Closed Session—RCW 42.3 0.140(4)Labor Discussion Commissioners Shutty,Trask and Neatherlin met in Executive Session with Tim Whitehead and Frank Pinter from 9:00 a.m.to 9:45 a.m.in a closed session. 9:30 A.M. Support Services—Frank Pinter Commissioners Shutty,Trask and Neatherlin were in attendance. • Jennifer Beierle discussed the requests for Supplemental Appropriations and Budget Transfers noting that she needs to add some additional items and will brief again on May 20`i'. • A hearing will be held June 11`x'for the Open Space Application for Nickolas Opolsky. 9:45 A.M. Community Services—Dave Windom Commissioners Shutty,Trask and Neatherlin were in attendance. • Kell Rowen went through amendments made to the Voluntary Stewardship Program as approved by the Planning Advisory Commission. She asked to hold a hearing on June 4`t'to adopt the amendments. • Kell requested a hearing be set on June 4h regarding raising height limits in Title 17. •, Kell then requested a hearing be set on June 4th to consider a rezone request from Rural Residential 5 (RR5)to Rural Tourist Campground(RTC). • Cmmr.Neatherlin brought up a potential multifamily project in Belfair and understands there may be an issue with a moratorium.Kell explained there is a 10 year moratorium on property in the urban growth area and a moratorium release is needed. A hearing has been scheduled before the Hearing Examiner in May for this issue. There was a discussion of what documents are required from the developer. • Dave reviewed what was passed in the legislature budget that includes lead testing in school water supplies;$22M for Public Health,$5.8M of new money that has to be spread across 39 counties. Mason County will probably receive around$80K of new money which will fund a FTE for water quality work. • Fire danger is still low and staff will stay in contact with DNR for any necessary fire restrictions. • Dave talked about what was covered in the all-staff training day. • Dave would like to schedule a Code Enforcement workshop. Staff is finding that on really hard cases,those that are fined, don't seem to care. They will bring forward some suggested changes to the Code. • Discussion of the Plans Examiner position and concern with job description versions. Salary changes have to be bargained with the Union and then approved by the Commissioners. • Code Enforcement staff will be pulled over to building inspections,will need cross training,to help cover for two staff who are out on Family Medical Leave. • Todd presented requests for housing funds provided by the Consolidated Homeless Grant and 2163 Local Document Recording Fees. The Housing Advisory Board has made recommendations. The Commissioners agreed to move$15K from the Community Lifeline award and put into the Shelton Family Center for the match requirement. Todd will bring forward contracts. • Environmental Health lost Group B water system funding,$5K from DOH. • Dave provided an update on WRIA 14 and 15. • Kristopher provided the April 2019 building permit report. • Dave and Kristopher will be out of office next week at training. Board of Mason County Commissioners' Briefing Meeting Minutes May 6,2019 10:30 A.M. BREAK 10:45 A.M. Public Works—Jerry Hauth Utilities&Waste Management Commissioners Shutty,Trask and Neatherlin were in attendance. • Private Line Occupancy permit on Phillips Lake Road was approved to move forward. • Adopt a road agreement from Herskovitz and Rogge families will move forward. • Request to hire a temporary part time person to provide staff training. • Staff reported the free dump day with United Way was successful. 101 vouchers were picked up and 70 loads taken to the transfer station. They are planning for another event in July for tires and maybe another free event in August. 11:15 A.M. Proposal from PMMI—Ridge Motorsports Park—Tracie Schmitt Commissioners Shutty,Trask and Neatherlin were in attendance. • Karin and Jennifer from the Economic Development Council introduced Tracie Schmitt from Performance Motorsports Management Inc(PMMI)dba The Ridge Motorsports Park who presented a proposal to lease and develop Mason County parcel 42004-30-600000(adjacent to Eells Hill Transfer Station).The proposal includes a venue for community events. The proposed lease is for a 50 year term and PMMI will allocate 28 event days during the months of April—October to be used for community events. During the months of November—February PMMI will allocate 28 days to utilize for training for county service groups. The proposal is to pay Mason County$1 per parking ticket on all Ridge sanctioned events only. The proposed 28 days will be a shared rental revenue with Mason County receiving 80% and PMMI receiving 20%. PMMI proposes to clear the proposed property,take the lead on marketing the timber and post logging costs,Mason County will receive 70%of revenue with PMMI receiving 30%and they will invest the 30%in developing the property. Cmmr.Neatherlin asked how a fairgrounds would operate. Tracie stated a group would rent the space from PMMI and operate the event. Cmmr. Shutty stated Mason County does not have a fair and it would need to be clear that this will provide a space for a group to run a fair. He doesn't want to create the expectation that Mason County will run a fair. The intent is to improve the property and provide a space to rent to the community for events. PMMI hopes to have a lease in place for their 2020 televised event. Next step is to work with staff on zoning. Jennifer Baria will work with staff.
