9:00 A.M. Executive Session—RCW 42.30.110(1)(i)Litigation
Commissioners Neatherlin and Drexler met in Executive Session for a litigation matter
from 9:00 a.m.to 9:30 a.m. Chief Deputy Prosecuting Attorney Tim Whitehead,Frank
Pinter and Dawn Twiddy were in attendance.
9:20 A.M. Executive Session—RCW 42.30.110(1)(f)Complaint Against Public Officer or
Employee
Commissioners Neatherlin and Drexler met in Executive Session to review a complaint
against a public officer or employee from 9:30 a.m.to 9:50 am. Chief Deputy
Prosecuting Attorney Tim Whitehead,Frank Pinter and Dawn Twiddy were in
attendance.
9:30 A.M. Support Services—Frank Pinter
Commissioners Neatherlin and Drexler were in attendance. Commissioner Shutty was
absent.
• Approval to move forward the news release for the Summer 2018 Mason County
Heritage Grant cycle.
• Continued briefing from May for the CDBG Economic Opportunity grant revision to the
Scope of Work for the sub-recipient,Enterprise for Equity(E4E). One of the changes is
the number of participants in the microenterprise training to reflect a more accurate figure
from 221 to 120,Lisa Smith stated they have served 148 participants. The Board
approved moving forward the change.
• Lisa Smith,E4E,asked if the loan program can be moved forward. Frank stated a loan
policy will be coming forward for the Board's review at next week's briefing. E4E will
do the loan management. Lisa stated they currently manage 3 USDA loans. There was
discussion of where the loan money will sit—in the Treasurer's office or an independent
bank. That will need to be determined.
• Final review of the requested Supplemental Appropriations and Budget Transfers to the
2018 budget for the hearing that will be set on June 26. Frank reported he has discussed
the requests with Cmmr. Shutty who is fine with moving this forward as presented and
changes could be made at the hearing. Commissioners Neatherlin and Drexler provided
some amendments and the agenda will be revised.
• Approval to place the ordinance creating the lake management district for Mason Lake on
the June 26 agenda and set a public hearing on July 24 to hear objections to the rates and
charges.
• Approval to place the resolution distributing the PUD privilege tax on the agenda.
• Approval to place a letter of no objections for the HUB on the June 12 agenda.
• 10:25 am. to 10:38 a.m.Commissioners Neatherlin and Drexler went into Executive
Session,RCW 42.30.110(1)(b)to consider the purchase of real estate.Frank Pinter,
Ross McDowell and Dawn Twiddy were in attendance.
10:30 A.M. The Commissioners took a 5 minute break. .
10:45 A.M. Public Works—John Heustis
Utilities&Waste Management
Commissioners Neatherlin and Drexler were in attendance. Commissioner Shutty was
absent.
• Approved to move forward:News Release for County Road Chip Seal and Restriping;
Franchise agreement with Port of Allyn; Set hearing on July 10 to amend the 2018

Annual Construction Program to add eight projects. Sarah provided an update on the
sidewalk work in Belfair. The intent is to complete this project in 2018.
• Review of the budget amendments to Fund 105(Road)and Fund 192(Skokomish Flood
Control Zone)and Fund 480(Stormwater). This will be included in the June 26 budget
hearing.
• John announced they received a$1.6M federal grant award for road work in Skokomish
Valley—"the dips". This will be used as a 20%match for the Floodplains by Design
grant request,which has been requested but not awarded.
• Satsop/Cloquallum mitigation project need Board approval to call for bids. This will be
briefed next Monday and placed on the June 19 agenda.
• Bart provided information on the funding request through DOE for the design of a
collection system expansion for the Belfair Sewer System. The funding request was for
$750K with a 50%match from the County. DOE's three conditions is that the County
put in writing that the existing septic systems within the Old Belfair Highway area will be
required to connect to the expanded collection system when it is built;confirmation the
County will do sufficient public outreach to ensure the majority of the public supports the
project;submit a copy of the final financial analysis report by FCS to Ecology.
Cmmr.Neatherlin supports not taking the$750K and requested permission to negotiate
for$200K to expand up the hill. Cmmr.Drexler agreed but wants the expectations and
conditions to be made clear and wants the details.
11:30 A.M. WSU Extension Office—Dan Teuteberg
Commissioners Neatherlin and Drexler were in attendance. Commissioner Shutty was
absent.
• Dan provided a Spring 2018 Quarterly Report. Accomplishments include 4-H camp and
participation in the Grays Harbor Fair;ACEs training will be held this Friday at the Civic
Center;the Master Gardner program has had a successful plant sale and planning for a
garden tour.
Commissioner Discussion
Cmmr.Neatherlin had fiuther discussion of past discussion with Ecology regarding the
Belfair Sewer.
BREAK—NOON
2:00 P.M. Parks&Trails Advisory Board Interviews
Cmmr.Drexler and Neatherlin interviewed four applicants for the Parks&Trails
Advisory Board.
Commissioner Discussion-Cmmr.Drexler and Neatherlin agreed to appoint Mary Miller,
Mike DiMatteo and Jeanne Robinson to the Parks and Trails board and asked to have
their appointments on the June 19`'agenda.
