Attendance: Randy Neatherlin,County Commissioner;Kevin Shutty,County Commissioner;Terri Jeffreys.

City of Shelton Commissioner.
Others in attendance: Dave Windom,Dr.Diana Yu,Debbie Riley,Lydia Buchheit
1. Chair Peggy VanBuskirk called the meeting to order at 3:01 p.m.
2. Approval of Agenda
Dave Windom added a resolution for alternate health officers and noted the election of chair needed to be
done.
Cmmr Jeffreys/Shutty moved and seconded to approve the agenda as amended.Motion carried
unanimously.
3. Approval of Minutes November 29,2016&December 14,2016
McDowell/Neatherlin moved and seconded to approve the November 29,2016&December 14,2016
minutes as written.Motion carried unanimously.
4. Mason Matters Update
Jeanne Rehwaldt spoke about the meetings she had attended.Jeannie presented a post card that went out to
99 organizations in the county advertising the Mason Matters website
Qft://www.movingmasonforward.orgi). She noted that this website will help the community find contacts
and resources.
At this time Jeannie introduced group of students from Evergreen state college.She explained that the
students are taking a public health class so she invited them to learn about how health works.
Jorge Benitez explained that they are trying to create a short documentary and are doing research.Their
goal is to find a family that uses various services provided by the County and City of Shelton.
Camille Murphy said she is currently doing inpatient rotation in Mason County. She noted that she is
attending various meetings to see what programs are available in different counties.
5. Health Officer Report
Dr.Yu brought forward a resolution regarding alternate health officers. She discussed the options and
backgrounds of the alternate choices.The following doctors were named as alternates for 2017:
Dr.Alan Melnick,Clark and Skamania County HO
Dr.Rachel Wood,Thurston and Lewis County HO
Dr.Jennifer Vines,Cowlitz County Health Officer
Dr.James Edstam,Pacific County Health Officer
Dr.John Bausher,Grays Harbor County Health Officer
Dr.Dean Gushee,Mason General Hospital Emergency Department
Dr.Doug Dightman,Shelton Family Medicine
Cmmr.Shutty/Jeffreys moved and seconded to approve the alternate health officers for 2017.Motion
carried unanimously. Resolution#

The opioid response plan was discussed.Dr.Yu said the main goals of the plan are prevention,access to
treatment,overdose prevention,and meaningful use of data. She noted that work has been done with
providers and Northwest Resources to begin an inpatient/outpatient program.At this time the goal is to
have the program running by March or April.

6. Flu and CD Update
Dr.Yu reported that this year's flu epidemic is severe. In Mason County,two deaths have been reported.
She stated that vaccines are still available,and if you do have the flu,you should stay home to prevent
further spread.Mason General Hospital recently had to exceed capacity due to number of illnesses.
Other areas of concern include whooping cough,and Norwalk virus.Both have been spreading.Dr.Yu
noted that though there is a spread of mumps,there have been no confirmed cases in Mason County.
Cmmr.Jeffreys receivedcall in August from a student at University of Washington asking about a survey in
regards to Narcan.Dr.Yu said that data was available for Mason County. Cmmr.Jeffreys then asked about
the process of reportable conditions,specifically how they are decided upon.Dr.Yu explained that
reportable conditions are outlined in state law.Local health officers can add local conditions to the list.
7. Administration Updates
Debbie Riley discussed a rat found at a local restaurant.Cody from Public Health had just done a
walkthrough and had seen how the owners worked to fix damage from a previous rat.Debbie reported that
the owners voluntarily closed for a cleaning day and called exterminators. She noted that Public Health is
working with the City of Shelton to prevent further spread of rats by swabbing manhole covers with a
rodenticide.Cmmr.Neatherlin asked how often that restaurant had been inspected.Debbie said every 3-4
months on average.He then asked if they had been cited for other health issues.Debbie said they had one
issue with improper cooling which was quickly corrected.
Debbie announced that there will be two shellfish downgrades in the North Bay from the state.One area
near Rocky Point and the other is located close to Sherwood Creek. Cmmr.Jeffreys asked if Debbie could
find out who are the commercial growers in the area.
Lydia announced the Point-in-Time count for homeless.She reported that Ben Johnson is working with
Representative Dan Griffey regarding lock boxes for marijuana.The lockboxes would be beneficial to
homes with children because at this time over 100 children have been poisoned throughout the state.
8. Other Business and Board Discussion
Dave talked about the binders,asking if other officers would like one.Kathy and Peggy said they would
both like one.
Dave briefed them on the most recent Planning Advisory Commission meeting in which the Health and
Human Services chapter of the Comprehensive Plan was discussed.The document has gone from 30 pages
down to 12.
It was announced that on February 8,2017 a rural caucus will be held to talk about foundation of public
health and how money will be distributed if awarded.Dave voiced concern over the fact that some smaller
counties may only get$16,000. He said there is a proposal to give at least$75,000 to each health
jurisdiction.This would allow smaller locations to add a full person.
The Hirst water decision was discussed.Dave recapped the decision and handed out draft language he
worked through with the County attorneys.He said that he would like to add the some of the language on
the water adequacy forms. Cmmr.Neatherlin said he was in favor of adding language because it would
protect the County. Cmmr.Jeffreys agreed and recommended adding the RCW.
Cmmr.Jeffreys/Shutty made a motion and seconded to recommend to the Board of County
Commissioners to add language to the water adequacy development form reading"Recommended
approval indicates requirements of Sanitary Code,Title 6,Chapter 6.68.040-determination of
adequacy for building permits are satisfied.Additional Growth Management requirements may
apply".Motion carried unanimously.

Dave handed out a packet of house and senate bills from the Washington State Association of Local Public
Health Officials(WSALPHO). He noted that bill 53-53 discusses putting money into public health.He
then talked about House Bill 1047 which addresses disposal of unwanted medication.Currently,officers
are required to travel in pairs to Spokane.
Cmmr.Jeffreys talked about Bill 5239.She discussed in stream flows and how it pertains to homes and
salmon protection.
Nominations for new board chair-Peggy nominated Kathy McDowell.Motion seconded by Cmmr.
Neatherlin.Motion carried unanimously.
Discussion was had about the Hospital District#1 position.Lydia voiced concern with not having
somebody present to make sure that district is represented.
Cmmr.Neatherlin/Cmmr.Jeffreys made a motion to request a Hospital Commissioner from District
1 sit on the Mason County Board of Health.Motion carried unanimously.
The fire district position was question.Dave noted that letters were sent to fire districts without answer.Dr.
Yu suggested adding the coroner to the board if he is interested. Cmmr.Neatherlin agreed and said he
would speak with him.
Cmmr.Jeffreys talked about a mobile crisis unit from Telecare,which is set to launch in March.
Peggy asked how the triage center is progressing.Cmmr.Jeffreys said they are working on a request for an
architect and a project manager. Soon after a proposal for contractor bids will be done.
