Mason County Comrni,:>ir,.r;�rs Mason County, Washington is an outdoor enthusiasts' paradise. With thousands of acres of National Forest, State lands, and private timber property, residents and visitors can enjoy some of the most pristine natural areas in the Pacific Northwest. With a high number of resident and visiting adventurers and sportsmen,the likelihood of adverse incidents increases. One of the more prevalent issues is the lack of a safe, managed location where shooting sports enthusiasts can enjoy their activities. History The vast majority of Mason County's 960 square miles is made up of private, State and Federal forest lands, along with rural residential areas. The restriction against the discharge of firearms is limited to Stretch Island,Treasure Island, small portions of Harstine Island and the city of Shelton. In the rest of the county, shooting is permitted if conducted in a safe manner.This results in shooting in unmanaged ad hoc ranges,gravel pits and clear cuts. In 2016,The Mason County Sheriff's Office was contacted 283 times regarding complaints about firearms.The complaints numbered 303 for 2017, 322 in 2018, and 243 as of 10 November 2019.The vast majority of these complaints were based on concerns of safety. In almost all cases,the persons involved were shooting in a safe manner and location; however,the creation of a safe, managed location for shooting sports activities in Mason County would help to reduce the amount of conflicts between concerned citizens and shooting sports enthusiasts. Additionally,the Mason County Sheriff's Office lacks adequate facilities to provide weapons training in accordance with best practices and to accreditation standards.The Sheriff's Office must rely on the availability of range facilities belonging to other public entities to try to reach the required training standards. It is only through generosity of the Department of Corrections and through partnerships with the WSP that the Sheriff's Office has the ability to conduct any firearms training without reverting to the use of rural, unmanaged property. Concept The construction and development of a shooting sports facility in Mason County has been a goal of many private and public organizations. A safe, purpose built facility would provide shooting sports enthusiasts a safe alternative to shooting in undeveloped rural areas. It would also provide safe access to local school programs and organizations that promote firearms safety.Along with providing the public a safe alternative,this facility will provide the Mason County Sheriff's Office adequate training facilities in order to better fulfill the Agency's mission. Conceptually,this facility would be operated on a fee basis to help fund the maintenance and improvement of the facility. Participants would pay a designated fee and sign a liability wavier in order to use the facility. Other Law Enforcement agencies and the military would be able to rent the facility for scheduled training. Members of partnering organizations would be eligible for reduced access fees based on the level of participation of the organization. Design The design envisioned for this facility would provide concurrent operation for both Law Enforcement training and civilian use.The facility would have ranges for both civilian and restricted law enforcement use; sharing major structures such as classroom space, sanitary facilities, parking and other necessary improvements. These facilities will be developed and improved over time as funds and fees allow. The ideal facility would be large and versatile to provide a variety of civilian shooting sports activities.Those activities could include but not limited to; Pistol Shooting Rifle Shooting Skeet/Trap Archery Long Range Competition courses: IPSC, 3 gun, Cowboy Action, etc Law Enforcement training activities could include: Short, Intermediate, and Long range training 360 degree capability With the exception of Joint Base Lewis- McChord, Western Washington has very limited shooting areas for long range activities, out to 1000 yards; for either Law enforcement or civilian use. Providing this unique capability will attract civilian shooters and law enforcement agencies alike from across the region.The goal is to develop an expense neutral facility that generates its own revenue through fees and rentals. Benefits The benefits of this facility reach many layers of the Mason County community. Providing a safe, managed location for shooting sports in the community will help reduce the conflicts between concerned community members and shooting sports enthusiasts. It will also help reduce the use of Federal, State and Private timberlands for activities; reducing the contamination of lead and discarded debris in our forests. Aside from providing a safe alternative for shooting sports enthusiasts and law enforcement training,this facility has the potential to generate tourism opportunities to benefit the local business community. Much like the Ridge Motorsports complex, a well-designed, accessible facility with the capability to accommodate a wide variety of activities will bring enthusiasts, organizations and competition events to the area. With such activities comes money spent on hotels, food, supplies, and sales tax revenues. This facility will also open more opportunities for youth firearms and shooting education; to include supporting the Shelton High School Shooting Team. Partnering Organizations There are many organizations within Mason County that could partner in this endeavor.The following list is by far not all-inclusive. Grants for both civilian and law enforcement ranges exist from both the National Rifle Association and the National Shooting Sports Foundation.The Washington State Firearms and Archery Range Recreation (FARR) Program can yield up to $150,000 of funds for development with 50% matching requirements. Community donations and even crowdfunding can be used as a resource. Green Diamond Resource Company would be willing to sell/trade land with the County in support of this project. In the interest of preserving the sporting legacy that defines Mason County in light of the increase in development and population density, providing a safe, quality location to participate in shooting sports is necessary. As stewards of the community,the County government should take on the responsibility in providing the resources to make this opportunity happen, for both the shooting sports and non-shooting populations of our county. Securing land and developing a county shooting sports park will do just that. Open Forum for Citizen Input— 5.1 Kevin Frankeberger spoke about his position on the Governor's Committee on Disability Issues and Employment and announced a Town Hall Meeting at PUD #3 on February 27th from 5:30 to 7:30 p.m. 5.2 Steve Bloomfield talked about the fact that shellfish and other goods cannot be sold to China due to the Coronavirus. He spoke about the financial impact and the impact to unemployment in Mason County. 5.3 Tom Davis reflected on Steve Bloomfield's comments, noting the special considerations given to Green Diamond or the timber industry in general. He then spoke about evacuation routes to and from the Skokomish Valley. 5.4 Jeff Carey spoke about the Belfair Sewer and North Bay Sewer System, the new Permitting System used by the Community Services, and current financial reports. 6. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS February 11, 2020 - PAGE 2 8.5 Approval to set a hearing on Tuesday, March 17, 2020 at 9:15 a.m. for public comment on the surplus of parcel 42212-51-48008 as an intergovernmental exchange to the Port of Hoodsport for use as a septic drain field for community restrooms. (Ex.A—Res. 2020-17) 8.6 Approval to advertise a Request for Proposals (RFP) for the Belfair Urban Growth Area Planned Action Environmental Impact Statement. Ken Van Buskirk requested to remove item 8.6 for discussion. Cmmr. Neatherlin/Shutty moved and seconded to approve action items 8.1 through 8.5. Motion carried unanimously. N-aye; S-aye; T-aye. 8.6 Planning Manager Kell Rowen quickly spoke about the RFP. No questions were received by the public. Ken VanBuskirk said the project scope of work should include the entire Belfair UGA, instead of only doing a portion. He stated that acting on a portion of the UGA will affect the other areas. Ken volunteered to sit on any board that reviews submissions for the RFP. Cmmr. Shutty suggested including a bid alternative to include the entire UGA in the RFP. Cmmr. Neatherlin agreed with the option of submitting multiple bids based on areas of the UGA. Cmmr. Shutty/Neatherlin moved and seconded the approval to advertise a Request for Proposals (RFP) for the Belfair Urban Growth Area Planned Action Environmental Impact Statement with three alternate proposals based on maps presented in briefings, reflecting the discussion just held.
