HomeMy WebLinkAbout2018/01/16 - Regular BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS Mason County Commission Chambers, 411 North 5th Street, Shelton, WA January 16, 2018 1. Call to Order—The Chairperson called the regular meeting to order at 9:02 a.m. 2. Pledge of Allegiance— Brenda Hirschi led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 — Kevin Shutty; Commissioner District 3 —Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Washington State Liquor and Cannabis Board sent a liquor license application for Deer Creek Store 5881 E. State Route 3, Shelton. 4.1.2 John Campbell sent in an application for the Mason County Transit Authority Board. 4.1.3 Casey Breeze sent in an application for the Planning Advisory Commission Board. 4.1.4 Thrive Washington sent a letter regarding the Nurse-Family Partnership Program. 4.2 News Release- Point in Time Count of Homeless People Staff: Todd Parker 5. Open Forum for Citizen Input— 5.1 Brenda Hirschi requested that the unexpanded balance and fund balance information discussed during the 2018 budget workshops be made public. 6. Adoption of Agenda - Cmmr. Shutty/Drexler moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; D-aye. 7. Approval of Minutes—January 1 and January 8, 2018 Briefing Minutes; January 9, 2018 Regular Meeting Minutes. Cmmr. Drexler/Shutty moved and seconded to approve the January 1 and January 8, 2018 Briefing Minutes and the January 9, 2018 Regular minutes as written. Motion carried unanimously. N-aye; S-aye; D-aye. 8. Approval of Action Agenda: 8.1 Approval to appoint Jamie Bariekman and Brian Smith to the Planning Advisory Commission for terms ending January 16, 2022. 8.2 Approval of Warrants &Treasurer Electronic Remittances Claims Clearing Fund Warrant #s 8054044-8054141 $ 139,420.48 Direct Deposit Fund Warrant #s 46809-47175 $ 604,954.48 Salary Clearing Fund Warrant #s 7003329-7003369 $ 957,048.26 Total $1,701,423.22 8.3 Approval to appoint Kathryn Haigh to the Mason County Housing Authority Board for a five year term ending January 16, 2023. 8.4 Approval of 2018 contract renewals for public defense with the Law Offices of Sean Taschner. 8.5 Approval to bind coverage for Mason County's third party liability TankGuard Renewal Policy with AIG effective April 21, 2018 -April 21, 2019 and approval to authorize the Chair to sign the Renewal Warrant Acknowledgement Form. There is no change in the policy as written for the prior year. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS January 16, 2018 - PAGE 2 8.6 Approval to authorize the Chair to sign the Sub-recipient agreement with Community Action Council of Lewis, Mason, and Thurston Counties for service provisions under a Public Services of Washington State Community Development Block Grant (CDBG). 8.7 Approval of the updated fee schedule for Mason County Baseball field use. 8.8 Approval of contract CLH18253 between Mason County and the State of Washington Department of Health. This contract supersedes contract C17118. 8.9 Approval to cancel a public hearing on January 23, 2018 at 6:30 p.m. to consider the Parks &Trails Comprehensive Plan. The public workshop scheduled on Wednesday, January 17th at 6:00 p.m. to review the proposed plan will still take place. Cmmr. Drexler/Shutty moved and seconded to approve action items 8.1 through 8.9 with the removal of item 8.7 for discussion. Motion carried unanimously. N-aye; S-aye; D-aye. 8.7 Frank Pinter discussed the rate increase noting that a rate review was done in 2017. The Parks fee policy allows for an annual increase which has not been done since 2009. Frank noted that the prices are based on the Consumer Price Index. He read through the proposed changes. Cmmr. Drexler questioned the need for deposits. Frank explained that in the past people have canceled late causing the County to lose revenue many times over. Carissa Smith with Mason County Youth Baseball voiced concern over the required deposit and noted how requiring their funds up front will be a burden to the families. She said that the Regional Athletic Complex (RAC) in Lacey has a flat fee and discussed how their fee schedule may work better than the proposed changes. Carissa and the Board had a lengthy discussion on possible options. Cmmr. Drexler questioned if a clause could be added to assist in this increase for the first year to prevent hardships. Frank agreed that some provisions could be done this first year. Cmmr. Shutty suggested tabling this item as suggested by Cmmr. Neatherlin to hold more discussion. To prevent further issues with reserving the field, the Board asked to discuss the deposit in more detail before implementation. Cmmr. Drexler/Shutty moved and seconded to approve item 8.7, minus the deposit which will be discussed February 6, 2018. Motion carried unanimously. N-aye; S-aye; D-aye. 9. Other Business (Department Heads and Elected Officials) - None. 10. 9:30 a.m. Public Hearings and Items set for a certain time— No hearings 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
