1. Call to Order-The Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance -City of Shelton Cmmr. Kevin Dorcy led the flag salute.
3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2- Kevin
Shutty; Commissioner District 3 -Terri Drexler.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent three marijuana license
applications for the following; Mayflower Partners 311 E. Export Rd, Shelton;
Raindrop, and Dayton Delight 7511 W Shelton Matlock Rd, Shelton.
4.1.2 Washington State Liquor and Cannabis Board sent in a liquor license application for
Alderbrook Resort & Spa 10 East Alderbrook Drive, Shelton.
4.1.3 Darrin Moody sent in an application for Thurston-Mason Behavioral Health
Organization advisory board.
4.1.4 Jeff Carey and Cheryl Williams sent in applications for the Mason County Citizens
Advisory Budget Committee.
4.1.5 Washington State Housing Finance Commission sent a Notice of Continuance of
Public Hearing.
4.1.6 Mr. Christe brought in a thank you letter for Commissioner Drexler.
5. Open Forum for Citizen Input-
5.1 Charles Orthmann spoke about how he is no longer homeless. He spoke about the Aged, Blind,
or Disabled (ABD) program and thanked the County for their support. He announced that he
would like to step into office for the City of Shelton.
6. Adoption of Agenda - Cmmr. Shutty/Drexler moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-aye; S-aye; D-aye.
7. Approval of Minutes- March 5th and March 12, 2018 briefing minutes; March 6th and March 20, 2018
regular meeting minutes.
Cmmr. Drexler/Shutty moved and seconded to approve the March 5th and March 12,
2018 briefing minutes; March 6th and March 20, 2018 regular meeting minutes.
Motion carried unanimously. N-aye; S-aye; D-aye.
8. Approval of Action Agenda:
8.1 Approval of the State Homeland Security Program FY-17 grant contract #E18-156
and approval to allow the Emergency Management Manager to sign the contract on
behalf of Mason County.
8.2 Approval of a State of Washington Volunteer Firefighters and Reserve Officers
Certificate of Eligibility for Pensions for Andre McMillian.
8.3 Approval of amendments to Resolution 17-18 Mason County Personnel Policy, to add
Chapter 2.3, Employee Badge Policy. (Ex.A-Res. 22-18)
8.4 Approval to authorize the submittal of the 2017-2019 Local Solid Waste Funding
Assistance (LSWFA) grant application to the Department of Ecology and authorize
the Deputy Director/Utilities and Waste Management to sign the necessary
agreements.

8.5 Approval of the resolution for County Road Project 2014, Deegan Road West culvert
replacement project, and approval to authorize the Chair to sign all pertinent
documents and authorization for the County Engineer to advertise, set bid
dates/times, and award contract. Also, approval to authorize John Huestis, PE, as
the authorized representative named on the Recreation and Conservation Office
Application Resolution/Authorization for the grant funding. Contract award will be
announced during a regular meeting of the Board. (9x.B R.es 'Igo
8.6 Approval to appoint Dan Tutenberg to the Mason County Solid Waste Advisory
Committee as the agriculture representative.
8.7 Approval to authorize Public Works to purchase a used 2006 Vactor 2100 from One
Point 7 Inc. as a special market condition purchase in the amount of $109,000.00.
8.8 Approval of an additional $40,000 to be received from the Department of
Commerce's Consolidated Homeless Grant and awarded to Community Action
Council, to administer of the HEN program.
Cmmr. Drexler/Shutty moved and seconded to approve action items 8.1 through 8.8. Motion
carried unanimously. N-aye; S-aye; D-aye.
9. Other Business (Department Heads and Elected Officials)-None.
10. 9:30 a.m. Public Hearings and Items set for a certain time— None.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:19 a.m.

AMENDING RESOLUTION 17-18 MASON COUNTY PERSONNEL POLICY TO ADD
CHAPTER 2.3, EMPLOYEE BADGE POLICY
WHEREAS, it is the responsibility of the Mason County Board of County Commissioners
to ensure employees, while at work or when representing Mason County in any official capacity,
provide a safe and secure workplace for all employees by ensuring all elected officials, employees
and volunteers are identified by wearing their county identification while conducting official
county business; and
WHEREAS, the Board of County Commissioners and elected officials have the
responsibility to ensure all employees fully comply with the provisions of said policy; and
WHEREAS, it is the responsibility of the Board of County Commissioners to assure all
County policies are in place to outline procedures that will increase the safety and security of
all county employees while representing Mason County.
NOW, THEREFORE, BE IT RESOLVED, the Board of County Commissioners hereby
amends Resolution 17-18, to add Chapter 2.3, Employee Badge Policy and Mason County
Employee ID Badge Request Form (Attachment A), as attached. This resolution shall become
effective immediately upon its passage.

2.3 EMPLOYEE BADGE POLICY
To establish guidelines for the issuance of a photo identification badge to all employees and
for the use of said badge by employees while at work or when representing Mason County
in any official capacity in an effort to provide a safe and secure workplace for all employees.
2.3.1 Policy Statement
All employees will be issued and must wear and visibly display photo identification badges as
provided by Mason County. Identification badges must be worn in a manner that allows the
identification of an employee by photo,first and last names, department, position, and
unique identifying number.
2.3.2 Definitions
Employee: For the purpose of this policy, staff member shall refer to elected officials,full-
time, part-time, extra help and seasonal employees, including volunteers and interns.
Employee ID Badge: The official County ID badge for all employees.The ID badges will
identify employees' name, department, position and a unique identifying number.
Official Capacity: Includes any time while on County property as well as any business where
the employee is representing the County.This also includes wearing the ID badge while
operating any vehicle owned or leased by the County.
2.3.3 Requirements
• Because the policy and procedures described herein are intended to provide for the
safety and security of County employees, all employees are expected to fully comply
with all provisions of this policy.
• The Human Resources Department will provide all new staff members a copy of this
policy at the time of new employee orientation.
• All employees are required to wear the 1D badge at County work areas during official
capacity. ID badges are to be prominently worn so the photo is clearly visible to others.
The requirement may be temporarily waived at the department's discretion when
wearing the ID badge presents a safety issue. However,the employee must carry the ID
badge at all times during work hours or when acting in an official capacity. It can be
placed in a pocket or wallet.
• The ID badge is to be worn between the shoulders and waist on a clip or lanyard.The
County will provide a clip or lanyard for each employee to wear the ID badge.The ID
badge shall not be defaced or altered with pins, stickers, decals, etc.
• Employees are responsible for safeguarding their own ID badge.Any lost or damaged ID
badges should be reported immediately to the employee's supervisor, who is
responsible for reporting the lost or damaged ID badge to the Division of Emergency
Management.
2.3.4 Procedure
• All employees of Mason County will be issued photo identification upon completion of
the ID Badge Request Form (Attachment A).

• All new employees will have their ID badges made by Mason County Division of
Emergency Management(DEM)by appointment after completing all required new
employee training(First-Aid/CPR, CORE Training, ICS goo &700...).
• Employees will be issued one ID badge.
• New ID badges will be issued to current employees who receive a transfer, promotion,
demotion, etc. to a different department or a name change.An ID Badge Request Form
will need to be completed along with the required proof of ICS training if not previously
done.
• Supervisors shall report lost or damaged ID badges to Mason County Division of
Emergency Management. Damaged ID badges shall be returned to DEM. A reprint of the
original ID badge will be done and sent to the department supervisor.
• Any lost I D badge that is found should be turned in to Mason County Division of
Emergency Management, loo W. Public Works Dr., Shelton.
• Upon termination of employment or retirement, an employee must turn in their ID
badge to their supervisor.The supervisor is then required to send the ID badge to Mason
County Division of Emergency Management.
• An employee placed on paid/unpaid administrative leave or who is out for an extended
period of time on Federal Medical Leave, must turn in their ID badge to their supervisor
pending return to work.
2.3.5 Identification Holder Responsibilities
• Do not lend your ID badge to anyone.
• Do not leave ID badge on dash of vehicle or other locations where exposed to extreme
temperatures or theft.
• Do not fold, bend, or mutilate your I D badge.
• Use your ID badge for official Mason County business only.
• Do not leave your ID badge unattended.
• Immediately notify your supervisor if your ID badge is lost or missing.

COUNTY ROAD PROJECT NO. 2014
WHEREAS,on Mason County Road No.06110, known locally as the Deegan Road West
and more specifically located in Sec 35 T.20 N R 4 W WM,at approximately mile post 2.37; work
defined as"construction" in the BARS Manual,Page I1-63,et seq, is determined to be necessary and
proper; and,
THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
that it is their intention to:
Replace existing undersized culvert with a single structure that will carry flows under this
critical roadway.
SAID WORT{ is to be performed by Contract and/or County Forces in accordance with Washington
State Standard Specifications for Road and Bridge Construction as adopted by Mason County.
(RCW 36.77.060 and/or RCW 26.77.065)
BE IT FURTHER RESOLVED that the described County Road Project is necessary and
proper,and the estimated costs of said project are herewith set out as follows:
Engineering: $52,150
Right of Way S20,000
Construction $511,325
The County Road project herein described in HEREBY DECLARED to be a public
necessity,and the County Road Engineer is HEREBY ORDERED AND AUTHORIZED to report
and proceed thereon as by law, provided and in accordance with RCW 36.77.070 et. seq.
