HomeMy WebLinkAbout2020/07/20 - Briefing BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Mason County Commission Chambers,411 North 5th Street,Shelton,WA Week of July 20,2020 Monday,July 20,2020 9:00 A.M. Prosecuting Attorney—Michael Dorcy/Tim Whitehead Commissioners Trask,Neatherlin and Shutty were in attendance via Zoom. • Discussion of OPMA requirements in order to meet in executive session. There are restrictions on in-person attendance and meeting remotely is allowed. 9:15 A.M. Support Services—Frank Pinter Commissioners Trask,Neatherlin and Shutty were in attendance via Zoom. • Diane proposed a revision to the Commissioner's meeting schedule to hold regular meetings (Tuesday)twice a month and briefings(Monday)twice a month. Additional meetings may be held if necessary. This is due to OPMA restrictions due to COVID and having adequate staff coverage. • Diane requested coverage for the Clerk of Board position by paying out of class pay to Jeri Giraldes and using extra help as necessary was approved. • Jennifer Beierle reviewed the June financial statements which reflect revenues collected through April. • Jennifer proposed a change to the method in which I.T.is budgeted for 2021—the computer charge will be based on budgeted FTE's and the phone charge will be based on the number of phone extensions. Current Expense departments will be paid from Non-Departmental. • Ross presented the RFP response for MCRA Irrigation System Replacement from Robert Droll and acceptance will be placed on the agenda. • CARES Act Funding&EDC Contract.Frank requested the contract with EDC for$300K be placed on the July 28 agenda and the Commissioners provide their priorities for the CARES Act Funding. The Board agreed to move forward the EDC contract and would like more detail from PUD 3 on how they would spend their request. The Commissioners ask Frank to see if funding can be used for paying utility bills. • Question if the Commissioners are ready to restart Mason County Jail Study(KMB). Cmmr. Shutty suggested we wait until after Labor Day and asked for a to-date recap. • Pandemic Exposure Control,Mitigation and Recovery Plan will be placed on hold since the Safe Start requirements continue to change. • Request from Port of Grapeview for letter of support for grant application was canceled by the Port. • Discussion of the Redistricting Deadlines due to the census. Need staff assistance from GIS and the Auditor's office at a cost of about$100,000. • Cmmr. Shutty brought up that the Union boat ramp needs improvements. Staff will bring back options. 9:50 A.M. Therapeutic Courts—Renee Cullop Commissioners Trask,Neatherlin and Shutty were in attendance via Zoom. • Request to approve the amendment to the Criminal Justice Treatment Act Plan. There is$42,750 in additional funding and the CJTA Panel has approved the amendment which expands services. Also presented I the annual contract for CJTA. These are approved to place on the agenda. 10:00 A.M. Community Services—Dave Windom Commissioners Trask,Neatherlin and Shutty were in attendance via Zoom. • There are two applicants to the Housing and Behavioral Health Advisory Board and interviews will be scheduled. • Emergency solutions grant COVID-19$165,874 to support additional homeless assistance. Request is to enter into a contract with Department of Commerce and subcontract with Crossroads Housing and Shelton Family Center. Cmmr.Neatherlin expressed concern with the lack of service to north Mason. Todd noted that a request for proposals was issued and these are the only two responses. • Board of Health meeting via Zoom will be held. Board of Mason County Commissioners'Briefing Meeting Minutes July 20,2020 • Burn restrictions are in place to outdoor burning. Cmmr. Shutty brought up the burn permit process. • Exploring contracting additional staffing through the Department of Health to deal with COVID- 19. • Staffing adjustment plan—request to fill two Permit Tech positions. One is an additional position and one is to fill an existing permit tech that will be vacated and requested to fill an administrative clerk position. The Commissioners support the request and the complete staffing adjustment plan will be brought forward at the August 3 briefing. 10:30 A.M. BREAK 10:35 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Trask,Neatherlin and Shutty were in attendance via Zoom. • Request to set a hearing for Road Vacation No.405 for a portion of Sharpe Street in Union. The request is from Union City Partners,LLC. Cmmr.Neatherlin asked if this is vacated by law and staff needs to check on that. Cmmr.Neatherlin only supports moving forward if this has been vacated by law. Cmmr. Shutty noted that if the road vacation process is going to be changed,it is important this be communicated with the public. • Request to set a hearing for Road Vacation No.406 for a portion of Fir Street in Union. The request is from Neil and Julie Jones. If this is vacated by operation of law,the hearing will be set. • Request to place a county road project(CRP)for an Agate Road paving project on the July 28 agenda was approved. • At the request of Cmmr. Shutty,staff provided updates on the Deegan Road and Shelton Valley culvert projects. Deegan Road went great and Shelton Valley project is in process this week. Portable speed signs will be in place at Island Lake. Contract with DOT will be moving forward to place speed sign in Hoodsport. • Cmmr.Neatherlin asked that the speed limit be reduced leaving Belfair to the roundabout. Freight Corridor project update—next step is to develop a design for Log Yard Road. • Staff will provide information on TIGER grant process. • Cmmr.Trask brought up the status of an agreement with Green Diamond for access in Skokomish Valley during flood events. There was discussion of various options. Commissioner Discussion • Cmmr.Trask noted there is an opening on the PAC Mountain Workforce.
