9:00 A.M. Support Services—Frank Pinter
Commissioners Trask,Shutty and Neatherlin were in attendance via Zoom.
• 2020 Oath of Credit Card Inventory pursuant to RCW 43.09.2855 and Mason County Resolution
10-18 will be placed on the agenda for approval.
• Seattle Shellfish amendment reduces the rent and Seattle Shellfish will pay the leasehold excise
tax(LET). The County will receive the same amount through rent&LET as it would have
received in the original contract.
• Counter offer to purchase County property--410 Hillcrest, Shelton was submitted at$8,000 and
will be moved forward.
• Request to fill Clerk of the Board position was approved.
• Pandemic Exposure Control,Mitigation and Recovery Plan was reviewed. Cmmr.Trask would
prefer to hold off until we have solid information from the State. Frank will send the policy to
legal for review.
• Working with EDC Jennifer for proposal how to deal with funds for grants to businesses. After
discussing with Leo in Auditor's Office,it is recommended the county grant a sum to EDC and let
EDC,based on criteria established by County,disburse the money. Frank will bring forward a
draft policy.
• Restrictions,based on the Governor's Proclamation,to the Open Public Meetings Act were
reviewed. The Commissioners agreed to continue using remote access and restrict in-person
access.
• Cn=.Shutty will not be attending the briefing or meeting next week.
• Cmmr.Trask brought up appointing Peter Jones and Dennis Neal to the Criminal Justice
Treatment Panel. The appointments will be placed on tomorrow's agenda.

10:00 A.M. Community Services—Dave Windom
Commissioners Trask, Shutty and Neatherlin were in attendance via Zoom.
• Coordinated Entry proposal to centralize coordinated entry into Crossroads Housing.
• Amendment to the Consolidated Homeless Grant for HEN funding will be moved forward.
• Request to fill a vacant position for Building Inspector/Plans Examiner/Code Enforcement
position was approved to move forward.
• Approval of contract amendment for Access to Baby and Child Dental(ABCD)Dental Services
extending current contract for two more years to June 30,2022.
• Approval of contract amendment and extension for Family Education Support Services(FESS).
• Dave provided an update on the status of COVID in Mason County.
• Dave will bring forward a reorganization plan for Community Development.

10:35 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Trask, Shutty and Neatherlin were in attendance via Zoom.
• Request for Private Line Occupancy Permit to install a new underground waterline and power on
North Shore Road.
• WSAC agreement for grant to continue culvert inventory within county right-of-way and execute
agreements with Mason Conservation District and Hood Canal Salmon Enhancement Group to
complete the scope of work.
• Review of Solid Waste hours of operation and booth attendant schedule changes to meet social
distance requirements. Changing the schedule to 10-hour shifts will eliminate 10 hours of

scheduled overtime and 12 hours of scheduled extra help time weekly. The estimated annual
savings is$19,800.
• Hoodsport speed display signs have a cost of $34,000 from WSDOT,an option is to install
portable signs.

Commissioners Trask and Shutty met in Executive Session via Zoom with Tim Whitehead,Mike
Dorcy,Nichole Wilston,Kell Rowen and Risk Pool staff Lynda Bishop and Ken Harper from 9:45
a.m.to 10:30 a.m.
