9:00 A.M. Presentation of 2019 Budget Guidelines—Jennifer Beierle
Commissioners Neatherlin,Shutty,and Drexler were in attendance
• Jennifer presented the 2019 budget guidelines and emphasized the fact that preliminary
budgets are due to the Auditor by close of business August 13,2018. She also stated that
the Board will not entertain increases in the 2019 Current Expense Budgets as Current
Expense revenues are forecasted to decrease by 1.5%.
9:15 A.M. Support Services—Frank Pinter
Commissioners Neatherlin,Shutty,and Drexler were in attendance
• Jennifer Beierle presented a draft Financial Management Policy and explained that there
is no central policy in place at this time. She noted that the Finance Committee has not
seen the draft policy.Once they do review it and add any applicable updates,it will come
back to the Board for adoption.
The Commissioners questioned various sections of the draft and suggested edits.
• Dawn announced that Bob McKibbin stepped down from the Board of Equalization and
she asked if an applicant from the interviews held June 5,2018 would be acceptable or if
she should repost the vacancy.Cmmr. Shutty suggested Janis Loomis;the other
Commissioners agreed.Dawn said she would contact Janis about filling the vacancy.
• Discussion was had about the CDBG grant and allowed uses.
• Frank brought up Lake Kokanee and the fact that many concerned citizens have been
inquiring why the lake is restricted from internal combustion engines.Cmmr.Neatherlin
suggested a 5th Tuesday meeting in Cmmr. Shutty's district to speak with concerned
citizens regarding this subject.
• Frank discussed a possible meeting with Department of Natural Resources regarding
Camp Hahobas and asked if anybody specific should be in attendance.Cmmr.Neatherlin
stated that he would prefer meeting with the Boy Scouts as it is their property.
• Frank announced that Grays Harbor County has contacted him about the possibility of an
RFQ for a potential regional jail.Cmmr.Drexler voiced concerns about working with a
separate county and making sure both sides agree on all policies and operations.Cmmr.
Shutty also voiced concern and suggested a board be in place such as the one under
Macecom.The Board agreed to move forward with an RFQ.
10:00 A.M. Executive Session-RCW 42.30.110(l)(i)Litigation
Executive Session—RCW 42.30.110(1)(b)Real Estate
Commissioners Neatherlin,Shutty,and Drexler met in executive session for Litigation
and Real Estate from 10:00 a.m.to 10:34 a.m.with Tim Whitehead and Frank Pinter.

10:39 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Shutty,and Drexler were in attendance
• Lydia Buccheit talked about the Treatment Sales Tax Fund(TST)and Jail mental health.
A tracking spreadsheet was given to the Board listing all departments using funds from
the TST.
• Todd noted that the Housing and Behavioral Health advisory board only has one
applicant so far.Cmmr.Shutty suggested putting a Facebook post together that can be
shared on the various County pages.
• Kristopher Nelsen presented a draft resolution and policy regarding electronic signatures.
Frank noted that a county wide policy is currently in the works,but he has no issues with
the Building Department moving forward as they need electronic signatures for online
permitting.The Board approved moving forward with the resolution on the July 17m
agenda.
11:00 A.M. Public Works—Jerry Hauth
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Drexler were in attendance
• Bart announced another half day closure at Eells Hill Transfer Station
• Cyndi Ticknor asked permission to post Merrilee Kenyon's spot after she moved into the
Finance Manager position at Public Works.The Board approved.
• Jerry talked about the speeding on Gladwin Beach noting that they have figured out who
seems to be speeding and will be going out with the Sheriff to speak with the citizen.
• Discussion was had about the Puget Sound Industrial Center sewer connection.

11:30 A.M. Juvenile services—Jim Madsen
Commissioners Neatherlin,Shutty and Drexler were in attendance
• Jim spoke about a vacant position that has been filled internally causing another vacancy.
He discussed the functions of the open position and asked to change the job to a Full
Time Juvenile Counselor Position.Cmmr.Drexler explained that this increase would
most likely need to be done through the BOCC due to the fact that increases are not being
accepted for the 2019 budget.
Cmmr.Shutty asked for a number of cases and how this staffing would help.Currently,
there is a coordinator,four counselors,and a support position as a counselor assistant.
That staff is currently handling 218 cases.Cmmr. Shutty then questioned the impact of
not reclassifying the position and leaving it as is to which Jim answered he would fill the
position as it stands and keep moving forward as best as possible.
Cmmr.Neatherlin suggested Jim speak to Frank Pinter about reclassification of the
position.
