Meeting Minutes

The special meeting was called to order at 5 : oo p . m ., in the Mason County Building 1, Commission
Chambers, at 411 N . 5th Street, Shelton , WA by Chairperson Kelly .
Attendance : Brian Kelly, Chair and Matthew Davis, Commissioner . Vacant Position .
Others : Chief Kevin Hanson ; Chief Tami Beyer and Becky Rogers, Secretary/Chief Examiner
Business :
A. Selection of 2019 Chair & Vice - Chair was tabled until the next meeting .
B . 2019 Meeting Schedule — The meeting schedule was circulated listing the third Thursday
of each month at 5 pm at the Commission Chambers .
C . Approval of Minutes : November 15 , 2018 regular meeting minutes - This was tabled until
the next meeting as Cmmr. Kelly was not present at the November meeting .
D . Chief Examiner Update
a . Position Control — The position control as of 12/31/2018 was circulated reflecting
seven vacant positions (4 - Corrections Deputy; 2 - Deputy Sheriff, 1 — Community
Service Officer) . The Board was provided a copy of the approved 2019 Sheriff' s Office
budget listing 95 FTE positions . This includes the new Clerk position .
b . Approval of position description formatting and other changes :
1 . Community Service Officer — This is being tabled until next meeting to provide
an original document for signature with the approval date listed .
2 . Deputy Sheriff — This is being tabled until next meeting to provide an original
document for signature with the approval date listed .
c . Approval of Posting and Establishment of an Eligibility List for the new Clerk position .
The Secretary provided Job Posting 19 - 01 for the new Clerk' s position ; the opening
and closing dates (January 4 — 25 , 2019 ) with the 70 % written test requirement .
Cmmr. Davis/Kelly moved and seconded to approve posting the establishment of
an eligibility list for the new Clerk position within the Sheriff's office. Motion
carried unanimously.
E . Sheriff' s Office Update
a . Provisional Employee Clerk Position — Chief Beyer requested approval to hire Barbara
Hubbard as Clerk, for up to four (4) months, per CSR 8 . 13 , in anticipation of hiring a
new Clerk. The Job Posting for establishing an eligibility list will close January 25 , 2019
and a Written Test and Oral Boards will need to be completed , prior to filling the new
Clerk position .

Cmmr. Davis/Kelly moved and seconded to approve hiring Barbara Hubbard as
provisional extra help Clerk for up to four months. Motion carried unanimously.
b . Corrections Lieutenant — Chief Hanson requested the Commission approve the
position description revisions as submitted by the Sheriff' s Office and circulated in the
meeting packet for the Corrections Lieutenant position . The minimum qualifications
would be relaxed from three years supervisory experience to two years supervisory
experience to allow for a broader pool of applicants . The applicant must be able to
articulate their two years supervisory experience and how it relates to the duties
associated with the Lieutenant position . There were some duties added in the
description to reflect the position .
The Commission and Chief discussed how " supervisory experience " would be defined
and that it must be articulated to the Civil Service Commission in a letter of intent
when the position is posted .
Chief Hanson gave a brief history of the Corrections Lt . position in the last six months
how it was created and the Salary Range was set at 35 . The 2019 budget does not
match up with the Salary Range 35 salary.
Chief Hanson discussed the salary for the Corrections Lieutenant position and that the
Sheriff' s Office wants to address this matter with the Mason County Commissioners
salary to make it more attractive to employees within the Mason County Corrections
Division .
Following the salary issue being address, they intend to come back before the Civil
Service to request a Promotional Announcement for Corrections Lieutenant eligibility
list .
Cmmr. Kelly questioned if they could ensure that the supervisory experience necessary
could be more defined moving forward in the future as to how to articulate the two
years supervisory experience . The current language is nebulous .
Chief Hanson replied yes he would like to define the supervisory experience in the
future .

Chair Kelly asked for further discussion on the request to approve the Corrections Lt .
position description revisions . There was no further discussion .
Chair called for the motion .
Cmmr. Davis/Kelly moved and seconded to approve the revised Corrections
Lieutenant Position Description. Motion carried unanimously.
Future Vacant Positions — Chief Hanson wanted to notify the board that there is a
likelihood that the promotion to fill the Lt position will result in a vacancy for a
Corrections Sergeant position or Corrections Corporal position . That would then
create a domino effect. There would then be a need for another promotional eligibility
list for Corrections Sergeant or Corrections Corporal . This would be an Assessment
Center and could be $ 7, 000 for each . They are hoping they have enough applicants to
go through an Assessment Center to warrant the fee .
Civil Service Budget
Cmmr. Kelly requested a quarterly or bi - annual Civil Service budget .
Civil Service Commission Vacancy — There have been two applications turned in to the
Mason County Commissioners for the Civil Service Commission position for the term
that ended on 12/31/2018 . Dean Byrd previously served in the position until the term
ended and he is waiting for the Mason County Commissioners to make an
appointment. Typically interviews are held by the County Commissioners, if there are
multiple applicants, and then a selection is made for an appointment. (Interviews are
scheduled for January 14, 2019) .
Background Process / Interview
Chief Hanson gave a run down on those in backgrounding and the interview process .
