9:00 A.M. Support Services—Frank Pinter
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Final review of the Citizen's Budget Committee Resolution&By-Laws. There will be
two appointees from each Commissioner District and one County Commissioner on the
Committee. The resolution and a news release will be placed on the March 20 agenda.
• Review of 2018 budget hearing request for March 27. Because there are questions from
Departments/Offices regarding the proposed adjustments to the medical budgets,Frank
suggested those adjustments be pulled from this budget request,revisit the process and
discuss with the Departments/Offices and bring back a request at a later date. Regarding
the REET 1 and 2 transfer requests to Facilities&Grounds and Parks&Trails
Department to restore staff to complete the REET projects,Frank reviewed the capital
projects that are budgeted in the REET funds that staff can complete. The proposal is to
hire back one Maintenance person for Facilities;one Parks person and Parks seasonal
staff. If these REET transfers are not approved,there is no capacity to hire seasonal staff
and in order to rent the Parks,staff has to work evenings and weekends,which increases
overtime,or the Parks are not rented out after hours. The workload increases in
spring/summer for regular maintenance. Cmmr.Neatherlin supports the concept of
using REET funds this way however during the budget process,there was discussion of
whether to use"found revenue"for staff/services and the Board did not allow that. He
asked the Board to consider allowing other Departments to use"found revenues"for
staff/services. Frank noted that staff time could be charged directly to the REET Funds.
Auditor Karen Herr commented her office cut two positions and asked if these projects
would be done if staff wasn't hired back.
Cmmr.Drexler noted the REET money is restricted to REET projects.
Chief Ehrich pointed out most offices are not self-sustaining.
• Frank will discuss the draft MCSO Traffic Policing Agreement with the Sheriff s Office
and will bring back to the Commissioners for final review and then approval.
• Frank will review the Lewis County Interlocal Jail Agreement with the Sheriffs Office
and bring back to the Commissioners for review.
• Parks&Trails Advisory Board item removed from the agenda.
• Cmmr.Drexler presented a Shellfish Week Proclamation for the week of April 15-21 that
was approved to adopt in April.
• Schedule a briefing with EDC for an update on the Economic Opportunity Zones. Frank
brought up a Foreign Trade Zone and suggested partnering with the Ports.
10:00 A.M. Community Services—Paula Reeves
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Discussion of the Multi-Family Housing definition in MCC 17.06.010. The Planning
Advisory Commission is recommending"Multifamily"means any structure or cluster of
small houses of similar size and design joined by a common area that includes two or
more dwelling units on a single parcel.
Commissioners Drexler and Neatherlin expressed concern with"common area".
This would not apply to a dwelling on wheels(i.e.RV's and Park Models—these are
considered transitory housing).
Cmmr.Neatherlin asked that the definition of Village Commercial be reviewed.
Paula pointed out this definition would apply to only Chapter 17. Cmmr.Drexler prefers
this definition apply to all Code.
Cmmr. Shutty agreed with having the definition apply county-wide and has concern with
the"common area".

Jeff Carey doesn't disagree with today's discussion and he has concern if there are multi
definitions of multi-family. He brought up Village Commercial zone and possibility
rezoning.
• Todd Parker requested permission to initiate the request for proposal process for the 2163
Funds(Housing&Homelessness)$369K and Treatment Sales Tax(Mental Health fund)
$250K. This was approved.
Cmmr. Shutty asked a briefing be scheduled to review the proposed resolution regarding
the distribution of the Treatment Sales Tax(TST).
Cmmr.Neatherlin wants to know the total amount charged to administration from the
TST.
• Todd Parker brought up the concept of developing a steering committee for the TST and
will bring back for briefing.

10:45 A.M. Public Works—Jerry Hauth
Utilities&Waste Management
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Approved to move forward:Adopt-A-Road application with Olympic Yacht Club;2017
Annual Certification for CRAB and the 2018 Paint Line contract award. Mason County
did have an interlocal with Thurston County to perform the painting but logistically it
didn't work and Public Works is returning to contracting the service.
• Belfair Phase II Collection System Ecology funding request for$750,000 with a 50%
match from the County.There is an indication from Ecology that due to the financial
status of the Belfair Sewer system,this may not be funded. Sewer systems are supposed
to be self-sustaining and Belfair Sewer is not. Cmmr.Shutty asked how this would
impact staff considering the PSIC project. Internal engineering staff may be able to offer
support. Cmmr. Shutty's priority is the PSIC project. Cmmr.Drexler supports planning
to sewer the UGA.
Jerry suggested a revised proposal with placing a regional lift station at Roy Boad Road.
There was discussion of the project.
Ken VanBuskirk voiced concern with Phase II actually being developable due to Irene
Creek and Mindy Creek.
Staff will work with Ecology on the loan agreement and bring back for additional
briefing.
Commissioner Discussion
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Cmmr.Neatherlin brought up the issue of allowing citizen input during briefings and
asked for input from the Commissioners. Cmmr. Shutty doesn't have any real issues with
citizen input.Cmmr.Drexler is ok with managed citizen input but she doesn't want a
"speech".
11:30 A.M. WSU Extension Office—Dan Teuteberg
Commissioners Neatherlin,Drexler and Shutty were in attendance.
• Dan Teuteberg reviewed the Winter 2018 Quarterly Report and accomplishments of the
WSU Extension in Mason County. Dan stated they are growing their shooting sports
including firearms and archery.
• Discussion of the strategic planning meeting with County departments. Dan has
discussed this with the University and they have agreed to provide the services from the
Division of Governmental Studies&Services Department,Christina Sanders,to
facilitate this meeting.
• WSU is reducing their budget and all their services are being cut including Extension
Offices. As staff is retiring,the University is not filling the positions thus reducing
services.

3:00 P.M. Department of Ecology Water Resources Director Mary Verner

Commissioners Drexler and Shutty were in attendance. Commissioner Neatherlin
arrived at 3:07 p.m.In addition to County staff, Mike Gallagher and Mary Verner from
WA State Ecology Water Resources were in attendance.
Mr.Gallagher provided a map of watersheds. The meeting is in response to ESSB 6091
that was adopted into law on January 19,2018. This law provides for counties to begin
approving building permits and subdivisions for projects relying on permit-exempt
groundwater withdrawals for water supply.
There was discussion of the Watershed Restoration Enhancement Committees that will
be formed and the Commissioners recommended that HCCC and/or Alliance for Health
South Sound be included in the makeup of the Committees.
Next steps—Ecology will be hiring staff to Chair the Committees. There is funding from
the Capital Budget for projects that offset the withdrawal from the permit-exempt wells.
Prioritization of the projects is being developed. Funding for a facilitator is also
available.
The Commissioners then discussed the subject with Dave Windom.
