EXECUTIVE SUMMARY: The budget guidelines are required to go out to departments on the second
Monday in July, per RCW 36.40.010. The draft budget guidelines were briefed to the BOCC on June 18th,
and went out to departments after the briefing for review and comment.
BUDGET IMPACTS:
RECOMMENDED OR REQUESTED ACTION: Recommend the Board approve the 2019 draft budget
guidelines be emailed to departments on July 9th, 2018.

Background: This Amendment will increase the contract amount from 89,860. To
116,526 for the contract years 2017-2019. The increased amount from Ecology is
20,000 and 6,667 matching will come from the tipping fee that is currently funding the
solid waste program. The outcome is to move the illegal solid waste complaints
resolved from the 220 projected amount up to 250 for the corresponding time frame.
This contract has a 25% match requirement that is provided through the tipping fee
the Solid Waste program currently receives.
RECOMMENDED OR REQUESTED ACTION: Move Amendment 1 of the
W2RLSFWA-1719-MaCoPH-0059 to the consent agenda.

PURPOSE: To amend the above-referenced agreement(AGREEMENT)between the state of Washington Department
of Ecology(ECOLOGY)and MASON COUNTY PUBLIC HEALTH (RECIPIENT)for the 2017-19 LSWFA Mason
Co PH SWE (PROJECT).
The purpose of this Amendment is to increase the Agreement budget by $20,000 state share from $67,395 to$87,395.
The new total Agreement budget will increase by $26,666.67 from $89,860 to $116,526.67. Funds to increase this
Agreement's budget comes from disbursement of unrequested funds from other RECIPIENT's during the Application
process.
The Agreement scope of work remains the same. Expected outcomes are increasing from 220 to 250 illegal complaints
resolved.
IT IS MUTUALLY AGREED that the AGREEMENT is amended as follows:

County expects facilities to remain in compliance and that 264 complaints or concerns are resolved over the two year
assistance agreement.

Task Description:
Activity: Solid Waste Facilities/Sites(Permitted/Exempt)
RECIPIENT will monitor solid waste handling facility compliance with applicable state solid waste regulations
including but not limited to Chapter 173-350 WAC(Solid Waste Handling Standards),Chapter 173-351 WAC
(Criteria for Municipal Solid Waste Landfills),Chapter 173-304 WAC(Minimum Functional Standards for Solid
Waste Handling),and any related local solid waste regulations,or codes. RECIPIENT will accomplish monitoring of
solid waste handling facilities and sites as prescribed by the applicable solid waste regulation(s), including but not
limited to permitting inspections and oversight,review of groundwater data,and annual review of financial assurance.
Ordinance development necessary to comply with chapter 173-350 WAC,including travel to attend Ecology sponsored
trainings,are eligible costs for reimbursement under this Agreement.
New solid waste permit applications and notices of exemption considered during the grant period for facilities not
listed in this task may be managed under this agreement. There are seven(7)solid waste facilities or sites currently

identified in Mason County with an active solid waste permit: Eells Hill Transferstation(including the Landfill and
Household Hazerdous Waste facility),Hoodsport Drop Box,Union Drop Box,Belfair Drop Box, Washington
Corrections Center Composting Facility,North Mason Fiber Company,and the Green Diamond-Dayton Limited
Purpose Landfill. Permit renewals for those facilities shall be issued per Chapter 173.350.710(3)WAC and Chapter
70.95.190 RCW. There are currently three(3)solid waste facilities or sites identified in Mason County in post closure
status: Eells Hill Municipal Landfill, Simpson-Matlock Woodwaste Landfill,and the Green Diamond Limited Purpose
Landfill.
RECIPIENT may inspect and monitor sites that are in"exempt"status. Effort must be made to work with additional
qualifying sites to establish them as notified and reporting"exempt"sites. There are nine(9)solid waste facilities or
sites currently identified in Mason County in exempt status:Mason County Garbage and Recycle,Mason County
Wood Recyclers,Allen M Shearer Trucking,Bill McTurnal Enterprises,Peninsula Topsoil,Brady Trucking(two
locations),Associated Steel,and Deer Creek Landscape Supply.
Activity: Solid Waste Investigation,Assistance,Enforcement
RECIPIENT will investigate solid waste related complaints or concerns,including,at the RECIPIENT's discretion,
assisting in the proper handling of abandoned or illegally stored junk or nuisance vehicles. RECIPIENT will offer
technical assistance about solid waste regulations and how to prevent violations and will enforce as necessary.
RECIPIENT will provide public education about proper handling and disposal methods,and how to prevent violations.
Task Goal Statement:
The goal of this task is to protect human health and the environment by preventing violations in the first place.
RECIPIENT expects to reach this goal by providing technical assistance and education,by monitoring for compliance
with state and local solid waste regulations, and by enforcing upon those in non-compliance when necessary.
Task Expected Outcome:
RECIPIENT will complete at least one inspection per calendar year at each permitted solid waste facility or site.
RECIPIENT will track facilities/sites monitored and include the information in quarterly progress reports, including
uploading a copy of inspection reports conducted in the quarter. RECIPIENT will file all issued permits as prescribed
herein.
RECIPIENT expects to investigate 250 solid waste related complaints or concerns, including,at the RECIPIENT's
discretion,assisting in the proper handling of abandoned or illegally stored junk or nuisance vehicles.

ITEM: Designating an Acting County Engineer
EXECUTIVE SUMMARY: Washington Administrative Codes (WAC) 136-12-020
and -030 requires the county's legislative authority, within five working days, to
notify the County Road Administration Board (CRAB) of the vacancy of the
County Engineer position and via resolution appoint an acting County Engineer
for an interim period not to exceed six month.
With the resignation of John Huestis as the Deputy Director/County Engineer
(effective July 12, 2018), Jerry W. Hauth, PE, the Public Works Director will act
also as the interim County Engineer for the next six months or until the
recruitment process is completed to secure an applicant to fill the vacant
position.
Recommended Action: Recommend the Board appoint Jerry W. Hauth as the
Acting County Engineer for Mason County for a period not to exceed six months
beginning July 13, 2018.

RESOLUTION NO.
IN THE MATTER OF DESIGNATING AN ACTING COUNTY ENGINEER FOR AN
INTERIM PERIOD, NOT TO EXCEED SIX MONTHS
WHEREAS, RCW 36.80.010 indicates the "The county legislative authority of
each county shall employ a County Road Engineer ..."
WHEREAS, the current Public Works Deputy Director/County Engineer, John
Huestis has resigned from his position effective July 12, 2018; and,
WHEREAS, WAC 136-12-030; requires a resolution attesting to the appointment
of an acting County Engineer to be approved and transmitted to the County Road
Administration Board.
WHEREAS, the Mason County Human Resource Department has been directed
to begin the recruitment process to fill the position of Public Works Deputy
Director/County Engineer;
NOW, THEREFORE BE IT RESOLVED that the Board of Mason County
Commissioners does hereby designate Jerry W. Hauth as the Acting County Engineer
for a period not to exceed six months beginning July 13, 2018.

Procedure during vacancy or change.
When a vacancy or change occurs in the office of county engineer due to resignation,
retirement, death or for any other reason,the county legislative authority shall take immediate
steps to find a replacement,either by promotion from within the organization if a competent and
eligible person is available,or by advertisement for, and interview of, qualified applicants. The
county legislative authority or county executive shall, in writing,by electronic email or official
letter,within five working days,notify the county road administration board of the vacancy or
change,and of the procedure to be followed during the period of vacancy. The notice to the
county road administration board shall state that the legislative authority or county executive has
reviewed the requirements within this chapter.
WAC 136-12-030
Acting county engineer.
If for any reason,it is impossible to employ a new county engineer immediately,the county
legislative authority shall designate,by resolution, an acting county engineer for an interim
period,not to exceed six months,except as provided in WAC 136-12-060. A copy of such
resolution shall be forwarded to the county road administration board.
If the acting county engineer is not a licensed professional civil engineer,the legislative
authority shall designate a licensed professional civil engineer to perform all engineering
services during the interim period as required by chapter 18.43 RCW, and the acting county
engineer shall perform only those functions of the office not requiring a professional civil
engineer's license.

ITEM: Surplus of old County Blue Box Recycle Boxes
EXECUTIVE SUMMARY: At Eells Hill Transfer Station there are 41 old blue box recycle
containers that the County owns but no longer uses. They are pretty rusted and are past their
useful life. However, one scrap metal company we talked to is interested in purchasing them
for scrap.
The estimated value of scrapping these boxes is greater than $5,000. Per MCC 3.40, the
County would need to declare these items surplus and then take them to an auction or have a
public call for bids for the boxes. It would be costly and impractical to take them to an auction
house. The most practical way to get rid of them is to have the County hold a public bidding
for them. The winning bidder would have the option of taking them away whole or cutting
them up on-site and hauling them away. All the associated costs for hauling and cutting them
away would be the responsibility of the winning bidder.
Cost Impact to the County: The estimated revenue from this surplus is $6,000 -
$10,000. This money would go into Fund #402, Solid Waste.
RECOMMENDED OR REQUESTED ACTION: Recommend the Board approve the surplus of
41 old recycle blue boxes located at Eells Hill Transfer Station that are no longer of use to the
County.

Mason Transit Authority is currently in the grant application process to Washington
State Department of Transportation in their funding assistance efforts through the
Public Transportation Regional Mobility Grant Program for the 2019-2021 biennium.
Mason Transit Authority is seeking the signing of a letter of support from Mason
County concerning the importance of purchasing coaches to sustain existing services
to the Worker/Driver Program by providing needed replacement vehicles. This service
is important to Mason County as it reduces vehicles on SR3.
BUDGET IMPACTS:
None to Mason County.
RECOMMENDED OR REQUESTED ACTION:
Approve signing letter of support on Mason County stationery and providing to Mason
Transit Authority prior to July 10, 2018, so that it may be included with the
application.
