County Commissioner;Eileen Branscome,Hospital District#1;Peggy VanBuskirk,Hospital District#2;Vacant, Fire Commissioner; Kathy McDowell, City of Shelton Commissioner. Others in attendance: Dave Windom,Dr.Diana Yu,Debbie Riley,Lydia Buchheit Absent:Eileen Branscome 1. Chair Kathy McDowell called the meeting to order at 3:04 p.m. 2. Approval of Agenda—Peggy VanBuskirk/Cmmr. Shutty moved and seconded to approve the agenda as written.Motion carried unanimously. 3. Approval of Minutes of March 28,2017— Cmmr.Neatherlin/Peggy moved and seconded to approve. Motion carried unanimously. 4. Health Officer Report—Dr.Yu handed out a draft of the Mason County Opioid Response Plan. She noted that this topic has been discussed several times in the past,but until now there has been no official response plan. Cmmr.Jeffreys announced that a new treatment provider,Consejo,will be opening in Shelton on July 15, 2017.This provider will be handling both substance abuse and mental health disorders;bilingual services will be available. Peggy/Cmmr.Neatherlin moved and second to approve the opioid response plan as presented. Cmmr. Jeffreys stated that due to just receiving the plan,she was not comfortable voting and would abstain. Motion carried. 5. Administration Updates—Dave Windom announced that he has been elected the Chair elect for the Washington State Association of Local Public Health Officials(WSALPHO). Discussion was had about the legislation session and budget for Public Health.Dave said that if no budget is passed by July 1,2017 anything billed through state funds may need to be shut down.He added that reserve funds are usually used in the winter months when things are slow.Environmental health fees for service activities would continue. Dave discussed the Cascade/Pacific action alliance(CPAA)and how their decisions could affect funding for Behavioral Health Organizations. 6. Environmental Health Report-Debbie Riley announced that Cindy Waite and Carol Spaulding will both retire in July. She then reviewed her report and announced that on-site permit numbers are up this year. Debbie then discussed a code enforcement meeting held earlier in the week between Environmental Health, Building,Planning,Public Works,the Prosecuting Attorney's office,and the Sheriffs office noting that it was very productive. 7. Community Health Report-Lydia Buchheit discussed her report beginning with Communicable Diseases. In the first quarter,212 investigations were done which she said is average for Mason County. In regards to the immunization program,she noted that two new providers were in the community.The first being Shelton Pharmacy;the second being Peninsula Healthcare in Belfair. Lydia announced that emergency preparedness training was done with staff in Public Health. She said that staff worked on some interdepartmental training as well as continuity of operations review with the new managers in the building. BOARD OF HEALTH PROCEEDINGS May 23,2017-PAGE 2 Dr.Yu discussed death certificates and how they are not always accurate in regards to reason of death. She said that many of the causes listed are very vague,so as chief registrar for birth and death certificates in Mason County,she will begin denying those certificates not filled out correctly.Dr.Yu explained that if the certificates are filled out incorrectly or are vague,proper data cannot be kept. 8. Board Membership Resolution-Dave explained that resolution 03-16 was passed in September of 2016 and was not signed at that time.Cmmr.Neatherlin/Peggy moved and seconded to approve resolution 03-16. All in favor,motion carried. 9. Annual Report-Dave Windom handed out a packet which touched on expenses,budget,staffing,revenue sources and various programs handled by Mason County Community Services during 2016. 10. Other Business and Board Discussion—Cmmr.Neatherlin revisited resolution 03-16.He explained that I originally the County Commissioners were considered the board of health(BOH). Cmmr.Neatherlin asked if only the Commissioners should sign since it is up to them to approve any expansion of the Board of Health.Dave said yes because RCW 70.05 does state that the underlying authority of BOH is the County Commissioners.It was agreed that the resolution would remain passed but the signature page would need to be changed to only show the Commissioners. Kathy asked Cmmr.Jeffreys if she had any new information about the old PUD building being changed into a health facility. Cmmr.Jeffreys said the architect was recently approved and next they are looking for a project manager. 11. Public Comments—Erica Marbet spoke about water quality and a clean water program. She voiced concern with funding from the EPA and asked what steps would be taken by the county to keep the clean water program alive.Erica then discussed various locations closed to shellfish harvest due to norovirus and other water issues. She addressed letters from 2014 that she had turned in previously to the Commissioners and asked that they be revisited because the same issues still exist.Copies of those letters were given to the clerk to be disbursed to the Commissioners. Constance Ibsen spoke on behalf of the Lower Hood Canal Watershed Coalition and the Hood Canal Improvement Club. She spoke about the Big Ben Creek clean up and said the"state of the oyster"study begins May 29,2017.This study has people bring oysters and clams from their tidelands to two locations to be tested for fecal coliform and vibrio. 12.
