I was informed by Mike that the permit had been issued. It was not until the next week when I drove to the site and requested to see the plans and permit.,-:They could not produce any requested documents. Shortly afterwards a stop work order was placed on the building until the permit was completed. On October 15th of this month I saw construction taking place on the site. Further checking with General Services indicated Mike himself had issued the permit. Now they have a permit for the building and the spray booth. John Ring first asked for a permit a week before October 1st in order to open on the 1st, according to Belfair Water. Permit requested from state on November 20. On December 4th DOT sent a letter back to Belfair Water stating an open trench would require a variance which would probably not be issued. Ring origionally wanted to tunnel under the highway but later modified his request to an open trench cut. He was trying to avoid the cost of running the line from Belfair Hardware on the same side of the street. In regards to the access permit, the state Department of Transportation had not issued a permit based on no proof of bonding and no signatures having been returned as required. This DOT permit is for a driveway access onto property. Permit process usually takes 3 weeks to a month. Permit was approved about a month ago. Permit did not address utilities or water. A telephone line was cut during excavation. In addition Ring applied, yesterday, from PUD for the utility permit to provide power to the facility. That permit will take another 3 weeks to a month. It is obvious that there has been no advance planning for the development. This indicates that the intent to comply with advance water and access has not been met or was it intended to be complied with. The business cannot open for a minimum of another month due to the delinquent application with PUD and also the permit denial from DOT for the water line.
