9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Drexler and Shutty met in Executive Session from 9:00 a.m.
to 9:28 a.m.with Tim Whitehead,Chief Deputy Prosecuting Attorney
9-15 9:28 A.M. Support Services—Frank Pinter
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Frank briefed the Board on House Bill 2261 which allows the County to assist Housing
Authorities without being considered a gifting of funds.He noted that the treasurer currently has
$15,000 in her trust account from the Housing Authority.Kathy Haigh is looking into more
information regarding the best way to set up the Housing Authority Board.
• Budget Advisory Group.There has been more interest and it was decided to add a news release
extending the application date on the April 17,2018 regular meeting.
• Frank announced that the item to set a hearing to re-establish Mason Lake Management District
was on the agenda in error.
• Ross McDowell redistributed a copy of the contract for Mell's Chevrolet as the owners name was
misspelled on the original.The Board signed the corrected version as it was already passed at the
April 10,2018 meeting.
• Bases at MCRA.Frank said there are three pitching mounds for women's softball which are
becoming a safety hazard for pitchers.He proposed three movable bases which lock into concrete
and can be moved.Each one is estimated at$100.
• Frank addressed the Criminal Justice Treatment Account being briefed later in the day.He
explained that she will be talking about where the funds are being spent.Cmmr.Drexler and Frank
had a short discussion about possible accounts for these funds and the possibility for
reimbursement.
• Frank said he met with the Veterans Board and they are considering a larger allotment next year
and may attend a meeting soon to discuss this finther.
• Cmmr.Drexler announced that Mason County Evaluation and Treatment Center has increased in
cost to$849,000 because of a reinterpretation by the Department of Health.The Department of
Commerce had a grant turned back from Walla-Walla and has suggested Mason County apply for
it.
• The Board requested the application from Theresa Ehrich for the Behavioral Health Organization
be removed from the April 17,2018 agenda due to questionable information.Cmmr.Neatherlin
asked that HR contact Theresa regarding the reasoning.
9:45 9:57 A.M. WSU—Noxious Weed Control—Pat Grover
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Patricia brought forward a professional services contract and asked to move it forward to the
action agenda.The Board agreed to move forward for the April 24,2018 meeting.
10:00 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Ben Johnson discussed a draft letter he presented at the Board of Health in regards to locking up
canned air and"poppers".Instead of creating a policy,he is hoping to partner with the stores to
work together.Cmmr.Shutty suggested delivering the letters in person to stores.It was agreed to
have this letter read aloud at the April 24,2018 meeting.
• Lydia Buchheit briefed changes made to the Mental Health Fund Resolution per the Board.Cmmr.
Shutty asked the updated policy information be in the agenda packet.
• Cmmr.Drexler spoke about Public Benefit Rating System and the hearing being held by the
Planning Advisory Commission(PAC).Cmmr.Neatherlin and Shutty said they would like the
PAC hold off on their vote due to public outreach letters not being sent as previously discussed.

10:45 A.M. Public Works-Jerry Hauth
Utilities&Waste Management
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Jerry discussed the Belfair Sewer financial plan,stating that City of Bremerton will be paying for
$33,939 of the$64,000 needed.He said that recently a$19,000 claim was paid from a 2016
incident which means a budget supplement will be necessary to cover the Mason County funds.
Frank said there is the ability in REET 1 or REET 2 to cover the necessary amount.Jerry invited
the Board to an upcoming meeting to discuss the plan.
• Loretta Swanson talked about the information Terry Conely was able to find about allowing
Private Line Utility Occupancy Permits to be approved without a public hearing.Cmmr.Drexler
said administrative approval would be fine as long as the Board is briefed on the permit.Cmmr.
Neatherlin and Cmmr. Shutty said they would like to be briefed and have the permits on the action
agenda.
• Loretta questioned the possibility of franchise renewal being done by administrative approval.
New franchises would still be done per hearing.Cmmr.Neatherlin said he would like cable
separated from the administrative approval process so it is still handled by hearing.
• Bart Stepp addressed recycle material values noting that Mason County Garbage would like to add
surcharges for various items,meaning a contract amendment would be necessary.Cmmr.
Neatherlin asked to table this discussion until Bart could bring in some more information and
numbers.
• Cyndi Ticknor announced that the sign shop position was posted and filled by Michael Leeber
from the road crew. She asked the Board if it was acceptable to hire for Michaels old spot;they
said yes.Cyndi announced that an employee will be retiring soon and she would like to hire
someone before the retirement to be trained.Cmmr.Neatherlin suggested opening an
apprenticeship position.Cyndi voiced concern over the fact that some road crew would like this
position and cannot both work and do an apprenticeship.
• Jerry said that during Jennifer Beierles transition to Support Services,Public Works will need her
assistance from time to time.Jerry asked permission to post her position immediately.

Commissioners Neatherlin,Drexler and Shutty were in attendance.
Cmmr.Neatherlin briefed the contract with Thomson Reuters-West.Cmmr.Drexler and Shutty agreed this
should move forward.Discussion was had about which fund should be used.
245 12:00 P.M Criminal Justice Treatment Account-Renee Cullop/Judge Goodell
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Judge Goodell said that as he understands,the CJTA funds are managed by the BHO and can
instead be managed by the Commissioners.He said the BHO has been giving them very limited
information on what the treatment court budget is which is concerning for the remainder of the
year.Renee stated that if the Board decides to handle the new contract,the state needs to know by
April 23,2018. Cmmr.Neatherlin asked that this topic be added to the action agenda for April
17`h.Cmmr.Drexler said if the item passes she will write and send the necessary letter to notify
the state.
Commissioner Discussion—as needed
• Cmmr. Shutty asked that Cmmr.Drexler contact the architects for the Mason County Evaluation
and Treatment Center about the proposed changes and building code updates.He noted that he has
attempted to contact them and has received no response.
• Cmmr.Neatherlin and Cmmr.Drexler talked about the grant obtained by the Health Department
and their plan for the funds.
