Executive Session—RCW 42.30.110(1)(i)Litigation Executive Session—RCW 42.30.110(1)(b)Real Estate Commissioners Neatherlin,Drexler and Shutty met in executive session for litigation and real estate from 9:00 a.m.to 9:50 a.m.with Tim Whitehead and Frank Pinter. 9:30 A.M. Support Services—Frank Pinter Commissioners Neatherlin,Drexler and Shutty were in attendance. • Ross McDowell presented a memorandum with North Mason School District for water service at Sandhill Sports Complex was approved to move forward. • Final review of 2019 Budget Guidelines. Jennifer asked about the Traffic Diversion and should this be contingent on an agreement. Cmmr.Drexler stated she planned for the increase to be for 2018 only and she requested it be reduced to$1.5M. Cmmr.Shutty supports keeping it at$2.1M with the caveat it could be reduced;Cmmr.Neatherlin would like to see$1.5M and keep the option of$2.1M Sheriffs office should be providing a mid-year update on the Traffic Diversion.Terri—if reduced to$1.5M she would like to put the$500K to future roads budget line for the Belfair Connector; Jennifer—one amount into MUNIS and both amounts can go into the budget narrative. The 2018 budget will be brought forward(in this case$2.1M for Traffic Diversion)and include in the narrative what it takes to reduce the Diversion to$1.5M. Cmmr. Neatherlin stressed the importance of receiving the narrative with the$1.5M option. New positions approved at June 26 for the Auditor,Clerk,and Treasurer—include in Budget Level 1. Request workload indicators with a 3-year history. • May 2018 Financial Statements were reviewed. • Out of class pay for eight employees who have been receiving out of class pay due to increased responsibilities for an extended length of time. Staff is looking for direction on whether to reclassify them since out of class if typically a short term solution. Frank will check with Directors and bring this back. • Frank asked if there are any projects to add to the CEDS list for 2018—2019. The sewer connector to Port of Bremerton;remove Simmons Road. PUD 3 has requested the CEDS list be changed now to add their Fiberhood project in order for them to meet a grant deadline of July 10. The PUD 3 project is on the July 3 agenda. • Appointment to Board of Equalization will be brought back next week. • Approval for the Property Manager to enter into direct negotiation to sell two tax title parcels that didn't sale in the Treasurer's foreclosure sale. • Approval for the Memorial Hall application to the Mason County Heritage Grant to restore the flooring. • Cmmr.Drexler brought forward the request from Timberlake for a special use to decrease the distance from shore for buoys and waterskiing to 100 feet(from 150 feet). However in the current regulation there is the language that states when special use designations conflict with other regulations,the more restrictive regulations shall apply. Cmmr. Drexler asked the Board if they are willing to strike the language in 9.04.230(g). Cmmr. Neatherlin recalled part of the conversation for staying with 150'was to prevent shoreline/dock damage. Cmmr.Drexler stated there is no science for a particular distance from shore. She reviewed the three factors the Board is supposed to consider when petitioned for a special use—9.04.230(d)(1)improve/enhance public use;(2) increase public safety of life and property;(3)increase the public liability. Cmmr. Neatherlin believes if the reduction from shore is considered,the conversation should be for all lakes. Cmmr.Shutty requested time to review and bring this back for briefing in a couple of weeks. Board of Mason County Commissioners'Briefing Meeting Minutes July 2,2018 10:30 A.M. BREAK 10:45 A.M. Community Services—Dave Windom Commissioners Neatherlin,Drexler and Shutty were in attendance. • Add a position temporary full time position funded with$42K grant funding to assess and investigate water quality to prevent closure of shellfish beds due to preventable communicable disease. The new grant funding will cover.5FTE and.5FTE will come from existing water quality grant work. Approved to move forward. • Community Leadership Award to recognize an individual or organization for exemplary achievement. The nominees would be brought forward by a department and approved by the Commissioners. Cmmr. Shutty supports the award but wants a formal process to make sure it's a meaningful award. Cmmr.Drexler supports the award with tying to the Community Health program. Cmmr.Neatherlin supports establishing an award program but it needs some sideboards. Will be brought back for additional briefing. • Planning Advisory Commission news release for two open seats will be read at tomorrow's meeting. • Implementation of submittal appointments to better align future workflow process for the new permitting process and current demand. The request is to implement an appointment process for commercial and large complex project submissions. • Permit Activity Report was presented and the residential building permit lag time is 8 weeks. • Staff discussed the HOST contract. The current request moves$20,000 from stipends to staffing encouraging outreach and meeting program requirements for coordinated services and reporting. Reporting from the vendor has been an issue and staff has spent a lot of time talking to the vendor. There is currently not a contract and the direction was for staff to continue to negotiate a contract. • Public Benefit Rating System update. The Planning Advisory Commission held a public hearing in June and the hearing is continued to August. Cmmr.Drexler stated this means 2019 assessments will not be made under the new program and she asked the Commissioners if they are ready to take on this program. Cmmr. Shutty wants a recommendation from PAC. Kell brought up the reevaluation process for the 300+ existing parcels and is not sure how existing staff will handle the increased workload. Approved agreements must be done by August to be applicable to the following tax year. Cmmr.Neatherlin sees this program as a new tool and wants to make sure it's done correctly. Briefings will be scheduled as staff has prepared edits to the proposed program and suggestions on how to implement the new program so the workload can be handled. • Dave has met with Erica at Squaxin Island Tribe for a mapping project to determine buildable residential areas. • The Treatment Sales Tax awards have no signed contracts so they will be removed from the agenda and will not be placed on the agenda until signed contracts are submitted. 11:30 A.M. Public Works—Jerry Hauth Utilities&Waste Management • Approval to reappoint Rik Fredrickson to the Solid Waste Advisory Committee(SWAC); approval to fill a Truck Driver,Accountant and Engineer positions that are vacant. A news release regarding recycling will be circulated. • Belfair Mobility Plan will be ready for review and comment; Phase II Municipal Stormwater Permit will be coming for review. • Staff will be working on updates for the CEDS list. • Cmmr.Drexler provided an update on the meeting with DNR regarding the conservation area at Dewatto Bay and the landowners don't want public access. Noon Cmmr.Drexler briefed Sheriff Salisbury and Chief Spurling on the request for changing the distance from shore from Timberlake. Cmmr.Shutty will be meeting with Tim Board of Mason County Commissioners'Briefing Meeting Minutes July 2,2018 Whitehead. In the Boating Regulations it does ask for a report from the Sheriff addressing safety and enforcement issues. Sheriff Salisbury brought up the over-the- transom exhaust boats and stated they are prohibited in many counties because they are so loud. Wake boats also continue to be a problem because of the property damage they cause. Sheriff Salisbury stated it could be a problem having different regulations on different lakes. Enforcement is difficult to determine distance from shore and for noise. Each lake is unique and water sports are changing. Cmmr. Shutty wants to continue to think through the impact of reducing distance from shore on Timberlake. Cmmr. Salisbury noted that many property owners are part-time residents.
