Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance—Conley watson led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin Shutty; Commissioner District 3 —Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Leslie Harrison sent a letter and bill regarding Mason County Jail. 4.1.2 April Pruitt-Pooler brought in a letter regarding zoning changes and property taxes. 4.1.3 Deborah Reis (REESE) sent letter of resignation for the Lewis/Mason/Thurston Area Agency on Aging Advisory Board. 4.1.4 International Union of Operating Engineers Local 302 sent in Notice of Contract Opening for the Collective Bargaining Agreement between Mason County Public Works and the International Union of Operating Engineers, Local 302. 4.2 News Release-Building #8 one day closure, October 12, 2018 Staff: Dave Windom 4.3 News Release-Two open seats on the Historic Preservation Commission Staff: Michael MacSems 4.4 News Release-Lewis-Mason-Thurston Area Agency on Aging vacancies -- Cmmr. Drexler 4.5 News Release- Mason County Parks and Trails Advisory Board Opening. Staff: Ross McDowell 4.6 News Release- Park Host needed for Mason County Foothills Park Staff: Ross McDowell 5. Open Forum for Citizen Input— No comments received. 6. Adoption of Agenda - Cmmr. Drexler/Shutty moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes— September 11, 2018 Regular meeting minutes Cmmr. Shutty/Drexler moved and seconded to approve the September 11, 2018 regular meeting minutes as presented. Motion carried unanimously. N-aye; S-aye; D-aye. 8. Approval of Action Agenda: 8.1 Approval to consider the Hearings Examiner recommendation and approve Road Vacation No. 396 for a portion of W. Cloquallum Road. 8.2 Approval of the purchase of a replacement pump from Granich Engineered Products, Inc. for the North Bay Sewer System. 8.3 Approval to call for a Request for proposals (RFP) for Mason County Real Estate Professional Services. 8.4 Approval off the 2018 Annas Bay Closure Response Plan relating to water quality reclassification. 8.5 Approval to set a public hearing on November 6, 2018 at 9:30 a.m. to consider a rezone request in the Belfair Urban Growth Area for parcel 12328-23-00011. 8.6 Approval to pay Jessica Koehn 10% Lead Pay from October 1, 2018 to December 31, 2018 for Lead Worker assigned duties per the Engineers Guild Collective Bargaining Agreement. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 2, 2018 - PAGE 2 8.7 Approval to extend the contract with MasonWebTV.com for live streaming services of regular Commission meetings and Board of Health meetings for 2019. The rate per meeting is $50 for up to 4 hours. The rate for each additional hour is $25. 8.8 Approval of the Cascade Pacific Action Alliance contract #K2293-32 for the Medicaid Transformation Project to set up an Opioid Mobile Outreach Pilot Program. 8.9 Approval of Warrants &Treasure Electronic Remittances Claims Clearing Fund Warrant #s $ Direct Deposit Fund Warrant #s 53116-53499 $ 678,692.56 Salary Clearing Fund Warrant #s 7003915-7003945 $ 474,272.32 8.10 Approval to create, post and fill an Engineering Technician IV (Job Class 4038) and an Engineer II/III (Job Class 4032/4033) in the Public Works Department. This will increase the Public Works full time equivalent (FTE) by two (2) positions. 8.11 Approval of voicing no objections to the special occasion liquor license applications for OysterFest October 5-7, 2018 at the Port of Shelton, 21 Sanderson Way Shelton WA 98584 and approval to authorize the Chair to sign the letter of no objection to the WA State Liquor Control Board. Cmmr. moved and seconded to approve action items 8.1 through 8.11 with the exception of 8.4 for discussion. Motion carried unanimously. N-aye; S-aye; D-aye. 8.4 Katie Otanez explained the reasoning for the Annas Bay Closure Response Plan. She said Mason County worked closely with the HCCC, Skokomish Tribe, and Department of Ecology. Conely questioned if this is an A or B water system. Katie explained this doesn't have to do with a system, but instead surface water. Bill Allen recommended not adopting the plan because the closure will drastically impact the shellfish business, and said that a database should be created to track all with septic systems. He suggested the creation of an advisory board to assist with a final product. He did praise what has been done but noted that the plan is not finished. Cmmr. Drexler asked Bill what else he would like to see implemented in regards to failing septics. Katie added that if there is a failing septic, the house is posted for non occupancy unless clear actions have been taken to resolve the issue. In regards to the agricultural land use, Bill said there is a history of non-conforming use which is causing contamination in Annas Bay. Scott Grout voiced concern about the lack of database for septic systems within MC Environmental Health. He said that there is no follow-up by Environmental Health once a notice is sent out, and no compliance requirements. He said he was told by the Director that there aren't resources to create this database. Scott stated this response plan proposal is a job killer. Cmmr. Drexler questioned if there was any outreach to shellfish growers. Katie said she invited growers to be a part of the stakeholder group and received only one response after sending the draft after every revision. Cmmr. Neatherlin noted that this plan is an improvement over what was previously in place because it requires constant water testing instead of testing only when issues arrive. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS October 2, 2018 - PAGE 3 In regards to agricultural lands, he noted that taking that ability to use the land for livestock is a huge request. He did like the idea of a stakeholder group. Cmmr. Shutty thanked Scott and Bill for attending, noting the flooding on the Skokomish is being addressed. He said though it's not perfect, this is a very good plan and more long term solutions should be addressed still. Cmmr. Drexler spoke about her past attempts to implement a septic fee to no avail. She said if shellfish truly is an important piece of the County, a septic fee should be implemented to sustain a water quality program, which would allow the creation of the suggested database. She suggested adoption of the current plan with amendments in the future. Cmmr. Shutty said there is a lot of merit in what was brought forward, but noted it needs to be discussed in further detail to find a solution. Conely Watson asked if this ties in with the Orcas and rivers. Katie said it does not. Cmmr. Shutty/Drexler moved and seconded to approve item 8.4 Approval off the 2018 Annas Bay Closure Response Plan relating to water quality reclassification. All in favor. 9. Other Business (Department Heads and Elected Officials)-None. 10. 9:30 a.m. Public Hearings and Items set for a certain time — No hearings. 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
