9:00 A.M. Executive Session—RCW 42.30.110(1)(i)—Potential Litigation
Commissioners Trask, Shutty and Neatherlin met in Executive Session from 9:00 a.m.to 9:55 a.m.
for potential litigation. Chief Deputy Prosecuting Attorney Tim Whitehead,Risk Pool staff and
Nichole Wilston were in attendance.
10:00 A.M. Home Rule Citizen Committee
Commissioners Trask, Shutty and Neatherlin were in attendance. Pete Butkus,Tom Davis and
Karen Herr represented the citizen committee.
• Pete Butkus presented history of Mason County and invited the Commissioners to a League of
Women Voters Forum on March 17 where information on home rule charter forms of county
government will be provided.
10:20 A.M. Support Services—Frank Pinter
Commissioners Trask, Shutty and Neatherlin were in attendance.
• Interlocal Agreement with City of Shelton relating to annexation of lands within the Shelton UGA
will be reviewed by Community Development and brought back for briefing.
• Rescind Professional Services Agreement with Phillips Burgess Government Relations and ILA
for Lobbying Services with City of Shelton will be placed on the agenda.
• The Commissioners agreed to extend the janitorial contract to include daily cleaning of all county
buildings except for the jail at$1,000 a day for up to 10 weeks to address the COVIDI9 virus.
• A draft telecommute policy has been circulated to all departments for comment and will be
brought back next Monday for comment.
10:35 A.M. Juvenile Services—Jim Madsen
Commissioners Trask, Shutty and Neatherlin were in attendance.
• Request to fill a vacant full-time female Detention Officer position was approved to move
forward.
11:00 A.M. Audit Committee—Leo Kim
Commissioners Trask, Shutty and Neatherlin were in attendance.
• Leo Kim updated the Commissioners on the Audit Committee including internal control,January
reports,long term planning including succession planning,asset inventory and internal auditing—
staff is working on inventorying Parks and Facilities buildings and land. Suggested we may need
to contract out asset inventory or hire additional staff. Cmmr.Neatherlin asked for potential cost.
Other topics include ExecuTime software which is an electronic timesheet; Clerk's office audit
recommendations are going well;staff is working on the Chart of Accounts reorganization;
working on the 2020 Federal ICAP rate and the Motor Pool leases will need to be tracked
according to GASB87.
11:45 A.M. Community Services—Dave Windom
Commissioners Trask, Shutty and Neatherlin were in attendance.
• The Commissioners approved moving forward the three 2020 Mason County Heritage Grants for a
total of$1,179.
• Permission granted to fill a DCD clerical vacancy.
• February 2020 Permit Assistance Center activity report was distributed. Permits are out 45 to 55
days.
• The Commissioners asked Dave to thoroughly review the proposed ILA with the City of Shelton
regarding annexation.
• Dave provided an update on the COVID 19 response.

Commissioner Discussion
Cmmr.Trask brought up proposed legislation for State Patrol crime lab toxically fees and asked
Commissioners to contact our legislators.

2:30 P.M. Closed Session—RCW 42.3 0.140 (4)Labor Discussion
Commissioners Trask,Neatherlin and Shutty met in Closed Session with Frank Pinter from 2:30
p.m.to 3:00 p.m.
3:15 P.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Trask, Shutty and Neatherlin were in attendance.
• Public hearing will be scheduled for the Little Mission Creek Water System Franchise renewals.
• Approved staff to establish internet service at the Hoodsport Drop Box facility and purchase
another Paradigm License and computer to track and manage solid waste operations at the facility.
The$27,500 cost would be covered by the Utility budget. Cmmr.Neatherlin asked staff to
research whether a wi-fi hotspot would work.
• 2020 bid award announcements for culvert pipe and lining,asphalt emulsion, chipseal and paint
line.
• Public Works will be filling Road Operations seasonal help.
• Review of Public Works equipment purchases. The proposed 2020 purchases equal$1,269,950;
order two more dump trucks to be delivered in January 2021; discussion to purchase one heavy-
duty tractor which the Commissioners approved.
• Staff has been in contact with City of Bremerton regarding extending the sewer and will be briefed
next week.
• Staff reorganization will be discussed.
