1. Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m.
2. Pledge of Allegiance — Ken VanBuskirk led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin
Shutty; Commissioner District 3 — Sharon Trask.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Chauffeurs, Teamsters & Helpers Union Local No. 252 sent in Notice of Contract
Opening for Mason County Community & Family Health.
4.1.2 Beverly Pittman sent in a letter concerning the Belfair Area.
4.1.3 David Dally submitted an application for the Mason County Historic Preservation
Commission.
4.1.4 Western Conference of Teamsters, Pension Trust, sent in a Labor Agreement.
5. Open Forum for Citizen Input—
5.1 Oliver Chapman spoke about unsafe driving practices done by the Sheriff's department when
driving. He noted that this is not when they are responding to calls, but instead pulling out of the
lot to do general travels. He asked to cut the Sheriff's budget in response to this issue.
5.2 Kathy McDowell spoke on behalf of the Lions Club who is holding a fundraiser to put in basketball
hoops across from the civic center in the newly paved area.
5.3 Ken VanBuskirk talked about the most recent TIP-CAP meeting he attended regarding the 6-year
plan.
5.4 Undersheriff Travis Adams spoke in response to Mr. Chapman's comments. He noted the
accreditation received by the office stating that the accreditation takes driving records into
account. The Undersheriff said that Mr. Chapman has not only sat out and watched staff but has
also confronted staff in public locations including the grocery store. He said this matter is closed
as they have dealt with this issue per their policies and procedures.
6. Adoption of Agenda - Cmmr. Neatherlin/Trask moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-aye; S-aye; T-aye.
7. Approval of Minutes—September 16, 2019 Briefing Minutes
Cmmr. Neatherlin/Trask moved and seconded to approve the September 16, 2019
Briefing minutes as written. Motion carried unanimously. N-aye; S-aye; T-aye.
8. Approval of Action Agenda:
8.1 Approval of a contract with CTG Security Electronics for maintenance on electronics,
including intercoms, closed circuit television systems, LAN communication devices, and
door locks at the jail.
8.2 Approval to call for a Request for Proposals (RFP) for County Fleet Leasing and
Maintenance Services. Proposals must be received by 5 p.m. on October 22, 2019.
8.3 Approval of Warrants &Treasure Electronic Remittances

8.4 Approval to set a hearing on October 22, 2019 at 6:15 p.m. to consider amendments to

8.5 Approval of contract #K3929 between Mason County Health and Washington State
Health Care Authority to support work in the community on substance abuse and
marijuana use and prevention.
8.6 Approval of a Private Line Occupancy Permit granting permission to run utility lines
under and across North Shore Road for parcel 32224-50-00026 (10811 North Shore Rd.)
Cmmr. Neatherlin/Trask moved and seconded to approve action items 8.1 through 8.6.
Motion carried unanimously. N-aye; S-aye; T-aye.
9. Other Business (Department Heads and Elected Officials)-
9.1 Undersheriff Adams thanked the Board for signing the contract for jail maintenance.
9.2 Dave Windom announced that Mike Six was hired as the new Mason County Fire Marshal.
10. 9:15 a.m. Public Hearings and Items set for a certain time—
10.1 Public Hearing to consider adoption of a Public Benefit Rating System (PBRS) in place
of the current Open Space Program. This hearing is continued from July 16, 2019.
Staff: Kell Rowen
Kell gave a brief history of Open Space, noting that about half of the counties in Washington
currently use this program. She spoke of the work done with the Assessor's office to audit those
in the program. Kell discussed the findings of the audit and recommended that the Board keep
the Open Space system in lieu of adopting the PBRS. She noted that the PBRS would not bring
any added benefits to the County.
An unknown gentleman asked if those who were audited knew. Kell said they were notified via
letter and onsite visits.
Tom Davis asked how many volunteered for the audit. Kell said 20 properties were volunteered.
Another unknown gentleman questioned the dollar difference. Kell noted there was not a set
answer as there are many differences in amounts due to the location of the property, district,
and levies. He then asked how many hours were spent assessing the information. Kell did not
have a specific answer, but estimated 20 hours of her own time.
It was questioned why the county hasn't been assessing the parcels in the Open Space program
in order to make sure they stay in compliance. Cmmr. Shutty said that they were waiting to
determine which program the County would use and can now look at regular reviews and
enforcement if necessary.
Public Comment:
Terry Hogan said he was happy with the recommendation to keep Open Space as is.
Tom Davis, who is not enrolled in the program, spoke about the ease to meet the minimum
requirements. He read from a report from Community Services (date unknown) about the fact
that there is no value to the community and gives open space landowners an oversized
discount. Tom said that those who have actual unimproved vacant land can be enrolled. If the
land is improved and you live on it, the people are paying your property taxes, which is unfair.
Nikki Zimmerow spoke in favor of leaving Open Space as is. She praised the work done by the
Assessor's office.

The Board thanked all of the work done by Kell and the Assessor's office. It was agreed that this
program does not need to be updated at this time.
No motion was made. Item died with no action.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:59 a.m.
