HomeMy WebLinkAbout01/16/2014 Mason County Civil Service Commission January 16, 2014 Minutes Call Meeting to Order—Commissioner Lindsey called the meeting to order at 5:05 p.m. Roll Call—Present: Chair Danielle Skeeters-Lindsey, Commissioner Brian Kelly, Chief Examiner LouAnn Davis,Human Resources Director Bill Kenny, Human Resources Manager Dawn Twiddy, Chief Jan Shepherd, Sheriff Casey Salisbury,Det. Sgt. Jason Dracobly Election of New Chair—Commissioner Lindsey requested Commissioner Kelly preside as Chair for 2014. Commissioner Lindsey moved to approve Commissioner Kelly as the 2014 Chair and seconded by Commissioner Kelly. Motion carried with all in favor. Minutes: Commissioner Lindsey/Kelly moved and seconded approval of the December 19, 2013 regular meeting minutes. Motion carried with all in favor. Business: A. Resignation of Civil Service Commissioner Jolene Lott. Commissioner Lott has resigned her position as Commissioner on the Civil Service Board. A news release will be prepared and sent out to announce replacement of her position. B. 2014 Meeting Schedule—The 2014 meeting schedule was presented. C. Sheriff Update—Sheriff Salisbury stated he now had 103 employees and is now eligible to have an additional appointed position per RCW 41.14.070. He requested the Financial Manager position be unclassified. Commissioner Kelly asked what the other unclassified appointed position titles were. Sheriff Salisbury stated currently the unclassified position titles were the Undersheriff Barrett,Chief Criminal Osterhout, Chief Criminal Spurling, Chief Jail Haugen, and Chief Civil Shepherd. HR Director Bill Kenny said it does fall within the RCW to remove the position upon approval of the Civil Service Commission. Commissioner Lindsey/Kelly moved and seconded based upon certification of the Sheriffs Office of an FTE count exceeding 101,consistent with RCW 41.14.070 the Civil Service Commission authorizes the"un-classification"of the position here-to-fore classified under the Civil Service Commission of the position of "Finance Manager". Motion carried with all in favor. Det. Sgt. Dracobly asked if the Civil Service Rules were changed to allow for continuous testing. LouAnn Davis replied and said they were changed to allow for the continuous testing provided by Public Safety Testing(PST). There was a discussion regarding the Lieutenant testing and if it could be done on the same day. LouAnn didn't see a problem with it but would have Dawn check on it with PST. There was a discussion regarding the new Community Service Officer position created in the 2014 budget. It was determined that this position had to be filled with the job duties prescribed in the classification specifications and could not include Code Enforcement Officer duties. There was a discussion about targeted advertising of our open positions. Sheriff Salisbury suggested advertising at Ft. Lewis. There was a discussion about creating a list for in house promotion of the Financial Assistant and Clerk positions that may come open in the next 6-12 months. Chief Shepherd requested permission to post for both the Financial Assistant and Clerk positions. Commissioner Lindsey/Kelly moved and seconded to approve establishing a list of in house promotion candidates for both the Financial Assistant and Clerk positions. Motion carried with all in favor. D. Appoint Interim Chief Examiner-Commissioner Lindsey/Kelly moved and seconded the approval to appoint HR Manager Dawn Twiddy as the interim Chief Civil Examiner.Motion carried with all in favor. E. Chief Examiner Update—Dawn stated she had received 11 applications for entry level deputy and 2 for corrections. The lists should be updated and sent to the Sheriff s Office by the end of the following week. F. Other—PST testing of both Patrol &Corrections- Sheriff Salisbury asked if two agencies could combine testing for cost efficiencies. LouAnn said that there was not a rule to prohibit it but,to keep in mind that if there are more than eight people testing it would mandate the testing to move to two days. Bill Kenny commended LouAnn Davis for her years of service, dedication and level of expertise to the Civil Service Commission.
