9:00 A.M. Support Services—Frank Pinter
Commissioners Trask,Shutty and Neatherlin were in attendance via Zoom.
• Sand Hill Park is allowing playing on the fields with major protections such as bringing in
sanitization stations,bathroom facilities,and specific number of people allowed on the field.
Bleachers will be closed off and parents will be asked to wait in their vehicles.Discussion was had
regarding safety and how to use a plan similar to this for MCRA parks.
• Revenue forecast-current projections show a loss around$5 million.Expenditures are at
benchmark,but a$2 million reduction in revenues is expected by the end of the year. Sales tax is
above what was projected in shortfalls due to online sales going up.
• Reclassification requests-Frank said the Facilities Manager will now have more items added to
his job since the reorganization of ER&R,and requested the position be moved from range 29 to
range 38.Juvenile Court Administrator is also taking on more responsibility and the request is to
move from a Range 37 step 5 to Range 40 step 3.Both were approved.Frank then addressed the
Appraiser Analyst position which was also approved.
• Property offers-Frank announced E.Hillcrest received an additional offer for$5,000.Cmmr.
Neatherlin announced he would like to ask for highest and best since they are competing offers.
The property located on Lake Blvd.also has an offer for$35,000 which was approved.
• CARES Act—Frank noted that he sent out a list of Grant Applications to the Board via email.He
requested to remove Neo Gov and Executime because the programs would not be implemented
before the end of October.Discussion was had on possible methods to distribute this assistance.It
was suggested to post an application which will be looked over by the Board.Cmmr. Shutty said
he would like to sit down to discuss how the applications would be vetted.On the draft form,
Cmmr.Trask asked to remove the requirement of full-time employees because businesses,
especially new ones,need assistance based on number of actual employees,not just full time.
Cmmr.Neatherlin asked that this be advertised county wide once ready.
• Financial Policy Updates-Jennifer Beierle said the policy was sent out county wide to obtain
input. She read through the proposed changes.Paid Administrative leave was discussed due to
questions received by the Undersheriff.Jennifer noted there is no plan to update this within the
financial policy.UndersheriffAdams voiced concern over a lack of employee privacy.Paddy
McGuire noted financial services needs to know if someone is on leave because it changes the
requirements of what is paid on behalf of each employee.Cmmr.Shutty asked to have this item
back on next week's briefing in order to speak with Undersheriff Adams more.
• PUD Privilege Tax distribution-Mason County Will receive$734,000.It was asked to move this
to the July 7 action agenda.
10:00 A.M. WSU Extension Office/Noxious Weed Control—Patricia Grover
Commissioners Trask,Shutty and Neatherlin were in attendance via Zoom.
• Lisa DeWall asked for an increase of pay for two employees. She noted that both positions are
taking on extra duties and the funds are available in the 2020 budget.The increases were
approved.
10:15 A.M. District Court—Judge Steele
Commissioners Trask,Shutty and Neatherlin were in attendance via Zoom.
• Judge Steele said Jury Trials are on schedule to begin July 61.He said they are going to do smaller
jury selection with groups of seven to maintain social distancing.Further discussion was had on
how he plans to hold hearings and protect the staff.He noted the three cameras ordered in
February have not yet been received.He purchased two for the court to use at this time until the
professional models can be installed.Frank spoke to Building 10 and said they are waiting on the
City for occupancy approval.
• Patsy Robinson talked about additional expenses District Court has due to COVID-19 in the total
amount of about$73K. Their office will also need some partitions to achieve distancing for staff.

Commissioners Trask,Shutty and Neatherlin were in attendance via Zoom.
• Request to fill a vacating position with a Building Inspector/Plans Examiner/Code Enforcement
position,depending on the most need. Staff was asked to check with Human Resources. Cmmr.
Shutty noted that we are in a hiring freeze and how does that affect these types of requests.
• Request to set a public hearing on July 28 to consider a rezone of a 1.52 acre parcel from
Residential to Mixed Use with the Belfair UGA. This is a split-zoned lot and Cmmr.Neatherlin
thought that took only a map correction. Hearing will be set.
• Request to place Amendment#5 to the CHOICE Regional Health Network Contract to the agenda.
• Temporary extra help hire for Substance Use Mobile Outreach is on hold because there is
currently a volunteer.
• Request to proceed with advertising to fill the vacated Health Officer position was approved.
• News release to fill vacancy on the Onsite Sewage Advisory Committee will be released.
• Public Health notice of available funding from the CARES Act—Emergency Solutions grant and
New Shelter Program.
• Coordinated Entry proposal to centralize coordinated entry services into Crossroads Housing to
enhance service throughout Mason County,including Hoodsport and Matlock. This would amend
the contract with Crossroads and discontinue contract with North Mason Resources and services
would not be reduced in the north Mason area. Cmmr.Neatherlin would like to table for further
discussion with staff.
• Community Foundation of South Puget Sound contract for$50,000 allocated but it is unclear
where the funding is coming from.United Way of Mason County is the coordinator and Dave will
find out if any of the funding has been spent.The source will dictate how the funding is used.
Cmmr. Shutty thought it was originally sourced from the 2163 Fund and it was modeled after
Thurston County. He asked if this would be CARES Act eligible which could be more flexible
than 2163 requirements.
• Cmmr. Shutty stated the Building Code Council extended the implementation of the 2018
Building and Electrical Code to February 2021 to allow jurisdictions to be ready for
implementation.
11:00 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Trask,Shutty and Neatherlin were in attendance via Zoom.
• Request to approve the Local Agency Federal Aid Project Prospectuses for CRP 2028,E.Agate
Road resurfacing project will be placed on agenda.
• Request to select consultant for preliminary engineering work for Log Yazd Road extension and
SR 3 Freight Corridor approved to move forward.
• Request to appoint Mike Ringgenberg to the TIP-CAP to represent MTA.
• Staff provided updates on culvert projects on Deegan Road and Shelton Valley Road.
