to the Mason County Website and doing a search using online services under permit
information(use the permit#PAR2008-00052)this will allow you to access the
information the different departments have recorded in the case file. A compilation of
these notes will be mailed to the applicants after all departments have added their pre-
submission conference information.

Project Description: The proposed development is for the 7863 square foot expansion
of the existing Safeway Store located in the General Commercial District of the
Belfair UGA.
➢ Chapter 17.24.100 Information on the"GC"- General Commercial District in the
Belfair UGA.
➢ Chapter 17.27 Interior Vehicular Access in the Belfair UGA.
➢ Chapter 17.28 Off-Street Parking in the Belfair UGA.
➢ Chapter 17.30 Building Design requirements in the Belfair UGA.

While some of the information I have provided you may not apply to the expansion
process I wanted you to be aware of any requirements that may affect this development.
ZONING: (#1232941-00010)the parcel is zoned General Commercial(GC)in the
Belfair UGA. The proposed development(the expansion of the Safeway is allowed)fits
with permitted allowed uses in the Belfair UGA General Commercial District but the
total size of the store with the proposed expansion can't exceed 50,000 sq ft as stated at
the beginning of 17.24.120. From the information that the applicant has provided,the
existing area(43,625 SF) and the proposed development area(7863 SF)is a total of 51,
488 SF about 1488 SF over allowed total building size in the General Commercial
District.
SETBACKS and HEIGHT REQUIREMENTS: Height Restriction and Required
Setbacks are located in 17.24.150 of the information on the"GC"-General Commercial
District in the Belfair UGA.
LANDSCAPING REQUIREMENTS: Landscaping Requirements are in Chapter 17.31.
BELFAIR UGA PARKING REQUIREMENTS: According to Chapter 17.28 Of the
Belfair UGA Zoning Code(Off Street Parking in the Belfair UGA) an additional 24

parking spaces would be required but this may already be included in the total parking
spaces now available on site. See-Off Street Parking in the Belfair UGA)requirements
(minimum 3 per 1000 sq. ft.).
CRITICAL AREAS: The proposed development does not appear to impact any critical
areas,streams,wetlands; slopes are around 6%to 7%. Planning will not require a geo-
report or assessment but the applicant will have to submit a soils report/impact analysis.
SEPA: From the information provided by the applicant I cannot determine if SEPA
would be required, (both the size of the proposed development 7863 sq ft and the
additional parking required 24 parking spaces would be SEPA exempt)more complete
information regarding the overall proposed development is needed prior to making this
determination.

Dear Mr.Core:
In accordance with our client's request and authorization, we have performed special testing and
inspection services for the above referenced project.The special inspections for this project were:

Structural Steel:
Welding
Bolting
Reinforced Concrete
Structural Masonry
Soils:
Fill placement/compaction
Expansion/Epoxy Anchor Bolts
Seismic Resistive Systems:
Suspended Ceilings
Steel Storage Racks
All construction activities normal &acceptable,with the exception that
CMU wall grout strengths were higher than normal.
To the best of our knowledge,all work and noted deficiencies have been tested and/or inspected and have
been found to be in accordance with the approved plans and specifications.
The engineer of record was informed of grout breaks exceeding 300% of design strength and noted as
"non-conforming"in the associated lab reports. No response was received by this office.
