9:00 A.M. Commissioners Neatherlin and Drexler met in Executive Session—RCW 42.30.110(1 Xi)
for a litigation matter with Tim Whitehead and Frank Pinter from 9:00 a.m.to 9:23 a.m.
9:25 A.M. Support Services—Frank Pinter
Commissioners Neatherlin and Drexler were in attendance. Cmmr. Shutty was absent.
• The draft 2019 Budget Guidelines were reviewed. Discussion of whether or not to
submit a biennium budget. Cmmr.Neatherlin supports a"shadow"budget,which is not
a separately adopted budget.
• Jennifer stated there is a change for the Tuesday budget hearing to remove the$7K grant
from Archives because it will not come in as revenue and the bills will be paid directly
within the state agency.
Commissioner Discussion
The Commissioner discussed a variety of issues including Rob Drexler's role on a state
board regarding rural septic maintenance;City of Shelton concerns with the BHO
treatment building(former PUD 3 building);the homeless housing awards and Dave
Windom may be bringing in some revisions;an idea of a hostel and other options for
dealing with the homeless; dealing with the opioid problem with jail inmates by using
Suboxone and the issues with that and the concern of potential cost to the County.
Cmmr.Drexler will try to have a conversation with Chief Hansen.
Tim Whitehead shared information on a property matter.

10:15 A.M. Community Services—Dave Windom
Commissioners Neatherlin and Drexler were in attendance. Cmmr. Shutty was absent.
• Approval to move forward the amendment to the Ecology grant for the Solid Waste
program increasing the amount.
• Dave reported he is appointing Alex Paysee as interim Environmental Health Manager as
they move through the hiring process to replace Debbie Riley.
• Treatment Sales Tax awards-Dave suggested awarding 18-month contracts. There was
discussion of the negotiation process staff had with the vendors. Staff asked to move the
contracts to the agenda for approval. Cmmr.Drexler is good with approving contracts
that the vendor has signed and requested copies of the Scope of Work and deliverables.
• Debbie Riley reported that Department of Health has reclassified approximately 350
acres of Oakland Bay/Commercial Shellfish Growing Area in Mason County from
Conditionally Approved to Approved and 19 acres from Conditionally Approved to
unclassified.
• Jeromy Hicks stated burn restrictions,Phase I,will be implemented the first part of July.
Jeromy explained how illegal bums are dealt with.
10:45 A.M. Public Works—Jerry Hauth
Utilities&Waste Management
Commissioners Neatherlin and Drexler were in attendance. Cmmr. Shutty was absent.
• Surplus of old County Blue Box Recycle boxes was approved.
• Request to designate Jerry Hauth as Acting County Engineer with the resignation of John
Huestis. Jerry asked about increasing the pay of John Huestis to retain him by combining
the Director and Engineer position. The Board is not interested in this proposition.

• Cmmr.Neatherlin presented a request from Gladwin Beach for rumble strips to slow
traffic.
• Cmmr.Neatherlin reported a dead tree on Highway 3 near the tressel and Jerry will look
into it.
11:15 A.M. Auditor's Office—Leo Kim
Commissioners Neatherlin and Drexler were in attendance. Cmmr.Shutty was absent.
• Leo presented an update resolution for the fund balance reserve policy based on cash
basis financial reporting. Discussion of the Current Expense Reserve Policy which
would commit the funds internally;for external financial reporting,there would not be a
commitment. The Current Expense Reserves could be budgeted using the ending fund
balance(508)BARS accounting. The resolution will be placed on an agenda for
approval.
• Short discussion of the Inmate Commissary which is a fiduciary fund for the inmates
money and there is a budgeted Commissary budget in the#140 Fund.
• Cmmr.Drexler asked that the Audit Committee report to the Board when they have
meetings. Leo will provide a report showing the ending fund balances and applicable
RCW's for the Budget Committee.
11:30 A.M. Mason County Economic Development Council—Jennifer Baria
Commissioners Neatherlin and Drexler were in attendance. Cmmr. Shutty was absent.
• Jennifer reported on a food processing plant"Project West"that is seeking to develop a
food processing plant west of Mississippi. The determination is that there is not a lot of
industrial lands to market for this type of development. Two lands in the north end were
submitted,one parcel located in Mason County and one located in Kitsap County.
• Jennifer would like to develop a business prospect list that would provide what type of
services are needed that could be shared with property owners.
• Discussion of developing an enabled expedited permitting process for commercial
property much like Kitsap County has.
• Jennifer shared the project submission form for the Comprehensive Economic
Development Strategy(CEDS)that is in the process of being updated.
