Call to Order—The Chairperson called the regular meeting to order at 9:03 a.m. 2. Pledge of Allegiance—Cmmr. Shutty led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3 —Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Washington State Liquor and Cannabis Board sent a liquor license application for The McCreavy House Museum of Hood Canal held at Skokomish Valley Grange Hall 2320 West Skokomish Valley Road, Shelton. 4.1.2 Secretary of the Interior sent in notification that the Department of Interior issued payments under the Payments in Lieu of Taxes (PILT) program for 2018. 4.1.3 Cheryl Alexander sent a letter regarding the sliding of the rock wall on North East North Shore Road. 4.1.4 Marilyn Vogler submitted an application for the Mason County Planning Advisory Commission. 4.2 News Release- Mason County and City of Shelton Recycling Press Release Staff: Bart Stepp 4.3 News Release- Eells Hill Transfer Station 1/2 day closure Staff: Bart Stepp 5. Open Forum for Citizen Input— 5.1 Steve Gilmore spoke about the new recycling guidelines and their impact to various counties. 6. Adoption of Agenda - Cmmr. Drexler/Shutty moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes—June 19, 2018 Regular Meeting Minutes Cmmr. Shutty/Drexler moved and seconded to approve the June 19, 2018 regular meeting minutes. Motion carried unanimously. N-aye; S-aye; D-aye. 8. Approval of Action Agenda: 8.1 Approval to award $197,192 from the Treatment Sales Tax fund (TST) and enter into contracts for an 18 month term with a start date of July 1, 2018 with the following agencies: TST Agency 120 692 Northwest Resources II 76,500 Behavioral Health Resources Total: 197,192 8.2 Approval to nominate Jennifer Baria to the Pacific Mountain Workforce Development Board of Directors for a three year term ending July 10, 2021. 8.3 Approval of warrants Claims Clearing Fund Warrant #s $ Direct Deposit Fund Warrant #s $ Salary Clearing Fund Warrant #s $ Treasure Electronic Remittance for June 2018 $ 3,563,614.88 8.4 Approval to extend Rik Fredrickson's appointment on the Solid Waste Advisory Committee through October 31, 2018. Shutty/Drexler moved and seconded to approve action items 8.1 through 8.5. Motion carried unanimously. N-aye; S-aye; D-aye. 9. Other Business (Department Heads and Elected Officials) Cmmr. Drexler said she was contacted by a citizen who is being affected by changed mapping and would like to meet with the Board to share what has happened with their land. She asked that the citizen be allowed to attend a briefing. Cmmr. Shutty and Neatherlin agreed. 10. 9:30 a.m. Public Hearings and Items set for a certain time— 10.1 Public hearing to consider the resolution adopting the amended 2018 Annual Construction Program. Staff: John Huestis John Huestis explained this is hearing part of the requirements set in WAC 136-16. He noted this would supersede resolution 73-17. If the project is not on the list, Public Works is not legally allowed to work on the project. With this amendment eight projects will be added, which are listed on the attachment to the resolution. The funding increase with the addition of these projects is $231,000. Cmmr. Drexler questioned the project on Bear Creek Dewatto Road. John explained it is a two part process, the first is guardrail installation and the second is a portion of work to prepare for another project in 2019. No public comment received. Cmmr. NOW THEREFORE, BE IT RESOLVED by the Board of Mason County Commissioners, in regular session hereby,replaces Resolution 73-17 with the attached Annual Construction Program for 2018, adopting as set forth in detail,which are incorporated and made part of this Resolution.
