Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance — Dave Windom led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3— Sharon Trask. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Fire Districts #1sent in their Levy for budget year 2020. 4.1.2 Washington Department of Fish and Wildlife provided information on a proposed land acquisition project in Mason County. 4.1.3 Port of Hoodsport sent in their approved final 2020 budget. 4.1.4 Norma jean Jacobs sent in an application for the Planning Committee. 4.1.5 Fire District #6 sent in their Levy for the budget year 2020 5. Open Forum for Citizen Input— No comments. 6. Adoption of Agenda - Cmmr. Neatherlin/Trask moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; T-aye. 7. Approval of Minutes— None. 8. Approval of Action Agenda: 8.1 Approval of the five-year homeless housing plan for Consolidated Homeless Grant and Local Document Recording Fees. 8.2 Approval of the Mason County Capital and Trackable Asset Policies and Procedures. 8.3 Approval to have the Chair sign the Joint Representation and Common-Interest Agreement with American Forest Resource Council and Northwest Resources Law PLLC. 8.4 Approval of Warrants &Treasure Electronic Remittances Claims Clearing Fund Warrant #s 8068268-8068412 $ 649,597.51 Direct Deposit Fund Warrant #s $ Salary Clearing Fund Warrant #s $ Treasurer Electronic Remittance for October 2019 $ 634,489.51 8.5 Approval to appoint Robert"Mac" McLean to fill a vacant Planning Advisory Commission seat. This term is good through December 31, 2024. 8.6 Approval of Amendment #11 to Consolidated Contract CLH18253 between the Washington State Department of Health and Mason County Public Health. 8.7 Approval to set a public hearing on December 17, 2019 at 9:15 a.m. to consider an amendment to Title 17, Chapter 17.23 Festival Retail District within the Belfair Urban Growth Area. Cmmr. Shutty noted that an email was received by Ken VanBuskirk regarding Planning Advisory Commission meeting minutes in regards to item 8.7. Kell Rowen, Planning Manager, was present and said the minutes will be on the website before the proposed hearing. Cmmr. Neatherlin/Trask moved and seconded to approve action items 8.1 through 8.7. Motion carried unanimously. N-aye; S-aye; T-aye. 9. Other Business (Department Heads and Elected Officials) BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS November 26, 2019 - PAGE 2 9.1 Dave Windom announced that well construction, mechanical, re-roof permits and some others will now be available to purchase online so the public won't have to come into Shelton for every permit. 10. 9:15 a.m. Public Hearings and Items set for a certain time- 10.1 Public Hearing to certify to the County Assessor the amount of taxes levied for county purposes and the amount of taxes levied for Current Expense and Road property tax levies for 2020. Staff: Jennifer Beierle Budget Manager, Jennifer Beierle, referred to RCW 84.52.070 stating the need for adoption of a resolution by November 30. She gave three options for adoption, noting the hearing may need to have a portion continued due to the fact that not all levies are submitted since the due date is November 30tH Tom Davis asked about an increase to the Veteran's Assistance Fund. He said he was told there would be an increase but didn't hear it discussed for this hearing. Jennifer answered that the Veterans fund was raised to the amount of$136,160. Tom praised the Board for this increase. Cmmr. Neatherlin/Trask moved and seconded to increase the current expense levy by 1% and bank excess capacity, and set the levy at$10,383,385.25. Motion carried unanimously. N-aye; S-aye; T-aye. (Ex.A-Res. 113-19) Cmmr.Trask/Neatherlin moved and seconded to increase the 2020 road property tax levy by 1%, bank excess capacity, and set the levy at$11,116,428.15. This includes a diversion of the road levy of$2,160,000.00. Motion carried unanimously. N-aye; S-aye; T-aye. (Ex. B-Res. 114-19) Cmmr. Neatherlin/Trask moved and seconded to continue the hearing to December 10, 2019 at 9:15 a.m. to adopt the resolution certifying to the County Assessor the propety tax levies for collection in 2020. Motion carried unanimously. N-aye; S-aye; T-aye. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. Adjournment-The meeting adjourned at 9:28 a.m. BOARD OF COUNTY COMMISSIONERS ATTEST: MASON COUN ASHINGTON .ez- Kevin Shutty, hair Mel' sa , Clerk of&e Board Sharon Tr sk, Commissioner Raney Neatherii ommissioner Exhibit A MASON COUNTY CURRENT EXPENSE PROPERTY TAX LEVY RESOLUTION NO. /13`I9 WHEREAS,the Board of Mason County Commissioners has met and considered its budget for the calendar year 2020 and, WHEREAS,the Current Expense(District's)actual levy from the previous year was $10,207,397.50;and, WHEREAS,the population of Mason County is more than 10,000;and now therefore, BE IT RESOLVED by the governing body of the taxing district(Current Expense)that an increase in the regular property tax levy is hereby authorized for the levy to be collected in the 2020 tax year. The dollar amount of the increase over the actual levy amount from the previous year shalt be$65,286.53,which is a percentage increase of 1%from the previous year. This increase is exclusive of additional revenue resulting from new construction, improvements to property, newly constructed wind turbines,any increase in the value of state assessed property,any annexations that have occurred and refunds made. The district will collect an additional $109,378.55 of revenue from new construction,$0 from refunds levied by the Treasurer,and $1,322.67 from state assessed utilities. WHEREAS,the Board of Mason County Commissioners has met and considered its budget for the calendar year 2019 and, WHEREAS,the.Road Fund(District's)actual levy from the previous year was $10,946,150.91;and, WHEREAS,the population of Mason County is more than 10,000;and now,therefore, BE IT RESOLVED by the governing body of the taxing district(Road)that an increase in the regular property tax levy is hereby authorized for the levy to be collected in the 2020 tax year. The dollar amount of the increase over the actual levy amount from the previous year shall be$66,283.09 which is a percentage increase of I%from the previous year. This increase is exclusive of additional revenue resulting from new construction,improvements to property, newly constructed wind turbines,solar,biomass,and geothermal facilities,and any increase in the value of state assessed property,any annexations that have occurred and refunds made.
