Upon removal of classification , an additional tax shall be imposed which shall be due and payable to the county treasurer 30 days after removal or upon sale or transfer , unless the new owner has signed the Notice of Continuance. The additional tax shall be the sum of the following : (a) The difference between the property tax paid as "Open Space Land" and the amount of property tax otherwise due and payable for the last seven years had the land not been so classified ; plus (b) Interest upon the amounts of the difference (a), paid at the same statutory rate charged on delinquent property taxes; plus (c) A penalty of 20% will be applied to the additional tax and interest if the classified land is applied to some other use except through compliance with the property owner's request for withdrawal as described in RCW 84 . 34.070 (1 ) . 2 . The additional tax , interest, and penalty specified in ( 1 ) shall not be imposed if removal resulted solely from: (a) Transfer to a governmental entity in exchange for other land located within the State of Washington . (b) A taking through the exercise of the power of eminent domain , or sale or transfer to an entity having the power of eminent domain in anticipation of the exercise of such power. (c) A natural disaster such as a flood , windstorm , earthquake , or other such calamity rather than by virtue of the act of the landowner changing the use of such property . (e) Transfer of land to a church when such land would qualify for property tax exemption pursuant to RCW 84 . 36.020. Upon removal of classification , an additional tax shall be imposed which shall be due and payable to the county treasurer 30 days after removal or upon sale or transfer, unless the new owner has signed the Notice of Continuance. We have recently embarked on a park improvement plan at South Mason Youth soccer. The project calls for the construction of an irrigation shed, purchase and installation of a large booster pump and purchase and installation of an irrigation system to support six soccer fields . All of the work is to be accomplished with volunteer labor and donated equipment. After reviewing options, Public Works recommends a second honorary Kerry Road street sign be posted at Foothill Park Road which is the service road to the Hoodsport transfer station and county park. BACKGROUND . Kerry Schuffenhauer recently retired after 36 years of service at Mason County . Kerry was known for both being dedicated and committed to public service and for these reasons the Board is considering naming a road in her honor . Mason County Code chapter 14 . 28 describes addressing , road naming and road signing procedures . Renaming a road requires numerous changes with associated costs . For this reason many jurisdictions have established a process for approving honorary street names which provides an opportunity to recognize those who have made significant contributions to the community . Instead of actually changing the name of a street, San Diego will post a second sign at affected intersections identifying that city street as also an honorary street for a particular person or organization. The policy is modeled after similar approaches in New York City, Chicago and Memphis . Officials said the change will allow San Diego to honor more people more quickly because the process will be much easier, while also avoiding the hassles faced by nearby residents and businesses when the name of their street gets officially changed. "Individuals and organizations with full support of the public deserve to have a streamlined process without the red tape," City Council President Myrtle Cole said Dec. 1.3 when the council unanimously approved the new policy. Cole said she proposed the change after it took seven years for the city to re-name a small residential street in southeastern San Diego after Lakiba Palmer, a young Navy woman killed in action 16 years ago. when terrorists attacked the guide&missile destroyer Cole in Yemen. Councilman Scott Sherman said the change would be welcomed by residents and businesses on affected streets . "It's a big hassle to change billing addresses, mailing addresses, business cards — all those things," Sherman said. Officials said the new policy doesn't eliminate the opportunity to officially change the name of a street, it just creates a less formal way to honor people when that seems like the appropriate move. The honorary street name signs will have brown backgrounds and a white border, in contrast to San Diego's official street signs with green or blue backgrounds . They will be placed either above or below the official street sign. The new policy also limits honorary name changes to one block and requires support from local community leaders and the council member representing the district where the street is located. Each council member will be limited to two honorary name changes per four-year term in office, and money for the signs will come from the budget of their council office. The signs are expected to cost between $12o and $ 285 depending on avariety of factors. This property has approximately 98 - acres of profitable timber on the parcel that the Department of Natural Resources has estimated to be worth between $ 0 . 5M to $ 1M . To preserve and improve the timber growth , Public Works is recommending thinning the timber . It is unknown when or if this property has been thinned since purchased in 1992 from Simpson Timber Company . Public Works would like to also hire a consulting forester to evaluate the timber on the property and assist with determining the harvest and managing the project .
