9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Trask,Shutty and Neatherlin met in Closed Session with Frank Pinter for a labor
discussion.
9:25 A.M. Support Services—Frank Pinter(via teleconference)
Commissioners Trask,Shutty and Neatherlin were in attendance.
• Adoption of Oath of Inventory will be placed on the May 19 meeting agenda.
• RFP for Courthouse Weapons Screening will be placed on the May 19 meeting agenda.
• Food Lending Library is a community project for Dawn's college program and will be placed in
front of the HR Building.
• Reopen Mason County Parks and Boat Launches—the Board agreed to have the boat launches and
parks open although no group events such as baseball are allowed. The toy equipment and
restrooms will be closed and signs will be posted requiring social distancing. This will happen
tomorrow,May 5.
• The Board agreed to issue an RFP for MCRA Irrigation.
• Agreed to issue a Request for Proposals(RFP)for contracted services of$20,000 to conduct
outreach and education and provide participant technical assistance for the grant funding
"Building Connections—Strengthening Businesses in Mason County"project-Frank
• Grant Writer RFQ will be placed on the May 5 agenda.
• Letter regarding 2020 budget concerns was approved for circulation.
• Major Disaster Leave-Sharing Board—the Board agreed to establish the Board as the Chair of the
Commission,Budget Manager and Chief Deputy Prosecuting Attorney.
• The Board agreed to proposed prices for Tax Title property and this will be placed on the agenda.
• Discussion of the Cares Act$3.8M funding for Mason County Opportunities. Cmmr. Shutty
suggested staff look at the program that Pierce County has established to see if Mason County
could model a similar program.
• Jen requested the 2nd quarter budget hearing occur as scheduled for a variety of budget
adjustments.
• Change pandemic policy to state all county employees are considered essential employees.
• The Board agreed to schedule an elected official/director Zoom meeting at May 11 briefing to
discuss the various operating hours and services being provided.
10:00 A.M. Community Services—Dave Windom
Commissioners Trask,Shutty and Neatherlin were in attendance.
• Approval of Community Lifeline proposal to extend shelter operations will be placed on the May
5 agenda.
• Approval to extend the existing contracts with Consejo and NW Resources Treatment Sale Tax
(TST)contracts and will be placed May 19 agenda.
• Abe reported that Mason County has received a grant award for LEAP—Law Enforcement
Assistance Program and are waiting for the contract.
• Local Records Grant has been submitted to the State Department of Archives for file room
organization. Awards will be announced on July 1.
• Kell shared what the Permit Assistance Center,Building and Planning have accomplished during
the COVID-19 closure. They are prepared to schedule in-take appointments starting May 5. Kell
will bring forward a resolution allowing the extension of permits.
• The Consolidated Contract Amendment 14 will be placed on the May 19 agenda.
• Approval to continue to pay Kell Rowan and Alex Paysse out of class due to the absence of the
Director.
• Request to change the Program Assistant to Program Coordinator was approved to move forward.
• Application to the WA State Department of Health to move Mason County from Phase I Recovery
to Phase II. Discussion of what determines that the County can safely move to the next phase.
Dave Windom believes Mason County meets the criteria to move forward. Resolutions from the
Commissioners,Board of Health and hospital districts will be needed. Cmmr. Shutty would like

clarification on OPMA restrictions. The Board would like to expedite the process and agreed to
hold a special meeting,if necessary. Discussion of how to limit out-of-county visitors using
Mason County services.
• Kell noted there is an Ordinance on the May 5 agenda confirming changes to Title 17 that have
been made but weren't codified. Cmmr.Neatherlin brought up lot sizes and Cmmr. Shutty
brought up the boundary line adjustment process and asked staff to look into these issues.
10:30 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Trask, Shutty and Neatherlin were in attendance.
• The Board approved the lead pay for Jessica Koehn and Dawnell Arndt until a Public Works
Finance Manager is hired.
• Approval of Amendment 2 with Kennedy-Jenks Consultants,Inc.for the Belfair Sewer Extension
Phase 2 project. A budget amendment may be necessary.
• Purchase of a John Deere excavator for Utilities at$235,000.
• Wastewater Operator resigned and at this time they are not requesting to fill the position.
• Belfair Lift Station Pump 2 has been fixed and is running and now another pump has failed.
• Have been reviewing staff schedule changes to solid waste to accommodate the changes in
services. Staff will work with Human Resources and the labor union.
• Flow control—staff has met with Mason County Garbage.
• Staff is monitoring the Public Works and Utilities budgets.
• Approved staff travel to Spokane to pick up a piece of equipment.
• Will bring forward a briefing item regarding the hiring of flaggers. Cmmr.Neatherlin reminded
Loretta of bringing forward staff reorganization information.
11:00 A.M. Auditor—Patty McGuire
Commissioners Trask, Shutty and Neatherlin were in attendance.
• Grant award from CARES Act for elections$169K,paid in advance and has to be spent by
December 31,2020. Auditor McGuire would like to purchase a ballot sorter and remodel the
ballot processing area to relocate the elections staff. The Board agreed to place on the May 5
agenda,permission to purchase a$65K ballot sorter by piggy backing on Island County's RFQ.
Mason County has an ILA with Island County.
• Grant award for general election improvements will be coming forward and Auditor McGuire
believes we have three years to spend the funding and it is not connected to COVID. This is for
election improvements and cyber security.
Commissioner Discussion
The Board agreed that the seasonal parks staff hired prior to COVID can be utilized between Parks
and Facilities as needed.
Staff reported the County is receiving three new vehicles from Enterprise.
