B. Dean Byrd; Matthew Davis
Others: Kevin Hanson, Jail Chief; Lieutenant Cindy Kasten; Chief Tami Beyer; Dawn Twiddy, Human
Resources and Becky Rogers, Chief Examiner
Business:
A. Chief Examiners Update
a. Open Government Training--All board members appointed by the Mason County
Commissioners are required, every three years,to go through the training which is available
online through the Washington Attorney General and the Municipal Research and Services
Center (MRSC). An information sheet with links will be provided to the Civil Service
Commissioners. Each commissioner will notify Human Resources, once they have completed
the training.
b. Open Positions— An updated list of vacant and funded positions was provided; however,
these positions have not been reconciled, at this time.
B. Sheriff's Office Update
a. Item tabled from Special Meeting on January 11, 2018-- Approval to create one new
corrections sergeant position and temporarily promote to the position along with temporarily
appointing two other corporal promotions. (Based on Civil Service Rule 4.8 and the Collective
Bargaining Agreement current employees meeting the standards may be temporarily
appointed to these positions while the testing process is taking place.) Commissioners have no
authority over creating new positions. The creation of the new sergeant position will not
increase the full time equivalency(FTE)for the corrections department. There is no motion
necessary. —As requested at the special meeting, Chief Hansen provided a chart and graph of
the change in positions from December 2017 to January 2018, to the Commissioners prior to
the meeting. The Commission concurred there is no motion necessary.
b. Approval for corrections corporal and corrections sergeant testing process and creation of
promotional eligibility lists. The eligibility lists are both expired. There was discussion
concerning the draft promotional announcements for the two positions. Dawn Twiddy stated
that Mason County has used Public Safety Testing (PST) and International Public Management
Association (IPMA) throughout this process, in the past.
Commission Member Byrd/Davis moved and seconded to approve the promotional
announcement for corrections corporal with the modification to use the names of the top six
candidates and to remove the paragraph regarding the work performance requirement.
Motion carried unanimously.
Commission Member Byrd/Davis moved and seconded to approve the promotional
announcement for corrections sergeant with the modification to remove the paragraph

regarding the work performance requirement and using the names of the top six candidates.
Motion carried unanimously.
c. Approval to accept written notice of a voluntary demotion of a corrections corporal to
corrections deputy, effective January 1, 2018.
Commission Member Byrd/Davis moved and seconded to accept the written notice of a
voluntary demotion of a corrections corporal to corrections deputy. Motion carried
unanimously.

e. Approval to hire one provisional records specialist. (This was approved at the January 11,
2018 special meeting, but since it was a special meeting and was not listed on the agenda
another motion needs to be made.)
Commission Members Kelly/Davis moved and seconded to approve hiring one provisional
Records Specialist. Motion carried unanimously.
