Pursuant to your application,a site pre4nspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases,setbacks for development from shorelines, steep slopes,streams,and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments: Pre-inspection for.Teny Conner:
Rural Residential 5 zoning designation. Standard building
setbacks for this zoning are a 25-foot front yard setback, and
20-foot side and rear yard setback. These setbacks are
measured from structures above grade such as roof overhangs,
and any structure/appurtenances, including heat pumps, sheds
etc. Other setbacks can apply when critical areas are present
such as streams, wetlands, steep slopes etc. The shoreline
designation for the area is Rural.
The purposed of the pre-inspection was to evaluate issues related
to the residential development of a vacant lot along the Peale
Passage shoreline. The subject lot contains steep slopes down
from the access easement to the shoreline. Slopes on site
average about 30%, however they approach 100% near the
shoreline. The site is relatively well vegetated, although trees had
been thinned at some point in the past. Vegetation consists
largely of mature madrona, salal, and Scotts broom. An on site
septic system exists and a community (two party well) on the
adjacent parcel according to information provided..
Shorelines: In this situation there is a home to the north, however
the shoreline lot the south is vacant. Per the Mason County
Resource Ordinance section 17.01.110 (enclosed)the shoreline
setback/ buffer would be determined by an imaginary line drawn
from the most waterward projection of the roofline of the home to
the north to a point 100-feet landward of the ordinary high water
mark of Peale Passage along the southern lot line. This point was
roughly measured with the applicant during the site visit to explain
how the shoreline setback and buffer is determined. It was
difficult to be accurate due to the extreme slopes on site, however
the measurement taken was likely within 10-feet plus or minus of
the 100-foot setback along the southem lot line There appeared -- ---- -to be ample room on the lot to meet all required setbacks. The
first 15-feet of this shoreline setback is regulated as a building
setback, and the remainder a natural shoreline buffer. See the
enclosed ordinance, section 17.01.110 F. and G. in particular
regarding regulated activities within the shoreline buffer.
Due to slopes in excess of 40% adjacent to, or within 300 feet of
the proposed project/site a Geotechnical Report is needed to
address slope stability and the other requirements of the enclosed
landslide hazard chapter 17.01.100 section E. 5. The report must
state that the hazards of the landslide area can be overcome in
such a manner as to prevent harm to property and public health
and safety, and must also assure the project will cause no

significant environmental impact. See Mason County Code
17.01.100, E7.
If any grading/excavation is proposed in or near slopes a grading
plan will be needed to show any proposed topographical changes,
cuts, retaining walls etc. A Mason Environmental Permit or
Grading Permit would be needed for site preparation and grading
done prior to building permit issuance.
A brief geological assessment appears to have been done of the
site in 1996. Due to the age of this document and likely changes
to County requirements and possible site changes an addendum
to this report would be necessary when submitting for a County
Building Permit to address site and project specific
recommendations including building setbacks, storm water and
erosion control.
