Executive Session—RCW 42.30.110(1)(i)—Litigation Commissioners Trask,Neatherlin and Shutty met in Executive Session with Prosecuting Attorney Mike Dorcy and Chief Deputy Prosecuting Attorney Tim Whitehead from 9:00 a.m.9:55 a.m.also present were Nichole Wilston,and two representatives from the Washington Risk Pool. 10:00 A.M. Executive Session—RCW 42.30.110(1)(i)—Litigation Commissioners Trask,Neatherlin and Shutty met in Executive Session with Prosecuting Attorney Mike Dorcy and Chief Deputy Prosecuting Attorney Tim Whitehead from 9:00 a.m. 10:00 a.m.to 10:20 a.m.Also present were Dawn Twiddy,Dave Windom,Kell Rowen,Kristopher Nelsen,and Nichole Wilston. 10:25 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Trask,Neatherlin and Shutty met in Executive Session with Frank Pinter from 10:25 a.m.to 10:25 a.m.to 10:52 a.m. 10:55 A.M. Support Services—Frank Pinter Commissioners Shutty,Trask and Neatherlin were in attendance. • Mason Transit Authority Board Appointment-Frank said Matt Jewett was interested in filling the spot to represent Commissioner District 3.The Board was in support of Matt filling that position. • Frank asked to approve an agreement with Stop Claims Corporation in place of the current agreement with Professional Claims Intervention(PCI)Services.He noted the issues being had with PCI and said Stop Claims has had issues,and has had a change in management several times,which is creating more issues.The Board approved moving forward with Stop Claims Corporation. 11:00 A.M. Community Services—Dave Windom Commissioners Shutty,Trask and Neatherlin were in attendance. • Kell first talked about the Belfair Area EIS request for proposals.Cmmr. Shutty noted that many questions were received about the plan,and asked Kell to address those issues. The Board asked to review the RFP's that do come in.Further discussion was had about what is expected from the entity that wins the RFP.Cmmr.Shutty asked that the Mason County Code be updated as changes are done to keep the County in compliance. • Public Hearing to be scheduled March 3,2020.Kell notified the Board that the application to change Village commercial parcels to Multifamily Medium Density Residential R-2.The Board approved moving forward. • Kell informed the Board that the property owner asking to change parcels from RR5 to Rural Commercial on Pickering Road has postponed his request.She is unsure if he will ask to continue this application process at a later date. • Dave Windom gave a brief look into his calendar over the next two weeks. • Cmmr.Shutty said he was approached by Beau Bakken who is suggesting changes to burn permits depending on the time of year. • Cmmr. Shutty asked about flavored vaping products.Dave said the current discussion is to permanently prohibit flavored vaping products with the exception of menthol. 11:35 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Shutty,Trask and Neatherlin were in attendance. • Loretta asked to move forward an item to sell land to Port of Hoodsport.It was approved to move forward to the February 111 agenda. • Alan(last name unknown listen to names at beginning)from the Naval Engineer Committee,briefly touched on trestle and seismic repairs being done near Mason Lake. Brian Smith,President of Lake Limerick HOA voiced concern over the lack of information available,noting that if relocation of utilities is necessary,it will be problematic due to budget. 11:46 A.M. Finance Committee Commissioners Shutty,Trask and Neatherlin were"in attendance. • Treasurer Lisa Frazier presented the fourth quarter report from 2019.The cash balance was$12,076,000,and the general fund was at 37%of 2018 expenditures.She said 2019 was a good year,and is cautious of 2020 because many investments are being called. • Lisa then discussed the Public Disclosure Commission Annual Statement that requires signatures stating the Finance Committee did not hold any stake in any account. She said signatures are due by April 151 and asked Paddy and Cmmr.Trask to sign. • The Mason County Investment policy was addressed.Lisa said she would like to have an up to date draft ready by the April Finance Committee meeting. • Jennifer Beierle passed out a copy of the Cash Reserve Balances as of December 31, 2019.Lisa asked if the Board would like to increase or decrease the reserve policy or if it should stand as is.Jennifer and Lisa agreed that the current policy seems to be working well. 12:03 P.M. Economic Development Council—Jennifer Baria • Jennifer said the focus of 2019 was business retention and expansion. 175 businesses were worked with and 79 of those businesses needed immediate assistance with everything from permitting to simple phone calls. She talked about an upcoming event at The Ridge which is expected to draw over 15,000 people.Jennifer said she is hoping to have a name of an incoming hotelier that is being worked with.Final information is coming out on Opportunity Zones.Jennifer said she would forward that information to the Commissioners. Wednesday,February 5,2020 1:00 P.M. Criminal Justice Study Presentation—KMB Architects Commissioners Trask and Neatherlin were in attendance. Commissioner Shutty arrived at 2:20 p.m. Others in attendance included Undersheriff Adams and Chief Hansen. KMB Architect staff presented final outcomes of the Criminal Justice Assessment and population projections. Information included demographic trends;crime and arrest trends;court trends;District Court Probation did not provide data on case load;jail trends and information on jail operations. Superior Court criminal case completions decreased after a 3rd judge was brought on and Cmmr.Neatherlin questioned why there is a drop. There was discussion of the possible reasons. The jail design capacity was originally built for 68 inmates;functional capacity is 80; emergency operational capacity is 93 and alternatives capacity is 18. It was pointed out that the jail wasn't designed for how it's used today that includes alternative programs and dealing with inmates that have behavioral health issues. The 2018 average daily population is 118 offenders with a$115 per diem. Also provided was 2018 comparative jail data with other counties and forecasts of jail population through 2040. Discussion of how many beds are needed today which Chief Hansen believes is 135 and based on forecasts,200 beds in 20 years. He noted if a facility is built with 200 beds, there is an opportunity to rent those beds. Undersheriff Adams questioned when the decision of an independent facility versus a joint location would be decided.Discussion was had about data and the factors that will determine that decision.It was estimated that a suggestion would be given by June.
