Such debris may not enter or cause water quality degradation of State waters. 3. Fill materials for tower foundation abutments shall be of such quality(source or concrete origin)that they will not cause degradation of water quality.4. Silt fencing, straw,or jute matting to be installed and maintained for erosion control in all disturbed upland areas. Erodible cuts shall be protected by planting or matting immediately following construction.5. Construction staging areas shall have proper erosion control in place during their usage, and the site shall be restored to a natural condition shortly after abandonment by construction activity.6. Construction to occur during daylight hours to minimize noise impacts. 7.The applicant/owners shall apply for a Mason Environmental Permit to implement the restoration of native vegetation plantings addressed in the Biological Evaluation prepared by David Evans&Associates dated April 2012. OUTDOOR BURNING A permit is required for land clearing and burning IN ACCORDANCE WITH Mason County Code Chapter 9.48. Burn permit applications are available through the Mason County Department of Community Development located at 426 West Cedar Street.X FINAL INSPECTION REQUIRED FINAL INSPECTION REQUIRED All building permits shall have a final inspection performed and approved by the Mason County Building Department prior to permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property records on file with Mason County as being non-compliant with Mason County ordinances and building regulations. X SCOPE OF PROJECT This project is approved for the preparation and excavation work necessary for the installation of and re-location of the Potlatch transmission lines under the ownership and control of Tacoma Public Utilities. The project is planned to reconfigure the existing three-span crossing into a two-span crossing by replacing 4 in-water towers with a single tower in the middle of the crossing. New access roads will be constructed within the project right of way and through negotiated off-site easements.A separate building permit shall not be required for the installation,alteration,or repair of generation, transmission, distribution or metering or other related equipment that is under the ownership and control of public service agencies established by right. Reference 2009 International Building Code 105.2.3. Separate permits related to shoreline and land-use development may be required as regulated by the Mason County Planning Department. Special Inspection reports required by the engineer of record and listed on sheet MF-2 related to this project shall be submitted to the Mason County Building Department and may be delivered via email to DLC@co.mason.wa.us and LAW@co.mason.wa.us,or by mail to Mason County Department of Community Developement, PO Box 279, Shelton,WA 98584.All inspection reports shall contain the project permit number, GRD2012 -00007.X Site Plan and Topographic Section Approved per submitted site plan and topographic cross-section for the west and the east tower sites. X FILL COMPACTION All fills shall be compacted to a minimum of 90 percent of maximum density.X CHAPTER 14.44 ALL CLEARING,CUTTING, GRADING, EXCAVATING,TERRACING, FILLING AND SIMILIAR WORK WILL BE REGULATED BY THE REQUIREMENTS PURSUANT TO THE MASON COUNTY GRADING PERMIT STANDARDS ADOPTED BY RESOLUTION 141-96 and MASON COUNTY CODE,TITLE 14, CHAPTER 14.44.X SURFACE WATER CONTROL ALL SURFACE WATER AND POTENTIAL RUNOFF WILL BE CONTROLLED ON SITE AND SHALL NOT ADVERSLY AFFECT ANY ADJACENT PROPERTIES NOR INCREASE THE VELOCITY FLOW ENTERING OR ABUTTING TO ANY STATE OR COUNTY CULVERTING/DITCHING SYSTEM OR ROAD WAYx INSPECTION REPORTS INSPECTION REPORTS-ENGINEERED GRADING The owner/applicant shall provide to Mason County inspection reports prepared by the engineer record, complying with the requirements as noted in Chapter 14.44, section 14.44.220 through 14.44.230. Professional inspection of grading operations shall be provided by the civil engineer,soils engineer,engineering geologist and/or testing laboratory required in accordance with 14.44.230.
