Support Services—Frank Pinter Commissioners Trask, Shutty and Neatherlin were in attendance. • Kelly Frazier asked to extend the daytime area cleaner past June.The remaining six months of the year will cost up to$50,000.Kelly said he believed the funds could be reimbursed from the CARES act.The Board approved moving forward. • Frank announced that two property offers came in.One for parcel 32030-51-07010 for$35,000 and 32021-59-03008.Information was missing from Richard Beckman on both parcels,so Cmmr.Neatherlin asked that both parcels be briefed again next week. • Frank went over items that can be purchased under the CARES Act.Cramr.Shutty questioned where the money for current projects should come from and when reimbursement is expected. Frank said Capital Improvements can come from REET,and Departmental can be paid from individual budgets.Once funds do come back,REET and departments will be reimbursed. • Budget Guidelines—Frank prefaced that the State is expecting a$7 Billion revenue loss over the next two years.Jennifer Beierle presented the draft guidelines document that will go to all departments. She recommended departments request a status quo budget which can be adjusted before the final budget is adopted.Cmmrs.Neatherlin and Shutty said they would like to see a flat line budget that can be changed to status quo at a later time.Jennifer talked through both request types and voiced her preference for submission of a status quo budget.The Board decided to move forward with a flat line budget request.Cmmr.Trask asked that Jennifer provide a zoom option for budget trainings. • The Board agreed to extend the Declaration of Disaster for an additional 90 days. • Grant application with the Historic Conservation Rehabilitation program for the Courthouse to use for window repair will be brought forward for approval. • Request to move forward with six pursuit vehicles from Enterprise for 2021 was approved.This is in place of seven pursuit and three white vehicles. Cmmr. Shutty requested current list of vehicles from Enterprise for 2021;the white vehicles that were going to be replaced are with Parks. 10:25 A.M. BREAK 10:30 A.M. Superior Court—Judge Goodell Commissioners Trask, Shutty and Neatherlin were in attendance. • Judge Goodell requested,via telephone,reimbursement for COVID 19 expenditures for Superior Court and provided an update on how the courts are operating. Jury trials have been suspended until July 6 after which time they will resume and must meet CDC distancing guidelines. They have a plan to meet the requirements by using the main courtroom and courtroom 204 and installing JAVS recording system into courtroom 204. • To address trial backlog, Superior Court is requesting Building 10 be remodeled to accommodate juries for both Superior and District Courts. Cmmr. Shutty would like to discuss with Facilities to understand how quickly the remodel can happen;Cmmr.Neatherlin wants to make sure using Building 10 this way won't interfere with the Safe Start phasing. Dave Windom stated this has been discussed at the EOC meetings and this remodel should not interfere with the Safe Start phasing. Judge Goodell and Judge Steele have discussed how to share the court facilities. 10:55 A.M. Juvenile Court Services—Jim Madsen Commissioners Trask, Shutty and Neatherlin were in attendance. • Request for Functional Family Therapy(FFT)contract was approved to move forward with Creative Solutions Counseling. 11:00 A.M. Community Services—Dave Windom Commissioners Trask,Shutty and Neatherlin were in attendance. Board of Mason County Commissioners Briefing Meeting Minutes June 15,2020 • Alex Paysee provided a Water Quality update that included the Hood Canal Regional PIC program;South Sound and North Bay project scope of work has changed and the request is to hire a temporary FTE with an end date of June 30,2021 unless there is additional funding. This is grant funded. • Request to approve a professional services contract with Olympic Health and Recovery Services (OHRS)approved to move forward. • Request to purchase Julota case management and data collection software platform for the Law Enforcement Assisted Diversion(LEAD)program approved to move forward. • News release for Housing and Behavioral Health Advisory Board will be issued. • Dave reported there is a vacancy on the Planning Advisory Commission. The Board is good with appointing Darren Holland. • Dave presented the request to move to Phase 3 which needs approval by DOH and the County will not officially move into Phase 3 for at least 48 hours after approval. Board of Health and Commissioners will consider the request on Tuesday,June 16. The request includes an exception for pools/spas and sporting facilities/ball fields. Cmmr.Neatherlin would like the exception to apply to only county-owned ball fields. Dave will bring these industries separately.The Commissioners will defer to Health Officer Dr. Stein's recommendation for the start date. Discussion of how county offices will reopen;masks are highly recommended to attend Commission meetings;Dave will draft a news release this week. • Weekly building permit report was provided. 10:35 A.M. Public Works—Loretta Swanson Utilities&Waste Management • Request to replace Lift Station No. 1 pump replacement for Belfair Water Reclamation Facility was approved. • Request to replace Rustlewood Lift Station 3 pump was approved. • Request to repair an anox pump at the Belfair Facility was approved. • Request to approve the elimination of the Operation&Maintenance/ER&R Administrator position and creation of a Personnel and Risk Analyst position. Cmmr.Shutty asked the benefit to taxpayers going in this direction versus other options;why is this position priority over other positions. Loretta responded she wants one position that covers these duties across all divisions in her department to provide a unified and consistent response.This nets a reduction in costs. Position was approved. • Presented solid waste flow control letter to Waste Connections that will be placed on agenda for approval. Commissioner Discussion • Declaration for Shellfish lawsuit will be placed on agenda. • Cmmr.Neatherlin suggested the County not approve offers on surplus property until they have been on the market for 30 days.
