1. Call to Order—The Chairperson called the regular meeting to order at 6:00 p.m.
2. Pledge of Allegiance— Michael led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Drexler, Absent.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent liquor license applications for the
following:
• Tuggs and Chuggs 13443 West Cloquallum Road
• Harstine Island Community Hall 3371 East Harstine Island Road North,
• Port of Hoodsport 24113 US 101 Suite A, Hoodsport
• and Victor Improvement Club 20 Northeast Victor Road, Belfair.
4.1.2 Anne Flynn sent in a letter regarding the Webb Hill Bio Recycling Project.
4.1.3 Mary Miller and Mike DiMatteo sent in applications for the Mason County Parks and
Trails Advisory Board.
4.1.4 Washington State University Extension sent in a letter regarding the 2018 budget for
the WSU Extension Program in Mason County.
4.1.5 Susan Stanley sent in an application for the Mason County Historic Preservation
Commission.
4.1.6 FEMA sent in letters regarding changes in Base Flood Elevation for Carrol Point Road,
Ayock Point, Charles and Gayle Holcom, and Andrea Miller.
4.1.7 Ken VanBuskirk sent in comments regarding FEMA's comment resolution.
4.2 Shelton Substance Abuse Prevention Education Partners letter to retailers
5. Open Forum for Citizen Input— None
6. Adoption of Agenda - Cmmr. Shutty/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; D-Absent.
7. Approval of Minutes— March 13, 2018 Regular meeting minutes.
Cmmr. Shutty/Neatherlin moved and seconded to approve the March 13, 2018 regular
meeting minutes. Motion carried unanimously. N-aye; S-aye; D-absent.
8. Approval of Action Agenda:
8.1 Approval to authorize the Public Works Director to execute the contract agreement with Financial
Consulting Solutions Group, Inc. to update and revise the Belfair sewer financial plan and
complete an updated financial plan.
8.2 Approval for Mason County Noxious Weed Control Board to enter into a Professional Services
Contract Agreement with Hood Canal Coordinating Council's In-Lieu Fee Mitigation Program.
8.3 Approval of Warrants &Treasure Electronic Remittances

8.4 Approval of the resolution renaming the 1/10th of 1% Sales &Use Tax for Mental Health and
Substance Abuse to"Treatment Sales Tax", and establishing a collaborative budget development
and approval process for the allocation of the Treatment Sales Tax under RCW 82.14.460.

8.5 Approval to set a public hearing on May 8, 2018 at 9:30 a.m. to consider a $150,000 budget
transfer to the 2018 budget -Auditor Election Holding Fund in order to purchase a new ballot
tabulation system.
Cmmr. Shutty/Neatherlin moved and seconded to approve action items 8.1 through B.S.
Motion carried unanimously. N-aye; S-aye; D- absent.
9. Other Business (Department Heads and Elected Officials)- None.
10. 9:30 a.m. Public Hearings and Items set for a certain time— No hearings.
11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 6:13 p.m.
