The reason for this request is a LeAnn Dennis matter of safety not only for our boat launch customers, but local residents as well. Operations Manager As you are aware, the County recently granted the Port a permit to expand our parking area directly across the street from the launch. This is expected to eliminate tow vehicles and trailers parking along North Shore Road as they do currently — especially during shrimp, crab and salmon season. However, once the existing parking area on the launch side of the road is Port Facilities: full, it creates an issue of traffic safely crossing North Shore Road to park after launching. Therefore, we are requesting that the speed limit be decreased from the existing 35 mph to Allyn Marina 25 mph from Elfendahl Pass Road on the west, to just past our marina and parking lot on the and Boat Launch east. This is a distance of approximately one third of a mile. A 10 mph reduction will provide forth Shore Marina vehicles with an additional 115 feet of stopping distance. and Boat Launch The reason for this request is because the hillside on the western edge of the new parking Allyn Waterfront area, coupled with the curve of the road at that location, creates a blind spot for eastbound Park traffic. The west side of the new parking area is almost completely obscured from the view of vehicles traveling east on North Shore Road until they are almost on top of it. With tow Allyn Kayak Park vehicles and trailers crossing North Shore Road at that spot, the potential for accidents could and Launch be greatly reduced if the speed limit was lowered in that immediate area. To encourage this reduction, the Port is willing to discuss incurring the cost of new signage alerting drivers to the reduction in the speed limit. With these concerns in mind, we are hereby officially requesting the Commissioners put this request on their next meeting agenda. As you implement these measures, I want to emphasize the following: - a Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM) have been completed for your community; - the FIS and FIRM will become effective on June 20, 2019; and - by the FIS and FIRM effective date, the Department of Homeland Security's Federal Emergency Management Agency (FEMA) Regional Office is required to approve the legally enforceable floodplain management measures your community adopts in accordance with Title 44 Code of Federal Regulations Section 60.3(d) and(e). As noted in FEMA's letter dated December 20, 2018, no significant changes have been made to the flood hazard data on the Preliminary and/or revised Preliminary copies of the FIRM for Mason County. Therefore,Mason County should use the Preliminary and/or revised Preliminary copies of the FIRM as the basis for adopting the required floodplain management measures. Final printed copies of the FIRM for Mason County will be sent to you within the next few months. You may have already contacted the NFIP State Coordinator and/or the FEMA Regional Office, and may be in the final adoption process or recently adopted the appropriate measures. However, in the event your community has not adopted the appropriate measures, this letter is FEMA's official notification that you only have until June 20, 2019, to adopt and/or submit a floodplain management ordinance that meets or exceeds the minimum NFIP requirements, and request approval from the FEMA Regional Office by the effective date. Date and time of opening was Friday, February 22, 2019 at 9:00am. Six (6) Bids were received and opened at the office of the Mason County Commissioners. The contract has been awarded, with FEMA concurrence, to the apparent low bidder, Hanson Excavation, LLC, out of Shelton WA at their bid price of $97,919.00 BUDGET IMPACTS: FEMA and State Emergency Management funds will cover 86.5%. District Court—Judge Steele/Patsy Robinson Commissioners Shutty,Trask and Neatherlin were in attendance. • Patsy said that due to the Washington Citizen's Commission,an increase is needed for Judges wages.The increase goes into effect July 1,2019.Frank said this increase will be part of the next supplemental request. 9:10 A.M. Support Services—Frank Pinter Commissioners Shutty,Trask and Neatherlin were in attendance. • ADA updates to County Code—Dawn said one update is making the designated contacts for complaints or grievances the Support Services Director and the Facilities Manager. Section 2.47 was added which adds information on how to reach Mason County using the Telecommunications Relay Service and by email.Section 2.48 establishes conditions for the presence of animals in Mason County facilities. • Recommendations from Parks&Trails Advisory Board—Ross said the last meeting was held at the Salmon Center in Belfair.He said he has worked to contact Tina Post and Leanna Krotzer because they have not been attending meetings.The Board has recommended removing them due to this issue.Ross discussed the proposed bylaw changes;one to add language allowing call ins for members and changing the position of "Director"to"Manager"of parks. • 2019 Medical Contribution increase of$52& 1.5%general wage increase for Non- Represented Employees effective April 1,2019—Dawn explained that because the County pools funds in PEBB,the medical increase only works out to about$7. • Permission for Public Works to relinquish one Engineer Tech position and create,post and fill a Engineer position—Dawn explained that Public Works would like to change this position to Engineer I.The Board had no issues and approved it being added to the action agenda. • Salary Survey for Elected Officials—Frank discussed the survey and read through the current salary growth rate.He said there are three options:do nothing and continue as we have,increase the Elected Official and Sherriff salaries to the average of comparable counties beginning 2020,or link the Sheriff to the Superior Court Judges salary.Frank gave examples from similar sized counties.Cmmr. Shutty and Trask spoke in favor of option three.Cmmr.Neatherlin asked to revisit this at the next briefing for further discussion.Frank noted he would have additional information to add next week. • ILA with Grays Harbor County for Regional Jail Facility—Frank explained that this ILA only handles the contracting portion of the jail which says each county is responsible for 50%of the bill.Frank has sent this to Gray's Harbor County for review and is hoping to have it on the March 26`s action agenda. • End of Biennia Funding request from Mason Conservation District for the Voluntary Stewardship Program(VSP)—Frank noted that there is an additional$36,000 that can be used before the end of June.The Board was in favor of John Bolender moving forward with the application process. • Property offer for surplus property—511 E Hyland Drive,Union-Frank said the current offer is$48,000 and is currently appraised over$75,000.Cmmr.Neatherlin noted he would not be comfortable selling for less than$70,000 and recommended a counter offer at that amount. 9:30 A.M. BREAK 9:45 A.M. Community Services—Dave Windom Commissioners Shutty,Trask and Neatherlin were in attendance. • Alex Paysse quickly spoke about the Memorandum of understanding between Mason County and the Squaxin Island Tribe.He said the subrecipient agreement with Pierce County was signed last week and Mason County will be working with the Squaxin Tribe to complete part of the deliverables in the agreement. • Dave went over his 2019 financials for Community Development.He printed a packet showing 2017-2019 amounts. • Cmmr.Neatherlin voiced concern over past complaints received about the amount of time it takes to obtain a permit.Dave said that a full time plans examiner is necessary to keep the time down.He then passed out a summary form regarding the need for this position.Cmmr.Neatherlin said a formal job description would be necessary to move forward.Cmmr.Shutty questioned how this position would cut down on wait time.Dave answered it could cut down time by 25%.Kathy Chaussee gave a brief history of the staffing at DCD before the recession hit,noting that they used to have four plans examiners. 10:10 A.M. Public Works—Jerry Hauth Utilities&Waste Management Commissioners Shutty,Trask and Neatherlin were in attendance. • Spring application of herbicides-Jerry and Al spoke about the yearly spray and the complaints that come in regarding chemicals used in herbicides.Al explained that they do not use the same chemicals found in Round up.He then spoke about brush cutting and guardrail maintenance being done.Discussion was had about residents who wish to opt out of spraying.Because notice is announced at the Regular Commission meeting,and is then published on the website,Cmmrs Neatherlin and Shutty said publishing the notice is not necessary. • Loretta asked to hire off the roster to have a survey done for County Road Project 2014. The Board approved moving forward. • Bart brought forward an application for Delroy Cox to the Solid Waste Advisory Committee and recommended a three year reappointment. • Correct Equipment contract-Bart explained that Mason County purchases between 6-12 pumps for the North Bay and Belfair Sewer Systems.Correct Equipment said they could provide a 20%discount if a purchase of 50 pumps was completed.Bart explained this would be a savings of$421 per pump.The Board was in favor. • Diane Sheesley talked about the Highway Safety Improvement Program Grant Application being done by Public Works.She shared crash statistics and the fact that Mason County currently lacks lighting,and widened shoulders in many areas.She suggested work on Arcadia Road,Kamilche Point road,and Brady-Matlock Road. Cmmr.Neatherlin questioned putting in more crosswalk lighting comparable to what is used for school crossings in Belfair.Loretta said she would look into it. • Diane spoke about the most recent TIP-CAP meeting held March 131h.She had JoAnn Schuler from WSDOT speak at that meeting and said the TIP-CAP had many good questions gathered from the community. • Diane announced a meeting with the Navy regarding the railroad. • Cmmr.Neatherlin asked if Roads would still be looking at Clifton Road and the entrance to Taco Bell.Loretta said they are still looking at options and will either add curbing or candlestick barriers to prevent left hand turns into Taco Bell. 11:00 A.M. Sheriffs Office—Chief Hanson Commissioners Shutty,Trask and Neatherlin were in attendance. • Chief Hanson went through the prisoner housing contract between the Sheriff s Office and the City of Shelton.He quickly walked through the proposed changes. 11:10 A.M. Therapeutic Courts—Rene Cullop Commissioners Shutty,Trask and Neatherlin were in attendance. • Judge Finlay explained why extra help is needed. She said the temporary help would only be needed one day per week at no more than eight hours to assist with intakes and other generated paperwork.Since the cover sheet was created,Renee Cullop said the number of current and pending participants have increased and will continue to grow.Renee said she intends on moving funds to cover the position. Community Services—Dave Windom Commissioners Neatherlin,and Trask were in attendance. • Michael MacSems said that there are currently multiple versions of Title 16.He talked about the historical research he has done,and said that the Planning Advisory Commission(PAC)discussed this in 2015 and had suggested updates.He said he would like to set a hearing on April 23rd to adopt one version.The board was in favor of moving forward with a hearing. • Kristopher Nelsen handed out a list of weekly permits and discussed how much easier it is to pull these numbers with the new system. • Cmmr.Neatherlin asked Kristopher about moving forward with someone to do plans review in the building department and spoke about the conversations he has had with construction companies regarding the time it takes to obtain building permits in Mason County.He then addressed some code enforcement issues and told Kristopher it is time to start issuing citations. 9:45 A.M. Public Works—Jerry Hauth Utilities&Waste Management Commissioners Neatherlin,and Trask were in attendance. • Bart Stepp said that after research he has found that the$15 charge for undeveloped lots with no service is not allowed.He said Mason County will be ending this charge which will result in a loss of revenue around$22,800. • Puget Sound Industrial Center Project-Bart said they received bids for project designers and have agreed on one.He asked to bring the contract forward to the action agenda which was approved. • Surplus Parcels-Cmmr.Neatherlin questioned if the price is based on fair market value, which Loretta said it is.Discussion was had regarding the numbers decided on by Public Works and Richard Beckman.Loretta said the resolution will be redone since receiving the new parcel numbers and should be ready for the April 1,2019 briefing.Diane Zoren reminded them that a hearing is necessary to surplus parcels. • Cyndi announced bid awards and noted that they went out for another round of bids for asphaltic materials. She advised that one of the contractors was unhappy with this and may be contacting the Board. • Satsop-Cloquallum road project 701-4-Diane Sheesley noted that six bids were received and Hanson Excavation out of Shelton had the lowest bid. • County Force construction projects-Diane said there were two projects done in 2018. • Clifton Lane,Belfair-markers were ordered to prevent left hand turns into Taco Bell off Clifton Lane.Brenen Profitt said the markers will go just past the driveway of Taco Bell. Allan Eaton said that road will have overlay done this summer,so other options will be discussed later in the season. • Diane Sheesley said a meeting was had with the Navy who was supportive of the discussed crossing.Jerry said they would be coming back with more information once a consultant is hired. • Loretta said that Dave Smith will be looking at traffic on Highway 3 for a speed reduction at the request of the Port of Allyn. • Diane announced that CRAB has a training coming up and invited Cmmr.Trask& Neatherlin to attend.The training is April 10`h. • Allan said after the winter storms they have a large mountain of tree debris.They will be looking into a bum permit which will save the County money • Cyndi announced that Rod Larue was hired to replace Bob once he retires.He will be working alongside Bob until that time. 10:00 A.M. Auditor's Office—Paddy McGuire Commissioners Neatherlin,and Trask were in attendance. • Paddy McGuire explained that the reason they need to split precincts is due to the fact that the number of active registered voters in each precinct may not exceed 1,500.He discussed the maps and the clear divisions for the districts.Paddy mentioned he is watching a bill currently on the floor that will change the way precincts are divided. Due to the age of the equipment, many of the service problems result in us purchasing a new pump unit. The County typically gets new pumps 6-12 at a time, several times a year. We have arranged shipping containers to house these pumps that go back and forth between us and Correct Equipment. The price of the replacement pump we use the most is $2,181 and the conversion kit needed for a new pump to replace an old one is $64.47. Correct Equipment came to the County and said they could provide a discount on the pumps if we purchased a minimum of 50 at one time because the pump company gives Correct Equipment discounts for large orders. If we order 50, the pump cost is $1,824 and the conversion kits are provided at no cost. This is a savings of 20% and $421 per pump plus sales tax savings. The extra pumps will take up quite a bit of our empty space at our existing plants, but we do have the space to store the extra pumps inside. A couple of our garages will just be crowded for a while. BUDGET IMPACTS: The cost to pay for 50 pumps at one time is $99,521.63. If we purchased 50 pumps, in the same manner as we have been doing it, the cost would be $122,386.37. This would be a savings of $22,864.74. The pumps would be paid for primarily out of North Bay Fund #403, with 5% out of Belfair Fund #413. As the North Bay system is older almost all of the pump replacements are on that system. We do have the money in our 2019 budget for a size of. RECITALS WHEREAS,the Board of County Commissioners grays Harbor, Washington and the Board of Commissioners of Mason County, Washington have completed an RFQ to select an Engineering Firm to develop a Feasibility Study Document,they agree to work together to assist the Engineering Firm in all manner possible and to share the cost of the study equally. WHEREAS,the Jail Facilities' in both counties are in dire need of replacement or extensive upgrades due to outdated structures, needed additional inmate capacity, and excessive operating costs. A RESOLUTION TO ADOPT NEW PRECINCT BOUNDARIES and AMEND MASON COUNTY CODE (MCC) CHAPTER 1.12 WHEREAS, RCW 29A.16.040 states that the Board of County Commissioners "...shall divide the county into election precincts and establish the boundaries of the precincts." WHEREAS, RCW 29A.16.040 states that the Board of County Commissioners may establish a limitation on the maximum number of registered voters in each precinct "...but in no case may the number exceed one thousand five hundred active registered voters." WHEREAS, Mason County currently has four precincts over or approaching the 1,500 active registered voter threshold: P118- Allyn, P227 — Union, P238 — Limerick, and P301 — Olympic View. WHEREAS, dividing each of the four precincts in half would create eight new precincts that are below the active registered voter threshold. NOW, THEREFORE BE IT RESOLVED by the Board of Mason County Commissioners to authorize the adoption of a precinct boundary plan by dividing precincts P118, P227, P238, and P301 in half to create eight new precincts as follows: Amend MCC Chapter 1.12.040, P118 — Allyn into P118 — South Allyn and P127 - North Allyn; Amend MCC Chapter 1.12.390, P227 — Union into P226 — Alderbrook and P227 — Union; Amend MCC Chapter 1.12.250, P238 — Limerick into P238 — North Limerick and P239 — South Limerick; and Amend MCC Chapter 1.12.300, P301 - Olympic View into P301 — Olympic View 1 and P305 — Olympic View 2.
