HomeMy WebLinkAbout2017/07/25 - Board of Health MASON COUNTY BOARD OF HEALTH PROCEEDINGS 411 North 5th Street,Shelton,WA July 25,2017 Attendance: Kevin Shutty,County Commissioner;Terri Drexler.County Commissioner;Peggy VanBuskirk, Hospital District#2;Vacant,Fire Commissioner; Kathy McDowell,City of Shelton Commissioner.Absent: Randy Neatherlin(joined the meeting at 3:35 p.m.),County Commissioner and Eileen Branscome,Hospital District#1. Others in attendance: Dave Windom,Dr.Diana Yu,and Lydia Buchheit 1. Chair Kathy McDowell called the meeting to order at 3:00 p.m. 2. Approval of Agenda Peggy VanBuskirk/Cmmr. Drexler moved and seconded to approve the agenda as presented.Motion carried. 3. Approval of May 23,2017 meeting minutes—Peggy VanBuskirk/Cmmr. Shutty moved and seconded to approve. Motion carried. 4. Health Officer Report-Dr.Diana Yu noted it is mosquito season so they are on the lookout for mosquito borne viruses,hanta virus from deer mice and summer influenza. Dr.Yu will meet with Cmmr.Shutty regarding the opioid group she has been meeting with and they will be looking at what services to provide in the north end of the County. Notices have been sent to the area doctors stating that non-compliant death certificates will not be accepted. Naloxone discussion: Health Department has received kits through grant funding and they are being distributed to various areas in the County such as known drug users who have a reported overdose,social service and community service agencies,and City police. There is training on how to use the drug. They are looking for ways to distribute in the north end. 5. Administration Updates—Dave Windom provided copies of the 2016 Annual Report for Community Services. He provided updates from the 2017 legislative session. Foundational Health received$10M in this biennium and Mason County will receive about$40,000 of this. Mr.Windom believes Public Health will weather the mid-2017 county budget reductions with no staff reductions but staff numbers will remain flat. The smallest health districts will receive additional funding per capita. There is some grant funding from marijuana revenue. Lydia Buchheit provided an update on the Nurse Family Partnership which is looking to join with other local jurisdictions in order to keep the program funded. This program provides service to low-income, high-risk new mothers. Allyn beach area was closed down to a report from Ecology that fecal coliform was present. It was tested and is now open. Cmmr.Randy Neatherlin joined the meeting at 3:35 p.m. Dave talked about the Consolidated Contract amendment that will provide an amended scope of work and funding. Dave provided information on staff changes. 6. Environmental Health Report—submitted by staff. 7. Community and Family Health Report-Lydia reviewed the written report that includes an update on emergency preparedness. They had an all Public Health staff training and exercise in June. They visited the dialysis center to better understand how to respond in the event of an emergency. Staff has also been meeting with various emergency responders and agencies to be certain there is communication during an emergency. i 8. Other Business and Board Discussion- Cmmr.Drexler talked about a law enforcement health initiative to bring together key folks in law it enforcement and behavioral health agencies.They are identifying needs and will then go through a prioritization process. She,along with Chief Moody,is sponsoring the project to create a diversion house. BOARD OF HEALTH PROCEEDINGS July 25,2017-PAGE 2 Mason County has access to a mobile service that can do a street side assessment and housing is always an issue. Need to identify a house that service providers could take a person to while the case management process is happening to get the person into longer term treatment. Cmmr.Drexler stated she will be asking the County to fund an asset for housing. The BHO is willing to provide the services;she is questioning who would own the asset. They then need to establish protocols around access to the housing. This diversion house could also serve as a step down from triage housing. Another priority is to adopt and form a more customized law enforcement diversion—this would be a contract between the Prosecuting Attorney and low level offenders whose offense is primarily due to behavioral health disorders. The contract would be for an obligation to go into treatment. Terri Gushee,MGH,provided information on a pilot program that Dr.Hoffman is partnering with Jefferson County for para-medicine. This is a community based paramedic who connects with patients in the field. Cmmr.Drexler announced there will be an event on October 11 at the Shelton High School"Laughter,not Stigma"regarding the stigma surrounding mental health and encouraged attendance. Public Comments-Steve Bloomfield spoke to the opioid problem in this county and the problem it causes, including the difficulty with hiring new employees due to felony convictions. Dr.Yu talked about partnering people with treatment that could involve employers. There was discussion about the various issues and programs available. Mr.Bloomfield stated they are building a 50'x 100' storage building on Johns Prairie Road that may need a variance due to distance to a well. Constance Ibsen commented on the Environmental Health report and didn't see anything about work done in the Big Bend area of Hood Canal. Teri King noted there is an Economic Development chapter in the Comp Plan and suggested there be an element relating to workforce development. 9.
