Based upon the information submitted the structure is considered exempt provided it is intended to be used as a temporary structure used solely for the commercial production of horticultural plants including ornamental plants, flowers, vegetables, and fruits. The"temporary growing structure" means that the structure has sides and roof covered with polyethylene, polyvinyl, or similar flexible synthetic material and is used to provide plants with either frost protection or increased heat retention. In addition the exempt structure is not approved for public use. The structure is approved to maintain and produce horticultural plants and is not considered a building for purposes of the building code. By survey — we found the structure to be 27 feet from the Roessel Road private roadway easement. By inspection we found that those who installed the temporary green house structure did so in accordance with the manufacturer's recommendations. The structure was installed on a pressure treated wood foundation. The structure was anchored with 2-5/8' rebar with hooks on the end that were buried 4 feet in the ground at each corner of the structure. Four earth anchors total. The rebar holes were back filled with compacted gravel. Based on the August 13, 2013 email (enclosed) for Debbera Coker of the Mason County Building Department , we believe that the structure meets the requirements of a temporary green house structure on a farm and is therefore exempt from a building permit. However, if that is not the case and a building permit is required, we have included the manufacturers structural design calculations for the structure. Those documents along with the site plan layout and this letter should be sufficient for the issuancg of a building permit from Mason County. If you find that the greenhouse meets exempt criteria let me know in writing and provide information demonstrating compliance. In order to obtain a permit we will require construction plans demonstrating compliance to the 2012 International Building Code (IBC). Since the structure will not comply with prescriptive code specifications an engineered design, prepared by a Washington State licensed design professional will be required that includes a foundation design, gravity design, and seismic and wind loads in accordance with IBC Chapter 16. When you have compiled the required documents submit a building permit application form along with a site plan. Forms and site plan requirement information is accessible on our website. Here's a link to the page that contains forms: http://www.co.mason.wa.us/forms/Community_Dev/index.php A floor plan showing layout and work areas along with heating equipment or other mechanical and plumbing fixtures will also be required. Please provide information about heating appliances that are provided in the structure. When a greenhouse is used exclusively for growing purposes the occupancy classification is "U" as in a utility building. If used for meetings or similar purposes the occupancy classification is"A", assembly use. When a structure has an assembly occupancy classification there are more code requirements in order to protect the public such as additional exits, a certain number of public restrooms must be available, compliance to the requirements addressing accessibility for persons with disability, and fire protection may be necessary. When asked whether a permit is necessary for a greenhouse staff will provide the person inquiring with permit exemption info and a copy of the WAC for their information so that the person installing a greenhouse can determine whether the greenhouse meets the Mason County exemption or the state adopted exception. Originally purchased in the 1990s by the Mission Creek Youth Camp, a juvenile offender treatment center, the greenhouse was sold in 2002 to the North Mason School District for their high school's horticulture program. After serving the program for many years, the district shifted its efforts to other spaces and donated the greenhouse to the Salmon Center in exchange for the district's future use. In February 2012, the greenhouse was deconstructed at North Mason High School and brought to the Pacific Northwest Salmon Center property in pieces where it was then reassembled over the course of many months. Volunteers and community members were key in making the greenhouse a reality. The greenhouse construction was a "labor of love," taking 17 volunteers over 250 hours to complete. A Raising Organic Family Farms grant sponsored by Lundberg Farms and support from Short Electric also helped made the project a reality. "We would like to offer our deepest gratitude to the school district for its donation and to all volunteers, community members, organizations, and staff that were involved in the completion of the greenhouse," said farm manager Leah White."The greenhouse is crucial to the farm in order to grow and provide fresh vegetables for the community," stated Leah. Components -failing under 100% greater than rated load must be redesigned and retested to meet specification." Load specifications were selected as being to local building code for non-resi- dential utility building or the design specification for anticipated use. The most rigid specification of the two was selected as "standard". For example, roof loading was specified as 10 lbs. per sq. foot. Tests were conducted to 25 lbs. per sq. foot. Loading was accomplished with wet sand simulating heavy snow. No failure occurred. Loading was applied over a 150-hour pdXiod in temperatures of 450 - 800F. Although considerable sagging of the panels occurred, upon removal of 'the load, all components returned to their original shape. Testing was conducted in like manner on benches, hanger bars, etc. II Choice of Components A. Aluminum Framework is custom extruded and heat-treated. Alloy selected is 6063-T5. B. Exterior Plastic is DR Acrylic .660 in. thick material. Bronze Color- ant is added during the extrusion process to block a specified per- centage of light and thus avoid excess heat buildup. Panels are supported by thermoformed interior plastic panels.
