HomeMy WebLinkAbout01/11/2018 Mason County Civil Service Commission Meeting Minutes January 3.3., 20a.8 The special meeting was called to order at 5:o1 p.m., in Mason County Building 1, Commission Chambers, by Chairperson Kelly. Attendance: Brian Kelly; B. Dean Byrd; Matthew Davis Others: Kevin Hanson,Jail Chief;Theresia Ehrich,Admin Chief; Meghan Andrews; Jayson Zaniewski, Travis Adams; Dawn Twiddy;Tami Beyer; and Becky Rogers, Chief Examiner Business: A. Welcome new Civil Service Commissioner Matthew Davis Matthew Davis shared his background briefly with the Board. B. Selection of 2o18 Chair&Vice-Chair Commission Member Kelly nominated Dean Byrd to serve as Chair. Commission Members Kelly/Byrd moved and seconded to appoint Dean Byrd as Chairfor 2018. Motion carried unanimously. Commission Member Byrd nominated Brian Kelly as Vice-Chair. Commission Members Kelly/Byrd moved and seconded to appoint Brian Kelly as Vice-Chairfor 2o18. Motion carried unanimously. C. Approval of Minutes: Commission Members Kelly/Davis moved and seconded to approve the regular meeting minutes from November 16,2017. Motion carried unanimously. D. Chief Examiner Update a. Vacant Position Update—The Chief Examiner circulated the Vacant Position update with 3.5 positions that are funded and vacant. b. Veterans Scoring Criteria Form Updated - Chief Examiner Becky Rogers submitted an updated form which was recommended at the annual Civil Service Conference. Commission Members Kelly/Davis moved and seconded to approve the form as submitted. Motion carried unanimously. E. Sheriff's Office Update a. Promotional Eligibility List- Patrol i. Patrol Lieutenant Eligibility List-- Chief Beyer requested approval of a one year extension of the eligibility list(with z names)that expires on 1/13/2o18. The list would be extended to 1/13/203.9. Dawn Twiddy referenced the Civil Service Rules(7.2)that addressed each list shall remain in effect until it has fewer than 3 names on it or one year unless extended by the Commission or stated otherwise in the rules. A new eligibility list may be established. Commission Members Kelly/Davis moved and seconded to extend the patrol lieutenant eligibility list for one year, as requested. Motion carried unanimously. Patrol Corporal Eligibility List—Chief Beyer requested approval of a one year extension of the patrol corporal eligibility list(with 4 names)that expires on 8/14/203.8. The list would be extended to 8/14/2019. Dawn Twiddy noted there is no problem with extending the list; however, only the top 3 names would be certified. Commission Members Kelly/Davis moved and seconded to extend the patrol corporal eligibility list for one year. Motion carried unanimously. b. Extra Help—Chief Beyer, requested approval to hire one extra help for 2018. Theresia Ehrich assured the Commission that both individuals are qualified and will do whatever is needed. They will be working without benefits,which is a savings forthe Sheriff's budget as well. Cmmr. Kelly asked if the provisional hire applicant, is qualified to perform the work. Chief Ehrich responded,yes,that the individual was a conditional applicant and was going to work prior to the budget cut. Cmmr. Kelly asked what the current status of the individual requesting to fill an extra help position. Chief Beyer stated the individual would fill a new extra help position. She helped out in 2017 and is currently volunteering in the Sheriff's office. Chief Ehrich added she is very qualified. Commission Members Kelly/Davis moved and seconded to approve hiring one extra help for 2o18. Motion carried unanimously. c. Evidence Technician—Chief Beyer reported that the Sheriff has announced the elimination of the Animal Control Officer(ACO) in that position. The ACO has volunteered to transfer to the Evidence Technician position. They would like to retain the Animal Control Officer position on the Civil Service Classification list. Chief Ehrich stated that the individual is qualified for that position. The Board determined no action is necessary. d. Records Specialist- Chief Beyer requested the status of the Records Specialist announcement for testing. Meghan Andrews reported that samples of the test have been obtained. The position will be posted and advertised immediately. Once the number of applicants is determined,tests can be ordered. Chief Beyer asked for approval to hire one provisional employee in the Records Specialist position. This would be in the interim pending the establishment of a Records Specialist eligibility list. Commission Members Kelly/Davis moved and seconded to approve hiring a provisional employee as Records Specialist. Motion carried unanimously. e. Theresia Ehrich submitted different figures than what was presented by the Chief Examiners report on the vacant positions. She stated that as of last month the vacant positions they have are: 1 records specialist and 3 corrections deputy positions. The Chief Examiner will research to determine the difference and report back. Mason County Civil Service Commission Meeting Minutes January 11,2018 Page 3 f. Promotional Eligibility Lists—Jail—Chief Hanson stated that effective January 1, 2o18 they transitioned from 8 hr shifts to 12 hr shifts in the jail, per the collective bargaining agreement (CBA). He requested approval of promotional eligibility lists for Corrections Corporal and Corrections Sergeant. They have moved a correction officer to a temporary supervisory position as corporal and moved a corrections corporal to a temporary promotion as corrections sergeant position. He clarified that they need four sergeants and four corporals to run four shifts. In 2017 they were allocated four corporals and three sergeants to run three shifts. Cmmr. Kelly asked that Chief Hanson submit this request by memo, forthe next regular meeting. Cmmr. Byrd asked that Chief Hanson outline in writing what they have done so it can be determined what the Civil Service mechanism is for allowing this to happen. This item was tabled. F.
