Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance— Cmmr. Drexler led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin Shutty; Commissioner District 3 —Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Washington State Liquor and Cannabis Board sent a marijuana license for Blacksmith Farms 6251 Northeast Beer Creek, Dewatto Road, Belfair. 4.1.2 Washington State Liquor and Cannabis Board sent a liquor license application for Harstine Island Community Club 3371 East Harstine Island Road, Shelton. 4.1.3 State of Washington Department of Health sent an Administrative Order reclassifying approximately 350 acres of the Oakland Bay Commercial Shellfish Growing Area in Mason County from "Conditionally Approved"to"Approved"and 19 acres from "Conditionally Approved"to"unclassified". 4.2 News Release: 2018 Burn Restrictions Staff: Dave Windom 4.3 News Release: Planning Advisory Commission Vacancies Staff: Kell Rowen 5. Open Forum for Citizen Input— 5.1 Ralph Voelker spoke about the Camp Hohobas property and spoke about the goals for the property. 6. Adoption of Agenda - Cmmr. Approval of Minutes—June 11th and June 25, 2018 Briefing minutes; June 12, 2018 Regular meeting minutes Cmmr. This project is submitted by Mason County PUD 3. (Ex.C-rtes.47-18) Cmmr. Drexler/Shutty moved and seconded to approve action items 8.1 through 8.7 with the deletion of 8.6. Motion carried unanimously. N-aye; S-aye; D-aye. 9. Other Business (Department Heads and Elected Officials)- 9.1 Mason County Clerk, Sharon Fogo, thanked the Board for passing the budget and supplemental transfers at the June 26, 2018 meeting to fill vacant positions. 10. 9:30 a.m. Public Hearings and Items set for a certain time- 10.1 Approval of the Franchise Agreement Application received by Riverhill Home Owners Association granting permission to have their existing water system in the county right of way on Riverhill Drive, Mahoney Drive and Riverhill Lane. Staff: Loretta Swanson Loretta Swanson said this project is for improvements in the Riverhill Home Owners Association. She explained the reasoning for a franchise agreement with the various associations in the area and how that protects the County and the property owners. This agreement is good for 10 years. Conelly Watson asked if this is an"A"or"B"system. Loretta answered it is a Group A system. Cmmr. Shutty/Drexler moved and seconded approval of the Franchise Agreement Application received by Riverhill Home Owners Association granting permission to have their existing water system in the county right of way on Riverhill Drive, Mahoney Drive and Riverhill Lane. Motion carried unanimously. N-aye; S-aye; D-aye. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. Replacing Resolution 38-12 WHEREAS, the Washington State Auditor's Office (SAO) define reserved cash and investment balances for cash basis accounting/financial reporting. WHEREAS, the Mason County Human Resource Department has been directed to begin the recruitment process to fill the position of Public Works Deputy Director/County Engineer; NOW, THEREFORE BE IT RESOLVED that the Board of Mason County Commissioners does hereby designate Jerry W. RESOLUTION AMENDING RESOLUTION 57-17 ADDING THE MASON COUNTY FIBERHOODS— RURAL BROADBAND FIBER NETWORK PROJECT TO THE COMPREHENSIVE ECONOMIC DEVELOPMENT STRATEGY PROJECT LIST FOR 2018 WHEREAS, in the agreement between Mason County and the Economic Development Council (EDC), one of the tasks is to compile the Comprehensive Economic Development Strategy(CEDS) list for Mason County, Washington; and WHEREAS, Mason County PUD 3 has requested the CEDS list be amended to add the Mason County Fiberhoods—Rural Broadband Fiber network Project. Fully constructed. this fiberhood project will provide 500 connections for end users in seven rural areas of Mason County: and WHEREAS, PUD 3 is submitting a$993,000 application to the Community Economic Revitalization Board's Rural Broadband Program and this fiberhood project must be on the CEDS list in order to qualify; WHEREAS, the EDC has recommended this fiberhood project be added to the CEDS list of projects; NOW, THEREFORE BE IT HEREBY RESOLVED, that the Board of Mason County Commissioners amends the 2018 CEDS list by adding the Mason County Fiberhoods—Rural Broadband Fiber network Project.
