9:00 A.M. WSU Extension Noxious Weed Control—Pat Grover
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Amendment No.2 with Ecology and Noxious Weed Control Board for the Spencer Lake
Integrated Aquatic Vegetation Management Plan extending the agreement to June 2018.
The main noxious weed that is causing the problem is the water lily.
• Request to fill an extra help position that is grant funded—Noxious Weed Control
Assistant was approved.
9:15 A.M. Support Services—Diane Zoren
Commissioners Neatherlin, Shutty and Drexler were in attendance.
• Updated Public Records Policy was approved to place on agenda.
• Diane reviewed the following scheduling items— .
Briefing is scheduled with Ecology on Monday,March 12 at 3 p.m.regarding WRIA 14
Request from Squaxin Island Tribe for a joint meeting regarding water—proposing noon
on Tuesday,March 20 @ Little Creek;
Request from City of Shelton for a joint City/County/Port of Shelton meeting on
Monday,March 26 at 1:30 p.m.to 4:30 p.m.at the Civic Center regarding entities
connecting to City Water System.
• News Release for Board of Equalization member(Deborah Reis'position is expiring)
approved for next week's agenda.
• Caretaker contract for Sandhill Park approved for tomorrow's agenda.
• 2018 Budget Supplement Request for medical contributions&transfer of REET 1 and
REET 2 funding to Facilities&Parks/Trails for capital projects. The Commissioners
agreed to set the March 27 public hearing but have reservations of the REET transfers
and want additional information before the hearing.Information requested:REET 2
analysis showing obligations including the new grant for the Roy Boad Road Phase of the
Belfair Sewer(maximum match is$750K);sustainability of long term use of REET
funding for staff(are there enough projects—do not want to chase projects to keep star.
Want to see CFP and identify which projects staff will be working on.
• A letter will be drafted for the Board to send to the Governor in support of the Economic
Opportunity Zones.
• Cmmr.Neatherlin provided information he collected in support of the news release he
circulated last week regarding the creation of a School Resource Officers that would
provide security in Mason County schools. He noted that the County is no longer at the
threshold for the current number of Chief positions in the Sheriff s office and with a
Chief retiring,he believes that funding can be directed to funding this service although
additional funding will be needed.
Cmmr.Drexler asked Cmmr.Neatherlin if he has reviewed the effectiveness of putting
police in the schools in other areas. There are competing priorities with funding and she
asked if Cmmr.Neatherlin feels this is more important than increasing jail staff.
Cmmr.Neatherlin responded he feels it is more important,the jail staff has been pretty
consistent and in 2017 the jail had$200K of unexpended budget.
Dave offered to have his school educator do a study of effectiveness of security in the
schools.
Cmmr.Drexler stated it is not clear to her what would this person be doing besides
walking the halls and interacting with the kids. She noted this would need participation
of the Sheriffs office and the schools.Her initial inclination is to not put new money to
this and she would need to know what the program would look like besides just the
presence of security officers in the schools.

Cmmr.Shutty agreed it is an important conversation to have;he believes school resource
officers are effective and their presence is helpful;he questioned how many calls are
received from schools where a school resource officer could have handled the situation;
he supports scheduling a briefing with the Sheriff and school district superintendents.
Cmmr. Shutty doesn't want this to devolve into a conversation of how many chief
positions there should be but work on a good policy and how do we fund it.
9:45 A.M. Community Services—Dave Windom
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• News release regarding 2018 Requirements for Development Permit Applications. This
is part of the process changes necessary for on-line permitting.
• Dave provided YTD data on the number of residential and commercial permits. Current
lag time for permit issuance is 7 weeks
• Dave provided a PowerPoint of Public Health and Community Services revenues and
expenditures.
• Cmmr.Drexler brought up an issue that Green Diamond is having will getting a dock
permit on Lake Nahwatzel due to a disagreement in the interpretation of the Code. Green
Diamond may have to go to the Hearing Examiner. Cmmr.Drexler asked if there can be
a hearing without a charge. Dave Windom responded he may be able to issue an
Administrator Determination but that is subject to appeal; Cmmr.Drexler stated the
general sense she is getting from Green Diamond is the difficulty to get their projects
done.
Cmmr.Neatherlin is reluctant to do anything special for any one person.
Cmmr. Shutty wants to see Green Diamond be successful but the process would have to
apply to everyone.
Dave doesn't want to provide a special process for Green Diamond. He understands
Green Diamond is trying to make a good fit but the rule doesn't back it up. This is very
site specific so it's difficult to change the policy.
• Cmmr.Drexler then brought up there may be a buyer of Vance Creek Bridge but they
don't want all the acreage;mentioned the option of Open Space designation but doesn't
know how that would work with a commercial development.

10:50 A.M. Public Works—Jerry Hauth
Utilities&Waste Management
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Request to declare certain vehicles and equipment as surplus and dispose at the WA State
Surplus Sales and Ritchie Bros.Auctioneers/Iron Planet.
• Cooperative Procurement Agreement with Pacific County was approved to move
forward.
• Request to go out for bid to clean and video inspect the Rustlewood Sewer Mains. This
was previously bid and only one bid was received from Rognlin's for$591,303,more
than double the cost estimate.
• Jerry provided a signed Amendment to Certificate Agreements for the Public Works
property that is necessary to move forward with subdividing the property in order to
surplus.
• Jerry updated the Board on a meeting with the Port of Bremerton and City of Bremerton
regarding the project to extend the Belfair Sewer.
• US Corps of Engineers meeting this Wednesday regarding the General Investigation
Study,$270K has been reallocated to this project by the Corps. At the end of April an
executive meeting will be scheduled with the Corps and Tribe to discuss the project.
• WSDOT surplus property in Belfair(313 Building)that they are selling and WSDOT is
asking if there is any county interest.

11:15 A.M. Sheriffs Office—Chief Kevin Hanson
Commissioners Neatherlin,Shutty and Drexler were in attendance.
• Chief Hanson stated they are exceeding the jail population cap and requesting$32,000
for jail inmate outsourcing to Nisqually.
Cmmr.Drexler commented she doesn't know if the County has the money.
Sheriff Salisbury expressed concern with potential liability and litigation. This request is
in anticipation of the County's population increasing in spring/summer and they want to
be prepared.
Cmmr.Neatherlin brought up jail capacity according to WASPIC rules.Chief Hanson
stated the design capacity of the facility determines number of beds and the last number
is 68 beds.
Chief Hanson stated the request is authorization from the Board to oursource when
necessary to maintain the population cap.
There was discussion of using the Nisqually facility.
Cmmr. Shutty stated he is open to a discussion of a budget amendment and the details
can be hammered out. The questions are do we have the money and how do we track as
closely as possible to stay within the$32K.
Cmmr.Drexler is open to discussion but wants reassurance the cost won't exceed the
$32K.
Chief Hanson said they don't have the facility or staff to lift the population cap.
Cmmr.Neatherlin provided history of how much was spent on outsourcing;need to make
sure the County can afford what we agree to. Not so concerned with the$32,000 request
but has concern if it exceeds that amount.
Lt.Adams suggested having a conversation with Frank to come up with a reasonable
method to make everybody comfortable.
Commissioners would like to explore contracting with Lewis County.
Chief Hanson stated the courts are participating with the alternative sentencing programs.

11:45 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation
Commissioners Neatherlin,Drexler and Shutty met in Executive Session with Tim
Whitehead from 11:45 a.m.to 12:15 p.m.for potential litigation.
Commissioner Discussion—there was no discussion.
