In December 2009,the upstairs bathroom pipes burst causing water to flood the home. Nearby neighbors heard the water running off the 2ntl floor balcony and were alert enough to shut off the water supply. The home owner was alerted but the home was never inspected nor cleaned up after the water damage. Bank of America Field Services visited the property early in the spring of 2012 but from all indications, never went inside. They only inspected the exterior and no one has visited the property since August,2012. It has been almost 4 years since the water damage and this home has had mold growing on the walls, the carpet, odors that can be smelled on the exterior, etc. This has created a health concern for the neighbors and our Madrona members. Madrona Association is very concerned about the following public health/safety and the public nuisance that this home has created: 1. The home is a public health/safety issue 2. The home is a public nuisance 3. The home is bringing down the value of surrounding properties 4. The association is being denied/deprived of needed annual dues We believe that the Bank and the County Offices and officers have a responsibility to protect this property and the members of the community from a continuing unhealthy and unsafe situation. We also see a liability issue in connection with this property as to the health and safety of our members, especially those living next to this property. Madrona Association would appreciate a reply within the next 30 days as to what the County plans to do to correct this unsafe/unhealthy hazard. Thanks you for your help in this matter, Sincerely, G % ZX Ju Woodard,President,Madrona Association P O Box 324, Union,WA 98592 strod33 hcc.net 360-898-0148 CC: Bank of America Reid Realty,Belfair Tim Sheldon,County Commission Terry Jeffreys,County Commissioner Randy Neatherlin,County Commission Melodie Brewer,Assessor Mason County Title Company IPI•. The inspector reported that he did not find that the home was unsafe. As a result no enforcement case was created. A case was created today to track correspondence and firture information related to the project. The case number is DIS2014-00011. To repair water damage, including removal of existing wall coverings and insulation a permit will be required. The building permit application form will need to be accompanied with a floor plan, drawn to scale, that identifies use of rooms and scope of proposed work. As an example the description may include the following:removal of existing wall covering and insulation and replace with R-value of new insulation (R-15 in 2x4 stud cavities or R-21 in 2x6 wall cavities),cover with gypsum wallboard, install required smoke alarms and co detectors, replace windows with same size U-factor 0.30 or less, etc. We understand that you may not be aware of all areas that need to be repaired until demolition begins. If you find that additional work needs to be done and permitted it may be necessary to revise the approved permit. A building permit application form is attached to this email.
