9:00 A.M. Support Services—Frank Pinter
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Frank reviewed the June 2018 financial statements. Current Expense cash balance is
$6.8M compared to$5.6M in June 2017.
• Sheriff Command Staff Salary Resolution was reviewed. The proposal is to rescind the
Command Staff resolution and include these unclassified positions into the Non-Union
Employee Salary Resolution. Cmmr. Shutty agrees with HR recommendation—line 2;
Cmmr.Drexler concurred. This aligns those positions with the comparative counties.
• Motorboat regulations for Timberlake. Cmmr.Drexler stated the residents on the lake
are proposing making the regulations less strict on Timberlake for buoys to be set at 100
feet rather than 150 feet. Cmmr.Shutty stated he is willing to review a petition;Cmmr.
Neatherlin stated if a petition is received it would be considered through the hearing
process. He is not a fan of special regulations for a particular lake to make it less
restrictive. In the Special Use regulations it states the more restrictive regulations shall
apply.
• Lake Kokanee—it is unknown of how Lake Kokanee got added to the restricted lake list
that doesn't allow combustible engines;Cmmr.Neatherlin doesn't believe it is a
scriveners error and it could be changed using the hearing process;Cmmr.Shutty—let
residents know it is Code for whatever reason and come forward with a process to
consider changing.
• June to June COLA—2.7%and at 80%it is 2.16%.
• Kelly Bergh has been hired as the Financial Assistant in Support Services.
• Frank has talked to DNR regarding Dewatto Bay.
• Cmmr. Shutty reported that JLARC is recommending the multi-housing tax preference be
removed and believes we will have the opportunity to comment. Need to have a
conversation to stimulate growth.
• Janus Supreme Court ruling that no agency fee or any payment to union may be deducted
from an employee's wage unless the employee consents to pay. There are now issues
whether union employees should be approached to reaffirm their union membership.
Staff will be attending webinar training and will bring back more information.
10:00 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Dave reviewed two amendments to the Consolidated Contract providing$42K to the
Communicable Disease Services and$500 for Perinatal Hepatitis B and$5,600 for
Immunization program.
• Dave stated they need additional staff to keep up with the workload in the Building
Department. Cmmr.Neatherlin suggested looking at raising fees in order to afford
additional staff; Cmmr.Shutty agreed options need to be considered in order to speed up
the permit issuance process;Plans Examiner and clerical support are needed which frees
up the Building Inspectors,right now he is redirecting Code Enforcement staff to do
inspection work; Dave said a 10%fee increase will buy one staff person and it will take
until September to get someone on board and a fee hearing will need to be held;Dave
will bring back a cost analysis next week of fees;he is also considering allowing a fee to
move a project to the front of the line. Recommending outsourcing commercial projects.
• Consolidated Homeless Grant adding$43,690 to Crossroads Housing was approved to
move forward.
• Petition received on a gravel pit in the north end of the County. Kell explained that
SEPA rules allow for a public meeting. Concerns are traffic and the finding that this is a
legal mining operation which was determined by staff because it has historically been a

gravel pit. Michael is trying to schedule a public meeting involving WSDOT,DNR and
Ecology in order to know what can be mitigated and educate the public. Michael said the
county's involvement is issuing a logging permit which needs to go through the SEPA
process which allows mitigation.
• Cmmr. Shutty asked for an update on the HOST contract. Todd Parker explained it is
still open and continue to negotiate with the vendor. They continue to have outstanding
reports and missing data. Cmmr. Shutty stated accountability is important. Dave is
meeting with staff and will bring forward a recommendation.

10:30 A.M. Mason County Sheriffs Office—Chief Spurling
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Review of the 2018 2nd quarter for Traffic Diversion funds. Total time and effort for the
eight dedicated traffic deputies is at$1,145,654.97 or 47%of the Traffic Diversion total
of$2,160,000. For an eight week period a deputy has been assigned to Road project
work. Alternatives to sentencing information for litter clean up was reported and is not
part of the Traffic Diversion program. The removal of abandoned vehicles was discussed
—disabled vehicles have someone at the vehicle and abandoned vehicles have no one at
the vehicle and that's different than hulk vehicle inspections which are on private
property. Another category is vehicle impounds. All work on roads within the County
can be counted towards the CRAB requirements except for those within City limits.
• Chief Spurling offered his help on the Boating Regulations to see if there is a way to
make changes that can apply to all lakes.

11:00 A.M. Thurston County Developmental Disabilities—Jennifer Popchockhakim
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Jennifer provided information on the Developmental Disabilities program in Mason
County. Jennifer stated they are developing a High School Transition Committee in
Mason County. Jennifer explained the funding sources which is WA State Developmental
Disabilities Administration(DDA)contract($598,366),County Millage($87,215)and
WA State Division of Vocational Rehabilitation School to Work Contract($8,670)and
how this is spent to provide services in Mason County.Two of the subcontractors are
Career Quest and Exceptional Foresters(EFI).They issue a request for proposal for the
contract process and have a panel of six who review the RFP's. An area that is under
served are the senior developmental disabled population and Jennifer is hoping to learn
more about this group of people.

2:00 P.M. Public Works—Jerry Hauth
Utilities&Waste Management
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Request to apply for Fish Barrier Removal Board grants for three projects—Dayton Creek,
Uncle John's Creek at MP 1.02 and Uncle John's Creek at MP.64,was approved
• Approved to contract for Construction Project Inspector Services and authorization to fill
an engineer position that has been vacated(Jon Peterson).
• Bart provided information on the Solid Waste Privatization request for proposals and a
request to delay this process by 90 days(proposal deadline is now at 8/10/18). The
request for delay is to wait for a decision from Cowlitz County on the ownership and
operation of their Headquarters Landfill which affects the long-haul trucking portion of the
proposal.

• Bart reported that a septic tank in North Bay area had to be replaced due to a pump failing
that was in the septic tank and how the Code is written,it was the County's responsibility.
• Letter of support from the Skokomish Watershed Action Team—Jerry will get
confirmation if there is Board action needed.
• Jerry provided information on a July 19 meeting that Kitsap County has scheduled to
discuss their major capital projects in the next 20 years.Part of the discussion will be the
sewer project to the Port of Bremerton. There was discussion of whether to request
funding from the legislature,how much and for what.
• Jerry then addressed the Belfair Bypass and the possibility the project may go away in
WSDOT's budget and suggested SCJ's contract be amended to have this project
monitored. The Commissioners asked what would the scope of work be and how would
SCJ impact any WSDOT decisions. SCJ would attend stakeholders meetings and provide
the project the time that is needed. Staff will be bringing forward a proposal.
