Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m. 2. Pledge of Allegiance—Jerry Hauth led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3 — Sharon Trask. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Letter of interest for the Cemetery District 1 position was received from Debra Braz. 4.1.2 Darin Holland, William Adam, William Kendrick, Mark Nault and Brian Dayton submitted applications for the Civil Service Commission. 4.1.3 Washington State Liquor and Cannabis Board sent a liquor license application for Hood Canal Salmon Enhancement Group at The Salmon Center Grounds 600 NE Roessel Road, Belfair. 4.1.4 Washington Department of Natural Resources sent a County Income Report Explanation of Tables April 2019. 4.1.5 Washington State County Road Administration Board (CRAB) sent a Certificate of Good Practice. 4.1.6 WAVE Broadband sent in a Summary of Revenues. 4.2 Cheryl Heywood presented the 2018 Timberland Regional Library Report. 5. Open Forum for Citizen Input— 5.1 Ken VanBuskirk commented on an encampment on Forterra owned property and they will be cleaning up the debris. 6. Adoption of Agenda - Cmmr. Trask/Neatherlin moved and seconded to adopt the May 14 agenda as published. Motion carried unanimously. N-aye; S-aye;T-aye. 7. Approval of Minutes— None 8. Approval of Action Agenda: 8.1 Approval of the Private Line Occupancy Permit granting permission to run the utility lines under and across Phillips Lake Loop Road for parcel number 22005-52-00026. 8.2 Approval to authorize the Chair to execute an Adopt-A-Road Agreement between Mason County and Baxter for Anthony Road. 8.3 Approval to have the Chair execute the Interlocal Agreement between PUD3 and Mason County for the lighting retrofitting project on Harstine Island Bridge. 8.4 Approval to delegate signature authority to Robert Choate, Water and Wastewater Manager, in order to submit reports or documents for Rustlewood, North Bay/Case Inlet and Belfair wastewater facilities. 8.5 Approval of Warrants &Treasure Electronic Remittances Claims Clearing Fund Warrant #s 8064054-8064194 $ 250,006.69 Direct Deposit Fund Warrant #s $ Salary Clearing Fund Warrant #s $ Treasure Electronic Remittance for April 2019 $ 266,602.01 8.6 Approval to set a hearing on Tuesday, June 4, 2019 at 9:15 a.m. to consider amendments to Title 17 relating to raising building height limits. 8.7 Approval to set a hearing on Tuesday, June 4, 2019 at 9:15 a.m. to consider a rezone request of 30 acres from Rural Residential 5 (RR5) to Rural Tourist Campground (RTC). BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS May 14, 2019 - PAGE 2 8.8 Approval to set a hearing on Tuesday, June 4, 2019 at 9:15 a.m. to consider proposed amendments to Title 8, Chapter 8.52 Resource Ordinance. 8.9 Approval to set a public hearing on Tuesday, June 11, 2019 to consider the application from Nickolas Opolsky to place parcel 52024-34-00030 into Open Space. Ken VanBuskirk requested item 8.6 be removed for separate vote. Cmmr. Neatherlin/Trask moved and seconded to approve action items 8.1 through 8.9 with the exception of item 8.6 which is removed for a separate vote. Motion carried unanimously. N-aye; S-aye; T-aye. Item 8.6 Kell Rowen explained this public hearing is scheduled to consider raising the building height maximum from 35 to 55 feet in the Belfair UGA with a special use permit. Ken Van Buskirk asked the Board delay setting the June 4 hearing until after May 22 when the Hearings Examiner renders a decision on a moratorium removal in the Belfair UGA, which could have an effect on this particular issue. Ken submitted comments he previously submitted to PAC. Cmmr. Neatherlin asked how this decision would affect this code. Mr. Van Buskirk stated this Code change would allow the property to be developed at a higher height limit than currently allowed. Cmmr. Neatherlin noted that Code isn't set for one parcel. Cmmr. Neatherlin/Trask moved and seconded to set a hearing on Tuesday,June 4, 2019 at 9:15 a.m. to consider amendments to Title 17 relating to raising building height limits 9. Other Business (Department Heads and Elected Officials) - none 10. 9:15 a.m. Public Hearings and Items set for a certain time— No hearings. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
