February 27, 2018
1. Call to Order—The Chairperson called the regular meeting to order at 6:02 p.m.
2. Pledge of Allegiance—Jo Ridlon led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Drexler.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent a liquor license application for
Hoodsport Hamburger and Deli 24311 North US Highway 101, Hoodsport.
4.1.2 Washington State Liquor and Cannabis Board also sent notification that Green 2 Black
located at 141 West Westfield Court Suite B, Shelton, has a discontinued marijuana
license effective December 31, 2017.
4.2 Proclamation- Invasive Species Awareness Week Staff: Cmmr. Drexler
5. Open Forum for Citizen Input—
5.1 Tom Davis talked about a press release sent out by the Chair earlier in the day which discussed
an option for security amidst the school shootings around the country. He suggested it is perhaps
an editorial versus a news release and somewhat sensational. Tom noted that he spoke to the
Sheriff who stated there had been no conversation between his department and the Board.
5.2 Jo Ridlon said she has a contract she would like to discuss with the Board in regards to Animal
Control. She noted that there was a public opinion meeting that has received a lot of feedback.
She passed out information from an attendee of the meeting dealing with a puppy mill in the
county. She said they would mostly work from donations and would not need to ask for much
money. Cmmr. Shutty and Cmmr. Drexler both voiced interest in speaking further.
5.3 Randy Lewis spoke in favor of Cmmr. Neatherlin's press release about protecting the schools. He
then suggested the identity of school shooters be withheld from the media to prevent any fame
or notoriety.
6. Adoption of Agenda - Cmmr. Shutty/Drexler moved and seconded to adopt the agenda as
published. Motion carried unanimously. N-aye; S-aye; D-aye.
7. Approval of Minutes— None.
8. Approval of Action Agenda:
8.1 Approval of Warrants &Treasure Electronic Remittances

8.2 Approval to set an additional hearing for March 20, 2018 at 9:30 a.m., the first hearing having
taken place February 20, 2018, to review an ordinance to determine water adequacy per RCW
36.70.790 and RCW 36.70.795 which allows for the adoption of interim official controls as long
as a public hearing is held within sixty (60) days of adoption.
8.3 Approval of the Personal Services Contract for mandatory evaluation services of the Federal
Comprehensive Opioid Abuse Site-based Program (COAP) with LGA Consulting LLC.
Cmmr. Drexler/Shutty moved and seconded to approve action items 8.1 through 8.3. Motion
carried unanimously. N-aye; S-aye; D-aye.
9. Other Business (Department Heads and Elected Officials)-

9.1 Cmmr. Drexler thanked Patricia Grover and asked her to speak about invasive species week.
Patricia addressed the proclamation and discussed some programs and goals for 2018.
10. 9:30 a.m. Public Hearings and Items set for a certain time— No hearings.
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 6:40 p.m.
