Dear Ms.Miller:
Thank you for the opportunity to comment on the mitigated determination of nonsignificance for the
Corbit Grading project(SEP2008-00030) located at 120 Northeast Peninsula Place in Belfair as proposed
by S&J Johnson. The Department of Ecology(Ecology)reviewed the environmental checklist and has
the following comment(s):
WATER QUALITY: Roberta Woods(360)407-6269
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48 RCW,Water Pollution Control,and WAC 173-201A,Water Quality Standards for
Surface Waters of the State of Washington,and is subject to enforcement action.
Erosion control measures must be in place prior to any clearing,grading,or construction. These
control measures must be effective to prevent stormwater runoff from carrying soil and other
pollutants into surface water or storm drains that lead to waters of the state. Sand,silt,clay particles,
and soil will damage aquatic habitat and are considered to be pollutants.
Proper disposal of construction debris must be on land in such a manner that debris cannot enter the
streams,natural stormwater drainage,Hood Canal or cause water quality degradation of state waters.
During construction,all releases of oils,hydraulic fluids, fuels,other petroleum products,paints,
solvents,and other deleterious materials must be contained and removed in a manner that will prevent
their discharge to waters and soils of the state. The cleanup of spills should take precedence over
other work on the site.
Soil in stockpiles should be stabilized or protected with sediment-trapping measures to prevent soil
loss. All exposed areas of final grade or areas that are not scheduled for work,whether at final grade
or otherwise,shall not remain exposed and un-worked for more than two days,between October 1
and April 30. Between May 1 and September 30,no soils shall remain exposed and un-worked for
more than 7 days.
Clearing limits and/or any easements or required buffers should be identified and marked in the field,
prior to the start of any clearing,grading,or construction. Some suggested methods are staking and
flagging or high visibility fencing.

A permanent vegetative cover should be established on denuded areas at final grade if they are not
otherwise permanently stabilized.
Properties adjacent to the site of a land disturbance should be protected from sediment deposition
through the use of buffers or other perimeter controls,such as filter fence or sediment basins.
All types of sediment control, such as sediment ponds or traps, should be constructed as a first step in
grading and be made functional before any upslope disturbance takes place.
Cut and/or fill slopes should be designed to minimize erosion. Methods such as slope roughening,
terraces,or pipe slope drains may be used.
All temporary erosion control systems should be designed to contain the runoff from the developed
two year,24-hour design storm without eroding.
Provision should be made to minimize the tracking of sediment by construction vehicles onto paved
public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping.
Water cleaning should only be done after the area has been shoveled out or swept.
Wash water from paint and wall finishing equipment should be disposed of in a way which will not
adversely impact waters of the state. Untreated disposal of this wastewater is a violation of State
Water Quality laws and statutes and as such,would be subject to enforcement action.
Coverage under the National Pollution Discharge Elimination System(NPDES)and State Waste
Discharge General Permit for Stormwater Discharges Associated with Construction Activities is
required for construction sites which disturb an area of one acre or more and which have or will have
a discharge of stormwater to surface water or a storm sewer. An application can be downloaded from
Ecology's website at hiLtp://www.ea.wa.gov/prow= /wq/stormwater/construction/#Application or
you can contact Joyce Smith at(360)407-6858 for an application form. To avoid project delays,we
encourage the applicant(s)to submit a completed application form and to publish public notice more
than 60 days before the planned start of the project.

ENVIRONMENTAL CHECKLIST
Purpose of checklist:
The State Environmental Policy Act(SEPA),chapter 43.21C RCW,requires all governmental agencies to consider the
environmental impacts of a proposal before making decisions. An environmental impact statement(EIS)must be prepared for
all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to
provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the
proposal,if it can be done)and to help the agency decide whether an EIS is required.

use this checklist to determine whether the environmental impacts of your proposal are significant,requiring preparation of an

This project site is approximately 9.6 acres located in Belfair,Mason County,WA on
NE Peninsula Pl. It is located on the west side of the railroad of an existing industrial
area under the same ownership. There is currently one existing industrial building
(maintenance shop)in the project area. The proposed use for this site is industrial.
This project will be graded for an access road and various building pads. Storm runoff
control facilities will be constructed to serve the entire project, and include retention
ponds, biofrltration swales, settling ponds, & storm sewer piping. Utilities (water,
power, telephone, etc.) will be installed. The area is not served by public sanitary
sewer at this time,however a public system is in the planning stages for the immediate
Belfair area, and may eventually serve the project. Individual buildings parking area,
sand/or storage areas will then be constructed on the prepared pads.
The occupancy of the individual pads is not known at this time. All uses would be
industrial use,such as manufacturing,maintenance,warehouse,etc.
Individual building permits may create additional requirements for an individual pad,
depending on the proposed use.
12. Location of the proposal. Give sufficient information for a person to understand the
precise location of your proposed project, including a street address, if any, and section,
township,and range,if known. If a proposal would occur over a range of area,provide the

Runoff will be from impervious areas (roofs and pavement) and pervious (lawn,
landscaping). The project area flows into two separate watersheds. The water will
flow via pipes to infiltration retention ponds located in each of the two watersheds.

Yes,storm runoff from impervious surfaces may pick-up surface pollutants.

Storm water runoff will receive water quality treatment prior to discharge to the
retention ponds. This will be accomplished by employing a bioswale&a settling
pond, before runoff is discharged to infiltration. A temporary sediment trap and
other erosion control facilities will be constructed to filter sediments from runoff
during construction.

1 am concerned about the Department of Ecology Construction Stormwater
General Permit on the Corbit Ten Acres project for S &J Johnson LLC.
This project is in the Belfair Urban Growth Area. Mason County is currently
trying to come into compliance with Growth Management on stormwater. A
Stormwater Regulation and a Low Impact Development Ordinance for the Belfair
UGA is currently in review and is expected to be approved soon.
The owner of the property for this permit also owns adjacent property that has a
stormwater detention pond. This pond is located adjacent to Highway 3 and
north of the railroad trestle on Highway 3. For years the pond remained dry.
Subsequent to stockpiling of large volumes of earth on the property and
installation of a concrete plant, the pond has had continuing standing water.
This_problem was brought to the attention of the Department of Ecology
Regional offices and Mason County. Mason County contacted the owner and
the pond was pumped and material was removed from the bottom. The pond
shortly filled again. Last year following another complaint, the stagnant water in
the pond was pumped over the railroad and material removed from the bottom.
The pond is again filled with stagnant water. In addition the owner is in the
process of filling in an area on the property that functioned as a wetland for
drainage from Highway 3.
In view of the owners past performance relative to stormwater construction and
maintenance and the Mason County proposed new stormwater regulations for
the Belfair UGA, it is suggested that Ecology review the current activity on the
property and delay approval until the new County regulations are in place.
